 AIRPORT DIVISION
Second Quarter Report :
 2003-2004
(October-December,2003)
NARRATIVE SUMMARY
Enplanements for Gorporate Airlines for the second quarter were down 14%with 1,714 passengers compared to
1,990 for the same period last year. Total enplanements for the second quarter were down 13%with 1,768
compared to 2,033 for the same period last year. The big decrease in the Corporate Airlines boardings is assumed
to be due American's downsizing of there destinations out of the St. Louis hub.
Aircraft traffic comparisons for the second quarter will once again be skewed due to the control tower reducing their
hours of operation in May 2003,from 14 hours per day to 10 hours per day. Since the traffic counts are made by
the air traffic controllers, there is no aircraft traffic count taken after 5:00 PM,when the tower now closes. As a
result, air traffic was down for the second quarter by 21%with 5,380 aircraft operations as compared to 6,796
operations for the same period last year. Instrument Operations were down 18%with 1,169 aircraft operations as
compared to 1,431 operations for the same period last year.
Fuel sales continue to track well for Cape Aviation, with total sales down just 1.6%for the quarter from 78,791
gallons last year compared to 77,478 gallons this year. Sales of Jet A were down 4%from 58,182 gallons last year
compared to 55,953 this year and 100 Low Lead sales were up 4%from 20,609 gallons last year compared to
21,525 gallons this year. Gross sales for the quarter were up$1,462,or less than 1%,from $187,256 last year
compared to$188,718 this year.
The Airport has continued to attempt achieving a$100,000 Ticket Trust for the fourth round trip Small Community
Air Service Development grant. The Ticket Trust is to serve as the City's 20%share for the grant offered by the
United States Department of Transportation (USDOT)to fund the fourth round trip. Mr. Loy spoke to Mr. Rick
McLeod, Site Manager at Procter&Gamble, and Mr. McLeod indicated that P&G would be interested in considering
a"letter of intenY'to fly$100,000 worth of travel over the first finrelve months of service if Corporate Airlines could fly
a direct scheduled flight to Cincinnati at least two days a week. This information was forwarded to Mr. Doug
Caldwell, President of Corporate Airlines, and Mr. Caldwell advised that he would compile information and statistics
provided to him by P&G and determine a schedule and a fee. This information was also passed on to the USDOT
and they seem to be willing to wait on the feedback from both parties.
The final Airport Master Plan Update was approved by the Planning and Zoning Commission on November 12 and
later adopted by the City Council on November 17. A copy of the Master Plan is in the City Library for public review.
A report for the request of a new Benefit/Cost(B/C)Ratio was completed by our consultant, Mr. Dave Byers of
Quadrex, and submitted to the Federal Aviation Administration (FAA). The findings of the report indicate that the
Cape Girardeau Control Tower B/C Ratio should actually be 0.53, rather than the 0.26 number peviously assigned
our tower. Based on the new number, if approved by the FAA,the City would only be responsible to pay 47%of the
costs to operate a contracted control tower.
Negotiations have been attempted to work out a deal with local tenants to construct a new set of ten T-hangars. So
far, negotiations have not revealed a plan beneficial to all parties, however, conversations continue in this matter.
The City Council approved a new lease for the operation of the airport restaurant,to be called"The Landing Place".
The owners, Mike and Judy Brandt opened the new restaurant Dec.30 and plan to be open seven days a week.
ARCH Air Medical Services held there Kids Safe Halloween Party on October 25,with 300-400 children in
atttendance.
The Cape Pilots Club, in cooperation with the City, have requested the use of a surplus Navy A-4 Trainer Jet to use
as a Veterans Monument at the entrance to the airport. The monumen will be funded through donations.

QUARTERLY REPORT
 ENGINEERING DIVISION
Second Quarter, 2003-2004

During the second quarter of the 2003 — 2004 fiscal year the Engineering
Division worked on a total of seventy-two projects, not including work performed for
other city departments. A review of these projects show that fifteen were private
development- or subdivision related projects, eighteen projects were funded by
grants, thirty two were CIP or other city related projects, and seven were water
 expansion projects.
Concerning the projects; eleven were Transportation Trust Fund projects,
three were related to the Sanitary Sewer Improvement Program SSIP projects and
one was a Water SRF projects. The data for this quarter indicates an overall
increase in engineering time spent private and development work and a decrease in
time spent on City and Capital projects.
During this quarter, four construction contracts were awarded. Three
construction projects were started and four projects were closed out. The Division
logged over 1000 citizen requests for information.

 Sewer/Stormwater Division
 Second Quarter Report, 2003-2004
r Narrative Summary
Sewer Maintenance Division:
_ The Sewer Crew rodded and jet rodded 115,834 feet of line this quarter, which is almost 32,000
more than this quarter last year. The 3 month rodding tickets were done in October, and started
again the end of December along with the 6 month tickets. A total of 33 sewer calls were
received, with only 2 being caused by problems in the city lines. There were 10,800 feet of
sanitary lines smoke tested in an attempt to locate sources of I&I(inflow and infiltration). We
have been continuing to remove items such as area and gutter drains that have been greatly
impacting our sewer system.
r
Locate requests from Missouri One Call have continued to be overwhelming. During this quarter,
a total of 453 locates were done, compared to only 821ocates for this quarter last year. We have
— been members of the Missouri One Call System for a full year now. This calendar year we have
physically completed 2,4491ocates, compared to 341 locates in 2003. This is a 718%increase.
The cost for being members of the mandatory Missouri One Call this quarter was$840.
 Stormwater Division:
The Stormwater Crew placed gabion baskets and piping at the Chesapeake Basin and poured
r., concrete at the Trenton Basin, adding to the flume. They spent 5 days at the compost holding area
in October cleaning up the area and getting it ready for leaf season. The last mowing for the
season was also done in October. Several problem areas were eliminated during this quarter.
Erosion control work was done on Dixie Street and a storm drain was installed near Linden and
Sprigg. An area drain was also installed on South Sprigg and the beaver dams along Hwy 74
were removed to eliminate potential flooding problems. A tree fell across a ditch on Barberry
and had to be removed. Inlets were poured in preparation for repairs on Good Hope near Plaza
Tire. In addition to the above, the Stormwater and Sewer Crews both carried on with general
maintenance activities and prepared equipment for the upcoming winter weather.

