 Third Quarter Report
2005-2006
 (January-March,2006)
NARRATIVE SUMMARY
Enplanements for RegionsAir for the third quarter of the 2005-2006 fiscal year were up 13%with 1,554 passengers
compared to 1,374 for the same period last year. Total enplanements for the quarter were up 18%with 1,690
passengers compared to 1,435 for the same period last year. These increases continue to indicate positive results
from (1)schedule changes that were implemented in the Spring of 2005 and (2)the February 13, 2006,
implementation of the fourth round-trip in an effort to minimize passenger wait times between flights in St. Louis.
Aircraft traffic comparisons for the third quarter took another huge jump, up by 87%with 7,824 aircraft operations as
compared to 4,190 operations for the same period last year. Instrument Operations were up 24%with 1,211
aircraft operations as compared to 976 operations for the same period last year. Again, the upswing in traffic counts
is due to the increase in our Air Traffic Control Tower operational hours, which were implemented on May 1,2005.
Additionally, there are an increased number of local aircraft operations and flight instruction operations. Much of the
increase in flight instruction can be attributed to the Cape Girardeau Vo-Tech's aviation study course, which
includes some flight instruction. Additionally, Cape Air Charter has increased their staff of flight instructors.
Fuel sales tracked with an excellent increase for Cape Aviation, with total sales up 14%for the quarter from with
75,625 gallons this year compared to 66,643 gallons for the same period last year. Sales of Jet A were up 16%with
58,302 gallons this year compared to 50,460 for the same period last year and 100 Low Lead sales were up 7%
from 16,182 gallons last year compared to 17,323 gallons this year.
!1 The Airport and RegionsAir, d/b/a American Connection, launched the new, fouth round-tcip between Cape
Girardeau (CGI)and St. Louis on February 13, 2006. The new flight is scheduled for a 1:45 PM arrival into CGI and
a 2:10 departure to St. Louis. A variety of marketing strategies have been planned to promote the flight, including
television, radio, and newspaper ads, as well as billboards focusing on southbound vehicle traffic traveling South out
of St. Louis. The Airport has contracted with Red Letter Communications to assist with the marketing strategies at
the airport. By the end of this third quarter, RegionsAir passenger boardings had increased by 13%.
Commander Premier Aircraft Corporation (CPAC)opened their aircraft service center in March with the hiring of
Mark Standrich as Manager of the Center. Carl Gull, V.P of Operations for CPAC, had started interviews for
employment positions involving the Service Center, Parts Sales Inventory, and office administration assistance.
In February, the airport, with the assistance of Robinson Construction, successfully relocated the A-4 Jet from the
Perryville Airport via a flatbed trailer. The operation took the assistance of the Missouri Highway Patrol and MoDOT,
in order to move the aircraft down Interstate-55 to CGI. Plans are underway to clean and repaint the aircraft and put
it on permanent display at the entrance to the airport as a Veterans Memorial.
The Airport received notification from MoDOT that we would receive another State grant for$70,000 to be used for
rehabilitation of the Airport Fuel Farm ramp and to repair a variety of aircraft tie-downs.
Planning and designing has started for the remodeling of the Cape Aviation hangar and office area. The project is
being funded though the MoDOT non-entitlement fund program, which will include two year's of$150,000 funds,
totaling$300,000 for the project. The grant funds require a 10% match from the City.
The airport passed our annual F.A.R. Part 139 Certification inspection with the Federal Aviation Administration on
March 8 and 9. Comments were provided by the FAA requiring some additional airfield signage changes and
Certification Manual updates.

 QUARTERLY REPORT
Engineering Division
 Third Quarter, 2005-2006
During the Third Quarter of the 2005-2006 Fiscal year the Engineering Division worked
on a total of one hundred and five projects (not including work performed for other city
departments). This is a decrease from the previous quarter. A review of these projects reveals
that twenty-nine were Development or Subdivision related projects, fourteen were Grant funded
projects, twenty-five were CIP or other city related projects, and eighteen were Water Expansion
proj ects.

During this quarter, four construction contracts were awarded, twenty-four projects were
started, three projects were closed out and seven city projects were continued. During the Third
Quarter, the Division logged over 678 citizen requests for information.

