 Fourth Quarter Report
2005-2006
 (April-June,2006)
NARRATIVE SUMMARY
Enplanements for RegionsAir for the fourth quarter of the 2005-2006 fiscal year were up 11%with 2,059
passengers compared to 1,855 for the same period last year. Total enplanements for the quarter were also up 11%
with 2,105 passengers compared to 1,903 for the same period last year. These increases continue to indicate
positive results from (1) schedule changes that were implemented in the Spring of 2005 and (2)the February 13,
2006, implementation of the fourth round-trip in an effort to minimize passenger wait times between flights in St.
Louis.
Aircraft traffic comparisons for the fourth quarter were up again this quarter by 12%with 7,134 aircraft operations as
compared to 6,349 operations for the same period last year. Instrument Operations were up 15%with 1,311
aircraft operations as compared to 1,136 operations for the same period last year. May 1, 2006, of this quarter
marks one year since implementing an increase to twelve hour operations for the air traffic control tower. It is
important to note that our traffic counts are still up substantially even though this anniversary was seen this quarter.
Much of the increase is due to an increased number of local aircraft operations and flight instruction operations.
Much of the increase in flight instruction can be attributed to the Cape Girardeau Vo-Tech's aviation study course,
which includes some flight instruction. Additionally, Cape Air Charter has increased their staff of flight instructors.
Fuel sales tracked with an excellent increase for Cape Aviation, with total sales up 19%for the quarter with 81,298
gallons this year compared to 68,363 gallons for the same period last year. Sales of Jet A were up 23%with 57,242
gallons this year compared to 46,484 gallons for the same period last year and 100 Low Lead sales were up 10%
with 24,056 gallons this year compared to 21,879 gallons for the same period last year.
Since implementing the new, fourth round-trip scheduled passenger service between Cape Girardeau (CGI) and St.
Louis on February 13, 2006, the passenger boardings are up approximately 11%. The new flight is scheduled for a
1:45 PM arrival into CGI and a 2:10 departure to St. Louis. A variety of marketing strategies have been
implemented, including a new, professional television commercial, radio commercials, and billboards which are
constructed at the Southbound lanes of I-55. The billboards are targeting tired Cape-bound passengers as they
drive back from the St. Louis-Lambert Airport. Red Letter Communications has been assisting the airport with our
marketing strategies.
Commander Premier Aircraft Corporation (CPAC) continues to do very well with their aircraft service center since
the hiring of Mark Standrich as Manager of the Center. Carl Gull, V.P of Operations for CPAC, has also hired Parts
Sales Inventory and Quality Assurance personnel.
The Airport Advisory Board has recently focused efforts toward discussion and plans for building new T-Hangars
and condo-styled hangars at the Airport. Mr. Robbie Rollins has been working with local contractors to negotiate
construction pricing that is consistent and affordable. Once the AAB has established minimum design standards
and ground lease arrangements, Mr. Loy and the AAB will meet with the City to present these plans.
The Airport has contracted with Phillip Smith Architects to design remodeling documents for the remodeling of the
Cape Aviation hangar and office area. It is hoped that the project may be started as early as late summer or early
fall, 2006.
Mr. Loy attended the Spring, 2006 Missouri Airport Manager's Association (MAMA) conference at Lake of the
Ozarks, Missouri

started, five projects were closed out and seventeen city projects were continued. During the
Fourth Quarter, the Division logged over 1,365 citizen requests for information.

The trend for the Fourth Quarter shows a substantial decrease in Private Development

Historically, response times have always been expressed in averages. However, this is not
necessarily reflective of our service delivery capabilities. If, out of ten responses, our response
" time was finro minutes, eight times; and 10 minutes, two times, our average response time
would be over 3 and one-half minutes. However, we would actually be arriving on the scene in
_ finro minutes 80% of the time. Today, it is becoming common and more accurate to express
k response times in fractile measurements, which depicts how often response time is within a
given time frame.
rUsing this method we found that our response times in the last quarter were:
' Fire EMS
less than 4 minutes 47.80% 54.60% of the time
less than 5 minutes 65.20% 76.10% of the time
^ less than 6 minutes 81.10% 86.10% of the time
( less than 7 minutes 88.30% 90.10% of the time
less than 8 minutes 92.70% 92.80% of the time 26

