 AIRPORT DIVISION
First Quarter Report
 2003-2004
(July-September,2003)
 NARRATIVE SUMMARY
Enplanements for Corporate Airlines for the first quarter were up 1%, at 2,311 passengers compared to 2,287 for
the same period last year. Total enplanements for the first quarter were up nearly 3% (2,376 compared to 2,312 for
the same period last year). The slight increase in the Corporate Airlines boardings is good news compared to the
fourth quarter of the last fiscal year, which was down 20%from the previous year.
Aircraft traffic comparisons for the first quarter will once again be skewed due to the control tower reducing their
hours of operation in May 2003, from 14 hours per day to 10 hours per day. Since the traffic counts are made by
the air traffic controllers, there is no aircraft traffic count taken after 5:00 PM,when the tower now closes. As a
result, air traffic was down for the first quarter by 21%from 8,334 aircraft operations for the same period last year
compared to 6,597 this year. Instrument Operations were down 31%from 1,671 operations for the same period
last year to 1,160 this year.
Fuel sales continue to track well for Cape Aviation, with total sales up 5%for the quarter from 91,115 gallons last
year compared to 95,276 gallons this year. Sales of Jet A were up only.02%from 65,172 gallons last year
compared to 65,349 this year and 100 Low Lead sales were up 15%from 25,943 gallons last year compared to
 29,926 gallons this year.
The Airport has continued to attempt achieving a$100,000 Ticket Trust for the fourth round trip Small Community
Air Service Development grant. The Ticket Trust is to serve as the City's 20% share for the grant offered by the
United States Department of Transportation (USDOT)to fund the fourth round trip. Mr. Loy spoke to the USDOT
regarding options to the Ticket Trust. The USDOT has agreed that in place of the Ticket Trust they would allow the
City to provide a"letter of intenY'from any company in our service area to use $100,00 of travel out of Cape
Girardeau. The company, or Companies, would be required to purchase travel vouchers every quarter for any
amount below$25,000 they had not traveled for that period. Mr. Loy is speaking to several companies about this
possibility.
The Airport held the fifth annual Air Festival July 11-13. The show, labeled "Heroes and Legends, Celebrating a
Century of FlighY', attracted approximately 10,000 people over the three day weekend. The Air Festival was
extremely successful in marketing the airport, educating the public to the benefits of aviation, and providing a great
platform to honor our veterans. The show is continually proving to be a fantastic tool for tourism as well.
The Airport also hosted the 2003 Radio controlled Airshow, sponsored by the Southeast Missouri Modelers
Association (SEMMA), on August 17. The weather was rainy again this year and reduced attendance. SEMMA is
considering holding the event in October next year.
The Airport contracted with Mr. Dave Byers of Quadrex to compile data and make a recommendation to the FAA for
a new Benefit/Cost(B/C) Ratio. Once received, the airport will review and submit the information to the FAA for a
possible confirmation of the numbers. If the B/C Ratio is improved the City can discuss the possibility of joining the
FAA's cost sharing contract tower program, which would provide FAA funding participation with the City's control
tower expenses.
Dave McAllister advised the Airport Manager, in writing, that he was terminating his Airport Restaurant lease with
the City effective September 13, 2003. Mr. McAllister will continue to pay the City monies owed until his debt is paid,
as stated in his Airport Lease. The City is advertising for Request for Proposals for operators interested in leasing
the Airport Restaurant. Upon receipt of the RFP's, the Airport Board and Mr. Loy will review the proposals and
negotiate terms of a lease agreement. The Board will then make a recommendation to the City Council for a new
Airport Restaurant operator and lease agreement.

First Quarter Report, 2003-2004
— Narrative Summary
Sewer Maintenance Division:
The Sewer Crew rodded and jet rodded 113,619 feet of line this quarter. A total of 28 sewer calls
were received, with only 4 being caused by problems in the city lines. We experienced a shortage
of personnel during the beginning of the quarter due to illnesses, but were back to almost full staff
,,. by the end of September. There were 13,000 feet of sanitary lines smoke tested in an attempt to
locate sources of I&I(inflow and infiltration). Leaks were identified and repaired throughout
the quarter. Two major sewer projects were completed during September. A 15" sewer main on
_ Kingshighway was repaired and a line in the 300 block of William was upsized from 12"to 18".
Dutch Enterprises worked on the William Street main using a technology called trenchless pipe
E bursting. This process allows the pipe size to be increased without open cutting the street. Entry
and exit pits are dug at the ends of the failed line. The pipe bursting tool enters the failed line and
is guided by a winch through the run. As the pipe bursting tool travels through the old line, it
"bursts" the line, displacing the fragments into the surrounding soil while pulling in the new
pipe. This was the first time this procedure has been used in Cape Girardeau and it worked very
 well, saving the City money.
Locate requests from Missouri One Call have continued to be overwhelming. During this quarter,
r- a total of 8591ocates were done, compared to only 1161ocates for this quarter last year. We
j actually received 1,008 tickets from Missouri One Call. Some are locates called in by the city or
contractors working for the city or are at depths or in areas where we do not have lines. We are
r. allowed to respond by phone or facsimile in these cases. A locate ticket can also contain several
different sites in the same area that need to be marked. The cost for being members of the
mandatory Missouri One Call was $1,260 this quarter.
Stormwater Division:
The Stormwater Crew removed eighteen tandem loads of debris from the Cape LaCroix Creek
channel and sprayed the weeds in the rip/rap section of the creek. The weep holes on Walker
Creek were also cleaned. Wyandott Basin was repaired, dipped, and mowed and work was done
on the Perryville Road Basin. Two days during July were spent working on the ditches at the
discharge of the Trenton detention basin.

