Fourth Quarter Report
 2003-2004
(April-June,2004)
 NARRATIVE SUMMARY
Enplanements for Corporate Airlines for the fourth quarter were down 15%with 1,710 passengers compared to
2,015 for the same period last year. Total enplanements for the third quarter were also down 15°/a with 1,756
compared to 2,070 for the same period last year. Once again, the continued decrease in the Corporate Airlines
boardings is assumed to be due to American's downsizing of their St. Louis operations and the decreased
destinations offered out of the St. Louis hub.
Aircraft traffic comparisons for the fourth quarter will once again be skewed due to the control tower reducing their
hours of operation in May 2003,from 14 hours per day to 10 hours per day. Since the traffic counts are made by
the air traffic controllers, there is no aircraft traffic count taken after 5:00 PM, when the tower now closes. As a
result, air traffic was indicating that it was down for the fourth quarter by 8%with 5,687 aircraft operations as
compared to 6,187 operations for the same period last year. Instrument Operations were down 10% with 1,110
aircraft operations as compared to 1,233 operations for the same period last year. Effective next quarter, these
traffic comparisons will provide more accurate data comparisons, based on equivalent control tower operational
hours.
Fuel sales tracked with a slight increase for Cape Aviation, with total sales up just under 1%for the quarter from
79,651 gallons last year compared to 80,231 gallons this year. Sales of Jet A were down slightly by 2.3%from
58,508 gallons last year compared to 57,156 this year and 100 Low Lead sales were up 9%from 21,143 gallons last
year compared to 23,075 gallons this year. Gross sales for the quarter were up 12.9%, or$28,382 from $191,079
last year compared to$219,461 this year.
The Airport presented a draft of a Transportation Services Agreement between the City of Cape Girardeau and
Corporate Airlines to the U.S. Department of Transportation (USDOT)for their review and consent. The agreement
outlines Corporate Airlines'plan to provide a fourth round trip between Cape Girardeau and St. Louis utilizing funds
from the Small Community Air Service Development Grant offered by the USDOT nearly two years ago. The
agreement requires USDOT to approve two amendments to the City's original grant agreement for the fourth round
trip. The first amendment is a twelve-month extension of time and the second amendment replaces the $100,000
ticket trust concept with a revenue guarantee from the City. It is expected that such an agreement would not
actually require any cash exchange between the City and the Airline, however, the City would be at some minimal
risk. The USDOT has agreed to the concept and has proposed to submit a new grant amendment to the City for
review and approval. To date, the amendment has not been received from USDOT.
Regarding the Douglas A-4 to be used as a Veterans Monument at the entrance to the Airport, the airport staff is
exploring the possibility of a National Guard Chinook to move the A-4 via an aircraft sling. Although the National
Museum of Naval Aviation has voiced some concern over such an effort, Major Walter Bradley, the Company
Commander for the Guard in Olathe, Kansas, has expressed a keen desire to move the aircraft. He is assisting the
airport in our efforts to transport the aircraft, via the Chinook sling from the Perryville, Missouri, Airport to Cape
 Girardeau.
The Airport staff and volunteers have been vigorously involved with final plans for the July 9,10,11 Air Festival.
The Airport approved a contract with Crawford, Murphy, and Tilly(CMT)for the airport's consulting/engineering
services retainer for the next five years. The contract is a renewal of an old five-year agreement with the firm.
Additionally, the Airport staff has been working with CMT to complete engineering design and bid documents for the
runway 10/28 and 02/20 intersection rehabilitation, taxiway"A"relocation, and runway safety area enhancement
project expected to be advertised July 2, 2004 for bid for opening July 23, 2004.
The Airport was the host to events this quarter. One was the Emergency Disaster Drill, which coordinated with a
multitude of agencies to test response for terrorist activity, aircraft fire, and hazardous materials. The other was the
Boy Scout Camporee where over 300 Scouts earned their Space Exploration merit badge Both events wergreat
successes despite bad weather.

The Airport Advisory Board met with Mr. Jerry Lipps and his attorney regarding Mr. Lipps'efforts to receive a
"through the fence"agreement with the City for hangar operation from land he has purchased Northwest of the
Airport. The Board echoed previous concerns that any proposal needed to include satisfactory language addressing
their concems with annexation and airport expansion and land purchase/option needs. Mr. Lipps and his attorneys
are now attempting an agreement with the City that avoids annexation.
The Airport Manager was involved in two trips to Phoenix,Arizona to participate, on behalf of Renaissance, in
Bankruptcy proceedings for the Luscombe Foundation. Over the span of two different court proceedings
Renaissance was awarded ownership of the Foundation and all of its assets, finally ending the long lawsuit.
The Airport Manager attended the2004 Annual FAA Central Region Conference in Kansas City, June30-July 2. The
main issues revolved around the new FAR Pat 139 regulations, which will effect a variety of airport operations, the
most significant being aircraft fire fighting and rescue response regulations.

Historically, response times have always been expressed in averages. However, this is not
necessarily reflective of our service delivery capabilities. If, out of ten responses, our response
time was two minutes, eight times; and 10 minutes, two times, our average response time
would be over 3 and one-half minutes. However, we would actually be arriving on the scene in
two minutes 80% of the time. Today, it is becoming common and more accurate to express
response times in fractile measurements, which depicts how often response time is within a
'' given time frame.

