 First Quarter Report
2004-2005
(July-September,2004)
 NARRATIVE SUMMARY
Enpianements for Corporate Airlines for the first quarter of the 2004-2005 fiscal year were down 39%with 1,666
passengers compared to 2,311 for the same period last year. Total enplanements for the first quater were down
35%with 1,757 compared to 2,376 for the same period last year. Once again, the continued decrease in the
Corporate Airlines boardings is assumed to be due to American's downsizing of their St. Louis operations and the
decreased destinations offered out of the St. Louis hub. ,
Aircraft traffic comparisons for the first quarter were down for the fourth quarter by 9%with 6,040 aicraft operations
as compared to 6,597 operations for the same period last year. Instrument Operations were down 16%with 1,201
aircraft operations as compared to 1,395 operations for the same period last year.
Fuel sales tracked with a slight decrease for Cape Aviation, with total sales down just less than 1°/a fothe quarter
from 95,276 gallons last year compaed to 94,418 gallons this year. Sales of Jet A were up slightly by 0.6%from
65,349 gallons last year compared to 65,754 this year and 100 Low Lead sales were down 4%from 29,927 gallons
last year compared to 28,664 gallons this year. Gross sales for the quater were up 14.0%,or$36,238 from
$222,655 last year compared to$258,893 this year. Much of the increase YTD is due to higher fuel prices.
The Airport received an amendment to the Transportation Services Grant Agreement between the City of Cape
Girardeau and Corporate Airlines from the U.S. Department of Transportation (USDOT)in September. The grant
was offered by USDOT to provide funds to the City to cover the airline cost of a fourth round-trip between Cape
Girardeau and St. Louis. The amendment provides a twelve-month extension of time and replaces the$100,000
ticket trust concept with a revenue guarantee from the City. It was initially expected that the amended ageement
would not actually require any cash exchange between the City and the Ailine, however, the City would be at some
minimal risk. After review of the amendment, however,we discovered that USDOT was not relinquishing the City
from paying 20%of the total operational cost share and any revenue guarantee that would need to be paid. The
Airpot is now negotiating with Corporate Airlines to see if there is any"middle ground"that can be reached with their
operational costs in order to reduce the City's exposure. With the cunent agreement language, the City's share of
the grant would most likely cost a range of$85,000-$100,000 of the$650,000 grant total.
Regarding the Douglas A-4 to be used as a Veterans Monument at the entrance to the Airpot, the airport staff and
the PiloYs Club are currently at a bit of a crossroads in figuring how to move the A-4 to the Airport. The National
Museum of Naval Aviation will not allow us to move the aircraft by sling and helicopter and MoDOT is advising that
permission for low-bed truck movement of the aircraft, based on a width that would block both lanes of the
interstate, is not likely. All parties are still exploring options.
The Airport held a tenant meeting to describe the upcoming construction project and runway closures planned from
October 31 at 8:00 p.m.to November 10 at 5:00 a.m. It was voiced by the majority of those present for the airport
and consultants to attempt leaving a portion of runway 28 open for geneal aviation traffic. At the time, it was
agreed to leave 2,419 feet of the runway available to smaller aircraft at an estimated additional cost of$40,000.
The actual cost estimates provided by the contractor, howeve, were approximately$195,000,of which the Federal
Aviation Administration (FAA)was not willing to fund. As a result,a letter was published to the tenants by airport
staff explaining that the runways would have to be closed full-length during the dates of the construction. The City
has offered to assist individuals with costs to hangar aircraft off airport during the ten-day period.
The airport held the 2004 Cape Girardeau Air Festival July 9-11,with great reviews. Attendance to the Air Festival
matched last year's and the attendance to ttie Friday night twi-light show doubled. According to survey and public
opinion the twi-light show was a huge success. Plans are undervvay for the 2005 Air Festival.
The Airport Advisory Board met to review a Proposed Airport Use and Operating Agreement from Mr.Jery Lipps for
a proposed"through the fence"use of poperty Northwest of the Airpot. The Board advised the City Council to
reject the agreement on the basis that they did not see adequate advantage to the Citizens of Cape Girardeato
 approve such an agreement.

The Airport working with the Finance Department to research options to construct another set of ten T-hangars.
The Paul Fisher hangar is nearing completion and the Airport Advisory Board agreed to a concept proposed by Mr.
Fisher for better drainage along the road in front of his facility and to the East. The proposal required the relocation
of an access gate to the East near the airport fuel farm.
The City signed an agreement with Renaissance to extend their lease payment deadline until October 1,2004.