Gabion baskets were installed in the 1900 block of Grandview and drainage work was done in the
1700 block of Carolina. A major stormwater project was done north of Melrose at Grandview and
- Carolina. The landfill, Cape LaCroix and Walker Creeks, weed abatement lots and other areas
maintained by the stormwater division were mowed during this summer quarter. The crew did a
storm line repair on Woodbine, and ditch dipping on Themis Street. Seventeen catch basins and
634 flat grates were cleaned. The stormwater crew also assisted the sewer maintenance crew with
the repair of the sanitary sewer lines.

Wastewater Plant
r First Quarter, 2003-2004
 Wastewater Plant:
The north mechanical bar screen had a motor replaced on it. The air compressor motor in the
reactor room was replaced. The underground shielded ground cable that runs from the flow
meter to the office was replaced. It had a short in the cable which caused the flow chart to show
_ low spikes in the flow. The bearings were replaced on the grit chamber blower motor. The
operating processor was replaced on the north mechanical bar screen. The #1 primary was
` drained and one chain link was removed from the drag chains. One of the electrical leads in the
underground conduit for the east primary pump building shorted out. A temporary electrical feed
was run to the pump building until the old conduit could be replaced properly. Cotner Electric,
who replaced three underground wires, did this m September. Two exhaust fans were mstalled
on the roof of the trickling filter pump building. This was done to lower the air temperature in
the room. The sludge contact tank had a 6" discharge valve replaced. The concrete on the
primary tanks was painted "Wastewater Gray". The #2 Lift Station had the fuses replaced. The
#1 pump at the Boulder Crest Lift Station was pulled out for inspection. The impeller was
tightened. AmerenUE replaced a transformer and line fuses at the Cape Rock Lift Station. A
double throw electric transfer switch was installed at the Emerald Forest Lift Station. This was
r done so we can hook up auxiliary power if needed. A two-way radio was replaced under
warranty at the Themis Street Lift Station. The two-way radio at the #3 Lift Station was sent in
for repairs and then put back into service. The ultrasonic transducer for the Mt. Auburn Creek
— Level Monitor wasn't working properly. The transducer was sent in for repairs. Relays were
; installed at the creek level sites and at the radio site at the water tank on Gordonville Road.
These relays automatically reset the controls at these sites about once per hour. EPIC System and
their subcontractor installed SCADA systems for the Themis Street and the Emerald Forest Lift
Stations. A new screen was designed for the SCADA system which allows us to see what is
operating at all of the lift stations, and also view the creek levels and alarm system. The old
' metal doors on the sludge thickener and the east and west primary building were replaced with
fiberglass doors. The framework was also replaced. Forty feet of discharge hose was replaced at
the leachate pit at the Transfer Station. Weedeating, grass cutting and weed spraying was done at
"' the plant and lift stations. Painting was done by plant employees on the outside of the reactor
room building, the inlet structure and the east and middle final clarifiers. The floors in the
chemical room and the south coil filter room were painted. The concrete walls on the west side
of the trickling filter building was pressure washed and then painted.
Hacker Plumbing and Heating repaired a leak in the central air unit for the office/lab building.
Maramic Fire and Safety did an annual inspection of the fire extinguishers. Hacker Plumbing and
Heating did an annual inspection of the three back-flow preventers at the plant. Mike's Generator
_ serviced the four generators at Lift Stations#1-4, which are along the river. He also serviced the
1000KW generator for the plant. CK Power serviced the 100KW portable generator and the
` 275KW generator for the flood pumps. All generators were topped off with fuel. Lappe Concrete
Finishing poured concrete around the lime silo and the loadout tank. Hotop Painting did some
touchup painting on the north side of the trickling filter building. The old Airport Lift Station
was taken off line. The discharge line was capped off and the building for the old lift station was
, demolished.

Boone Consulting, along with a subcontractor, started closing in the Rt. W Trailer Park lagoon.
This is part of the Corps of Engineers Detention Basin Project. Equipment was brought in and
the levees were pushed in from around the three cells. The ground was leveled off to the grade of
the surrounding landscape and the biosolids were spread out and incorporated into the soil.
Grass was sowed and straw was applied over it. They also did some culvert work and installed a "
gate. Final inspection was done on September 30`", with a DNR official present.
Steve Cook and Dennis Hale attended the Annual Missouri Water and Wastewater Conference in "
Columbia, Missouri in September. Tours were given to students from the Notre Dame Science
Camp in July. Dennis Hale attended an officers meeting of the Missouri Water& Wastewater
Conference in Jefferson City in July. Weekly Safety "Tool Box" meetings were held and a safety
meeting was conducted each month. ,
S1_
There were 320 loads of sludge hauled from the Wastewater Plant to the Vince Hulshof farm in
Scott County. The sludge was injected on sites off County Roads #506 and#503, and Highway
H. There were 41 loads of sludge pumped into the storage tank in July. This was due to Lappe
Concrete Finishing pouring concrete for the parking lot. By the end of September there were 18 j
loads left in storage. There were 8loads of leachate hauled from the Transfer Station to the plant
for processing.
Laboratorv-Pretreatment:
Routine testing of influent, effluent and sludge was completed daily. Monthly monitoring for
sewer surcharge was done for three industries. Wastehaulers dumped 255 loads for a total of
$2,869.40. J
Two Industrial self-monitoring reports were received and reviewed each month. One semi-
annual industrial self-monitoring report was received and reviewed. All parameters were within
permitted limitations. One Industrial Users Inspection was performed, including the annual
sampling. Everything was in good order. One Industrial User's Permit was prepared for the City
Manager's signature. The purpose of this renewal was to change the name on the permit. J
Numerous requests were received for discharge of hauled waste. All were declined and
alternative disposal methods were suggested. l