Cape Girardeau Fire Department
Quarterly Report: April l —June 30,2006
Public Safety Trust Fund—Project Status
Progress on the various projects implemented since the establishment of the Public Safety Trust
Fund.
Apparatus: The third and final new um er was delivered in June. All of our four front-line
P P
pumpers are now within two years in age and nearly identical in appearance and operation. This
completes the initial fire apparatus purchase plan which included the three new pumpers and new
aerial ladder truck.
We also took delivery of our new Rescue/Fire boat in April. This 21' Boston Whaler boat,
purchased through the Public Safety Trust Fund, far exceeds any boat the department has ever
had in the past in size, capability, and safety. The boat is far better suited for operating on the
Mississippi River. It is equipped with radar, GPS, depth finder, and marine radio. It has better
flood lighting capability. The boat is also equipped with a 300 gallon per minute fire pump and
water nozzle, wluch allows it to take water from the river and discharge it onto any fires on the
river.
Bluff City Beer had donated a beverage truck to the fire department several months ago to be
used as a technical rescue truck. We had the engine rebuilt at cost by a local mechanic and
James Autobody and Glass Co Inc. painted the truck at no charge and Auto Trim Design is
scheduled to letter and stripe the truck, also at no charge. The truck will soon be ready for
service and we will have gained a very functional rescue truck for a very small investment.
Facilities: After some delays due to rain and more rock found than anticipated, the new Fire
Station and Communications Center is well underway. The excavation of the property has been
completed, utilities run to the site, and the basement walls have been poured in place. Utilities
are being roughed in in the basement and the basement floor will soon be poured. Work on the
foundation for the remaining apparatus bay has also been started. Completion for the station is
now being projected for June 2007.

The Sewer Crew rodded and jet rodded over 111,000 feet of lines during this quarter.
They also televised 15,227 feet of lines with the Camera Truck. Smoke testing was done

students from Scott City. Employees enjoyed eating pizza for lunch in June for the best
safety record for the 2n quarter of OS-06. The 58' annual MWWC(Missouri Water 8
Wastewater Conference) for the Southeast Section was held in April. This meeting was
held in Cape Girardeau and was attended by several employees of the Water, Sewer and
Wastewater Divisions. Two wastewater employees passed their wastewater exams. Bob
Schwartz, Mechanic, passed the `A' exam and Tim Kelly, Operator, passed the `D' exam.
Weekly"Tool Box"meetings were held and safety meetings were held each month. 'The
draft of the plant permit for Public Notice was received from the Department of Natural
Resources. It gave us 30 days to respond to what was proposed.
 Sludge:
There were 2661oads of sludge hauled to the Vince Hulshof farm in Scott County off
County Road# 506. There were 321oads of sludge pumped to the storage tank in May
because of wet weather and the injector being down for repairs. Twenty loads of sludge
were still in storage at the end of May. In June, there were 201oads hauled from storage,
and 3 loads were still in storage. There were 3 loads of leachate hauled from the Transfer
Station to the Wastewater Plant for processing.
Laboratorv-Pretreatment:
Routine testing of influent, effluent and sludge was completed daily. Monthly monitoring
for sewer surcharge was done for three industries. Wastehaulers dumped 2561oads for a
total of$2,780.00.
A headworks loading study was performed for this quarter. The biosolids were tested for
priority pollutants. Our annual WET test results were received and the results were .
satisfactory. Industrial self-monitoring reports were received and reviewed. All '
parameters were within permitted limitations. Three pernuts were drafted for the
acceptance of petroleum tainted water.
Nordenia has requested to be removed from the pretreatment program. They have found a
more economical means to dispose of their process water. We performed a close out
inspection of the facility in May. An inspection was performed at Southeast Missouri
Hospital laundry and a recommendation was made to have some sort of spill control on
the premises. Plans have been made to set up samplers for sewer surcharge monitoring.
Sewer surcharge monitoring was performed for Tipton's Laundry.

The north and south screw pumps shut-off valves, valve shafts, and valve platform stands
were replaced. They were replaced with 440 volt motorized valves. The old grating
around the screw pump valves were replaced with fiberglass grating. This grating
replaces what was over the influent channel. The pivotal shafts on the scraper for the
south mechanical bar screen were replaced. The north mechanical bar screen was down
for repairs in June. Fiberglass panels were installed on the top of the trickling filter to cut
down or stop the over spray from the nozzles. The panels were installed on the north and
west side of the trickling filter, along the top. The # 3 trickling filter pump was taken to
Kagmo Electric to be inspected because the motor had been running too hot. Kagmo
took the motor apart to clean and inspect it. The bearings were replaced and it was then
load tested. The impellers on the trickling filter pumps were adjusted down to increase
the flow rate of the pumps. The seal water pump was replaced in the final clarifier pump
building. Mowing, weed eating and spraying weeds was done at the lift stations and at the
plant each month. A decorative concrete block wall was installed at the bottom of the
levee north of the inlet structure.
A power outage occurred at the Boulder Crest lift station in June. The 100Kw portable
generator was used to power the lift station until AmerenUE restored power. The three-
phase electric power monitor for pump #2 was replaced at the Boulder Crest lift station.
Southeast Machine repaired the pump shaft and impeller on the# 1 pump at Boulder
Crest. Mid-America Electric Motor Sales repaired the #2 submersible pump for the#.2
lift station. The SCADA system two-way radio at the Dalhousie lift station was replaced.
The check valve and electrical starter for pump # 1 at Cape Rock lift station was repaired.
The batteries on the two 12.5 Kw portable generators were replaced. Two outside doors
were replaced on the office/lab building. The outside door next to the raw sampler room