.. Historically, response times have always been expressed in averages. However, this is not
necessarily reflective of our service delivery capabilities. If, out of ten responses, our response
time was two minutes, eight times; and 10 minutes, two times, our average response time
would be over 3 and one-half minutes. However, we would actually be arriving on the scene in
finro minutes 80% of the time. Today, it is becoming common and more accurate to express
response times in fractile measurements, which depicts how often response time is within a
" given time frame.
Using this method we found that our response times in the last quarter were:
Fire EMS
less than 4 minute 51.60% 52.10% of the time
less than 5 minute 70.90% 70.90% of the time

Fire Sales Tax and Implementation Team Development
On June 8, 2004, the voters in Cape Girardeau showed overwhelming support for the Fire
Department by passing the '/4-cent Fire Sales Tax by an 81%margin. While actual revenue from
the tax will not be seen until December at the earliest, fire department and city personnel have
expanded planning efforts in recent months. Several Implementation Teams were established to
research ways to maximize the funding to address the personnel and capital issues identified in
the Fire Sales Tax proposal.
The purpose of these teams was to gather as much information as possible, discuss
various options, and make informed decisions regarding all of these issues. Progress for each
 Implementation Team is as follows:

Quarterly Report: July 1 —September 30, 2004
 Pay Plan Team
Fire department personnel participated in the citywide pay plan review conducted by
Condrey and Associates. They completed an extensive Job Classification and Compensation
Survey and participated in interviews conducted by Mr. James Hanford. Mr. Hansford
commented that he was impressed with the sincerity, dedication, and professionalism displayed
by our people. Personnel now eagerly await the study's results.

Apparatus and Equipment
This area was divided into several sub-teams including Ladder 2 Refurbishing,New
Engines,New Ladder Truck, Rescue Equipment, SCBA, and Turnout Gear. Each team has spent
much time researching the options available relating to their respective areas. This research
included bringing in various makes and models of equipment for demonstrations and trials; and
talking with personnel from other departments currently usmg vanous apparatus and equipment.
Teams have begun writing specifications for apparatus and equipment and are either ready, or
will soon be ready to go to bid, for the new engines, new ladder truck, new hydraulic rescue tool
system, new SCBAs, and new turnout gear. The increased frequency of nver incidents
emphasized the need for improving the safety and capability of our boats. A Boat Team has
begun research into these options.
The research proved that the refurbishing of Ladder 2 was going to be considerably less
extensive and costly than anticipated. We were able to move this project up, and the truck was
sent to Mid America Fire Apparatus in Rogersville, Missouri at the beginning of September.
Currently, it appears that the refurbishing is going well, both on schedule and within budget. We
anticipate the truck's return to service around the end of November.
 Facilities
Request for Proposals were sent out for the design of New Fire Station 3 and the
remodeling of Stations 2 and 4. Fourteen replies were sent for the new station. Several team
members reviewed the proposals and invited eight architectural firms in for presentations and
interviews regarding Station 3. The selection process continues at this time, with the final
selection anticipated soon. The Station 3 site has been cleared of brush, and a sign announcing
the forthcoming station has been ordered.
Eight proposals for the remodeling projects were received. Team members will review
these proposals and select firms to make presentations.

Communications
This team has been researching improvements to radio communication capabilities, as
well as paging and cellular phone capabilities on a citywide basis. Radio equipment is being
looked into based on needs, availability, practicality, and cost. Efforts are being made to
coordinate and standardize radios throughout the fire and police departments. The availability of
cellular phone equipment and service is still in question.

Sewer Maintenance Division
First Quarter Report, 2004 - 2005
^ Narrative Summary
The Sewer Crew had a very productive quarter, rodding and jet rodding over 98,113 feet
of line. City Crews, with the help of Dutch Enterprises, conducted smoke tests on
_ 172,555 feet of sewer main. This testing resulted in the detection of some lines, roof
leaders, and area drains which were allowing water into our sanitary system. We also
found several manhole frames and covers which were leaking. We estimate that
... approximately half of the City has been smoke tested at this point.
` The crew completed several projects this quarter. Both water and sewer lines were
r. installed in Arena Park to service a new restroom being constructed. The creek bank
along Kent Street was repaired and stabilized to protect our sewer main and manhole. A
36 inch line west of Erb Equipment was serviced and will be added to the yearly
— maintenance schedule.
We received 18 sewer calls this month, with only 1 resulting from a problem in a City
sewer line. General maintenance also continued throughout the quarter.