Using this method we found that our response times in the last quarter were:
 Fire EMS
less than 4 minute 47.20% 50.80% of the time
less than 5 minute 64.40% 69.30% of the time
less than 6 minute 73.60% 82.00% of the time
less than 7 minute 81.20% 88.40% of the time
less than 8 minute 88.80% 92.80% of the time

I
r Narrative Summary

Sewer Maintenance Division:
_ The Sewer Crew rodded and jet rodded 118,389 feet of line this quarter. This is an increase from
the same time last year, with a difference of 22,038 feet. A total of 19 sewer calls were received.
Of these, only three were caused by problems in the city lines. In April, the Crew assisted other
Public Works Divisions with the week long citywide Spring Cleanup Program. Smoke testing
was done throughout the quarter and flow monitors were placed to help locate areas of I&I
(Inflow and Infiltration). In June, the smoke testing crew concentrated in the area near Arena
Park. Testing was done, clean outs were repaired, lids replaced and gutter drains were unhooked
from the sanitary sewer, removing most of the inflow from this area.
During the quarter, a total of 680 sewer locates were done on site by the Sewer Crew, compared
r.. to 673 locates for this quarter last year. The cost for being members of the mandatory Missouri
k One Call System was $1,141.25, which includes receipt of 913 tickets.

 Stormwater Division:
The Stormwater Crew also assisted during the Spring Cleanup Program in April. Mowing was
completed in all areas maintained by the Stormwater Division and some areas were sprayed to
_ assist with weed control. A drain and drain line was installed at the Transfer Station, The
mosquito fogging program started in June and the crew treated inlets and areas of standing water.
A storm manhole was constructed on South Spanish Street and beaver dams were removed from
low areas of the detention basins. Weed Abatements for this summer season have been very
''' minimal. The Stormwater Division has only received 6 notices to mow abatements lots so far this
year.

r A weir plate was installed on the plant by-pass valve structure. A boom truck and
operator from Kelly Equipment were used to install the plate. The solenoid valve for the
_ mechanical bar screen auger was replaced. The auger spool on the#1 primary was
replaced and the primary was started back up in May. The same ta.nk had a mechanical
• problem in June. It couldn't be fixed at the time due to the Mississippi River being up.
The river will have to drop down to the 20-21 ft level before we can fix it. The electrical
disconnect for the #1 and#2 primary augers were replaced. Five drags were replaced on
the#2 primary. The motor starter on the#3 primary was replaced. The decking on the
east and middle catwalks on the clarifiers were replaced. The new decking is fiberglass
and replaced the metal decking. The support beams under the decking were all painted.
The metal decking on the sludge thickener tank was also replaced with fiberglass grating.
^ The impeller had to be put back on the#2 pump in the final clarifier pump building. Two
new concrete steps were poured on the path going to the west final clarifier. Two starter
capacitors were replaced on the #1 pump at the Stonebridge lift. An air filter and holder
r.. were installed for odor control on the air relief valve in the street next to lift station#4.
The coupling was replaced on the#2 pump at the Boulder Crest lift station. Mowing,
weed eating and weed spraying were done at the lift stations. The grass was cut and weed
_ eating was done at the treatment plant. Jim Baylor and Jay Grim met with Koehler
Engineering in May to discuss a new lift station going in at Willowbrook Bend
subdivision.

The Mississippi River was at flood stage on the 28`h of May and Mill Street pumping
station was opened up that same day. The pumping station was manned by employees
r from the Wastewater Plant along with AmerenUE employees. The Wastewater Plant
switched from gravity flow to flood pumps on the 28`h. The plant and secondary by-pass
valves were also closed on the 28`'' . The river was still above flood stage in May. The
— river went back down in June, but it also came back up around the flood stage(32.0 ft) in
June,before the river level dropped.
^ Two Wastewater plant employees were sent to Public Works each day to help out with
Spring Clean-up in April. Seven tours were given on the 15"' and 16th of April to students
from SEMO University. Jim Baylor and Jim Lincoln attended a class on "Utility Safety"
r' in Cape Girardeau in May. The annual spring meeting of the Missouri Water&
Wastewater Conference was held at the Drury Lodge in April. Several employees of the
Wastewater Plant, Sewer Crew and Alliance Water attended this meeting. Hotop Painting
" was here in May to do some touch-up painting on the I-beams of the trickling filter. Epic
system installed a secondary by-pass flow meter for outfall #2 in May. Durkin Equipment
installed the new plant by-pass flow meter also in May. The new meter takes the place of
r the old flow chart and meter for the influent flow. The plant influent and by-pass flow are
read on the same flow chart now. Weekly "Tool Box"meetings were held and a safety
meeting was conducted monthly

Laboratory-Pretreatment:
Routine testing of influent, effluent and sludge was completed daily. Monthly monitoring J
for sewer surcharge was done for three industries. Wastehaulers dumped 301 loads for a
total of$3,428.80.
Two Pretreatment Inspections were performed. All parameters were within acceptable —
limits. Numerous requests were received for the release of non-Stormwater wastewater.
These requests are reviewed on their own merit.