_ Department of Public Works
Street Division
Second Quarter 2003-2004

r Summarv
_ The Street Division routine activities for the month included ditch maintenance, elevating 501
trees, removing 29 trees, trimmed 35 alleyways, grading 276 alleyways &43 streets, street
concrete repair at 171ocations, asphalt street repair, pothole patching, miscellaneous limb pickup,
street sweeping, sign installation, equipment maintenance, painting 13 miles of centerline for
Cape Special Road District, traffic signal maintenance at 5 intersections and mowing 79.4 acres
of street right-of-way. Inspections for 35 street cuts by uhlities or pnvate contractors were
- conducted and 52 streetlights needing repair were reported to AmerenUE. Street sweeping
continued to experience decreased production for this month compared to the same period last
year due to only having one street sweeper in operation for most of the quarter. The new street
— sweeper was put into operation in November and production has returned to normal levels.
§
Activities in addition to the routine activities for the division were as follows: provided signs and
barricades for the SEMO Homecoming parade, for the Lewis & Clark encampment and parade,
and the Christmas parade, and the Bill Emerson bridge opening ceremony, hauled firewood for
the Lewis & Clark encampment, painted centerlines for Cape Special Road District, spread sand
r' for a diesel fuel spill on S. Sprigg&Hwy. 74, completed the annual leaf collection program
citywide and applied salt brine for anti-icing on hills, dead ends and bridges.
` During the quarter there were 2 streetlights installed on Cape Rock at Marsha Kay.

— CITY OF CAPE GIRARDEAU
DEPARTMENT OF PUBLIC WORKS
WASTEWATER PLANT
—' SECOND QUARTER, 2003-2004

Wastewater Plant:
r The raw sampler refrigerator that houses samples for the influent flow was replaced. Two 6" split oil seals were
replaced on the lower unit of the south screw pump. The south screw pump also had five drive belts replaced.
New electric panels were installed for the#1 and#2 primaries. This allows us to start and/or stop the primary
r augers on sight. Two electric panels were installed in the west primary pump building, allowing us to operate
the pumps from inside the building. The motor for the exhaust fan in the west primary pump building was
_ replaced. The electric disconnect panel was replaced for the#2 primary drags. The check valve for the#3 flood
pump was repaired. The pH probe on the contact tank for lime stabilization was replaced. The shut-off valve on
i the sludge storage tank was replaced. With the assistance of the Sewer Crew and their Vactor truck, the wet
well for the#1 Lift Station was pumped out. The old metal handrails on the inlet structure next to the mechanic
r bar screens were replaced with fiberglass ones. This finishes up the replacement of all of the handrails on the
inlet structure. The#2 pump at the Stonebridge Lift Station shorted out. It was removed and sent to a local shop
for repairs. The motor and seals were replaced and the pump is now back on line. Electric conduit was installed
at the plant shut-off valve structure and at the by-pass valve structure. This will supply power for a motorized
valve at the plant shut-off valve and power for a flow meter at the plant by-pass valve. Mowing and weed
r
eating was done at the plant as well as at the lift stations in October.
The 100 KW generator was taken to the Police Station to be used as a backup in case of a power outage. This
r., was done from the 4`"-12"'of November while their generator was down for repairs. A 30 foot antenna was
installed at the Boulder Crest Lift Station to help with receiving signals for the SCADA system and a pressure
switch was installed to monitor the air compressor. The pH probe was replaced in the lab. The vent doors on the
_. trickling filter were closed on the 7th of November. The furnace for the office building was repaired by Hacker
` . Plumping. A meeting was held on the 22nd of October to inform employees that the Wastewater Plant would be
manned on Holidays starting with Veteran's Day in November. Seven tours were given to SEMO University
students on the 23rd and 24th of October. Dennis Hale attended the Fall Technical Seminar of the Missouri
Water Environment Association in Columbia, Missouri in October. Weekly safety "Tool Box"meetings were
held and a safety meeting was held each month.
r
Slude;
There were 3091oads of sludge hauled from the Wastewater Plant to the Vince Hulshof farm in Scott County.
— The sludge was injected on sites off County Road# 506.
The portable sludge level detector had to be replaced. This detector measures the sludge in the sludge thickener
r- and on occasion, in the primaries. Ag-Chem fixed the wiring for the steering on the injector(Unit#244).
j Flanges and a 90 degree elbow were installed on the contact tank discharge valve. The lime counter in the lime
silo building was replaced. There were 6loads of leachate hauled from the Transfer Station to the plant for
 processing.
Laboratorv-Pretreatment:
— Routine testing of influent, effluent and sludge was completed daily. Monthly monitoring for sewer surcharge
was done for three industries. Wastehaulers dumped 3821oads for a total of$4,148.53.
" Seven Industrial self-monitoring reports were received and reviewed. All parameters were within permitted
limitations. One new Waste Hauler's Permit was drafted and issued. Numerous requests were received for the
release of non-stormwater wastewater. These requests were each reviewed on their own merit.