Public Works Department
Wastewater Division
 First Quarter, 2004-2005
Wastewater Plant:
The recirculating line gearbox was replaced. The old air compressor in the reactor room was
replaced with an air compressor that we got from the Transfer Station. The proper paperwork and
transfer of responsibility was taken care of. The sprocket teeth were replaced on the drive
— sprocket and the take-up sprocket for the south grit chamber. The shaft collars and cables were
; also replaced on the grit chamber. The east and middle primary scum pits had the pumps
replaced in it. The#1 primary was shut down and the tank was drained. The connecting hub
!'^" between the first two auger sections had to be repaired and the hanger bearings were replaced.
An impeller came off the pump on the#4 primary. A new keyway had to be cut,the impeller was
put back on and the pump started back up. The shear pin was replaced on the drive sprocket for
" the#4 primary auger drive chain. The exhaust fan in the trickling filter pump building was
replaced. The ceiling light fixtures were replaced in the trickling filter pump building. The final
effluent sampler refrigerator was replaced. The 8-point output card was replaced on the lime silo
building. The discharge pipe was replaced on the#21ime slurry pump. With the help of the
sewer crew, a water leak was repaired on the water line going to the lime pump building. The
starter capacitor on the #1 pump was replaced at the Stonebridge lift station. The air relief valves
were cleaned at the lift stations along the river. Both batteries for the generator at the#1 lift
station were replaced. The#1 pump at the Themis Street lift station was pulled for repairs and
the grease was cleaned out of the wet well. The AC/DC power supply on the#41ift station was
replaced. Mike's Generator replaced the signal output box on the generator at the #4 lift station.
The#1 pump at the Themis Street lift station was re-built by Mid-America Electric Motors.
Cotner Electric replaced the electrical disconnect and transfer switch from the Cape Rock lift
station to the top of the hill across the road from the Water Plant at Cape Rock. This will make it
easier to hook up a generator in case of a power outage. An air compressor was installed at the
Cape Rock lift station. The Cape Rock lift station has been taken off the telephone system as a
means of detecting problems at the lift station. EPIC Systems, John Wheeler and City employees
have the lift station hooked up to the SCADA system. This included installing a pole, a panel
box, cable, a transmitter and receiver and installing it on the computer system at the treatment
plant. The phone modem system was replaced by a radio for the SCADA system at Twin Lakes
' lift station. A second computer monitor was purchased and installed at the treatment plant for the
SCADA system. It has a dual video card and upgraded memory for the SCADA system. Hacker
Plumbing repaired the office/lab air conditioner in July, then had to come back and replace it
August. Weedeating, grass cutting and weed spraying were done at the plant and lift stations.
A section of the roof overhang was replaced on the office/lab and the building was painted.
Painting was also done on the flood pump generator panels, manhole covers and electric panels
_ in various areas of the plant.
Jim Baylor and Dennis Hale attended the annual Missouri Water and Wastewater Conference
.. meeting held in Columbia Missouri in September. Four employees attended the disaster/bio-
terror drill at the Holiday Inn Convention Center in August. Weekly "Tool Box"meetings were
held and a monthly safety meeting was held in July and August. A new employee, Robyn
— Heuring, started on September 20th as a Wastewater Technician.
Robinson Construction was here in September to start replacing the two screw pumps. The no
screw pump was removed and the job of removing the old grout was started.

Sludge•
There were 326 loads of sludge hauled from the Wastewater Plant to area farmers. One hundred
eight loads of sludge were hauled to the Vince Hulshof farm in Scott County off County Road
#506. There were 218 loads of sludge hauled to the Phil and Dave Hubbert farm in Scott County
off County Road#403. There were 3 loads of leachate hauled from the Transfer Station to the
Wastewater Plant for processing. —
Laboratory-Pretreatment:
Routine testing of influent, effluent and sludge was completed daily. Monthly monitoring for r
sewer surcharge was done for three industries. Wastehaulers dumped 214 loads for a total of
$2,416.60.
Two Industrial self-monitoring reports were received and reviewed each month. One semi-
annual industrial self-monitoring report was received and reviewed. All parameters were within
permitted limitations. One Industrial Users Inspection was performed, including the annual
sampling. The annual Total Toxic Organics (TTO) sample was in violation of their Discharge
Permit. A Notice of Violation (NOV)was issued. The industry responded to the NOV in writing _,
and is working to find the cause and correct the problem. They now have returned to complete
compliance.
Numerous requests were received for discharge of hauled waste. All were declined and r
alternative disposal methods were suggested.