The trend for the Third Quarter shows a slight decrease in Private Development work,
Water Main Extensions and a substantial increase in Capital Improvement work throughout the
City from the same time last year. The following table and charts illustrates this trend.

Historically, response times have always been expressed in averages. However, this is not
necessarily reflective of our service delivery capabilities. If, out of ten responses, our response
time was finro minutes, eight times; and 10 minutes, two times, our average response time
would be over 3 and one-half minutes. However, we would actually be arriving on the scene in
two minutes 80% of the time. Today, it is becoming common and more accurate to express
response times in fractile measurements, which depicts how often response time is within a
given time frame.
Using this method we found that our response times in the last quarter were:
Fire EMS
less than 4 minutes 51.10% 55.20% of the time
less than 5 minutes 65.20% 73.80% of the time
less than 6 minutes 77.00% 84.50% of the time
less than 7 minutes 84.60% 90.40% of the time

 Public Safety Trust Fund—Project Status
Progress on the various projects implemented since the establishment of the Public Safety Trust
 Fund.
Apparatus•
Two of the three new pumpers that were ordered through the Public Safety Trust Fund
have been delivered and placed in service this quarter. These include Engine 2, stationed on Mt.
Auburn Road, and Rescue 4, stationed on Kurre Lane. Rescue 4 not only runs incidents in the
City, but also responds to rescue calls throughout the county. It was broken in two nights after it
was placed in service when it was the first unit to arrive at a fire at Chan's Restaurant on North
Kingshighway. The new Rescue 4 has also already made several responses into the county, thus
expanding the benefit of the new truck and its equipment. The third new pumper, and the new
rescue/fire boat are scheduled to arrive in May.
 Facilities•
Ground was broken for the new Fire Station 3, Communications Center, and EOC. Nip
Kelley did a wonderful job excavating and preparing the site. Work has been slowed somewhat
when contractors hit rock while digging the basement. The rock was anticipated, but we have
found more than expected.
The remodeling of Fire Station 4 was completed. The project included the total gutting
of the large single restroom and the kitchen, replacing them with two individual restrooms and a
more modern, roomier kitchen. The layout of the bunkroom was improved to make more
efficient use of the space. Most importantly, the stations single heating system was split so that
the living quarters has a conventional furnace and the apparatus room has its own heaters. This
will eliminate the diesel fumes being carried throughout the building via the air ducts. Thanks to
the 2005 FIREact grant, a diesel exhaust filtration system was installed in the apparatus bay; and,
a partial sprinkler system was installed in the utility room and kitchen. We were very
appreciative of Cape County Private Ambulance for housing our crew during the remodeling
project. This enabled us to maintain our service delivery capabilities in Station 4's district.

Sewer Maintenance Division
 Third Quarter, 2005 - 2006
 Narrative Summarv
The Sewer Crew rodded and jet rodded over 106,000 feet of sewer lines during this
quarter. They also continued with flow monitoring in different areas where the lines had
experienced higher than normal flows. In January, the crew received a new smoke
blower to be used in the ongoing I and I(Inflow and Infiltration) identification program.
A main line on Ripley Street where excessive I and I had been identified was relined this
quarter. A force main repair was done on the Cape Rock lift station and Dutch
Enterprises began relining some manholes with support from the maintenance crew.
A total of 29 sewer calls were received this period, with two of them being considered the
responsibility of the City. There were 942 sewer locates completed this quarter, which is
an increase over the 655 from the same quarter last year. This year to date, we have
completed 3,013 sewer locates, compared to 2,351 last year to date at this time.
In addition to the above, the crew continued with general maintenance activities
throughout the quarter.

The south grit chamber was rebuilt. The auger chain, fifteen attachments, fifteen buckets,
bearings and take-up sprocket assembly were replaced. We also replaced the teeth on the
drive and take-up sprockets. The electrical disconnect switch on the south mechanical
bar screen panel box was replaced. We repaired a water leak at the mechanical bar screen
auger. Durkin Equipment replaced the level controller and the two ultrasonic transducers
for the north and south mechanical bar screens. The sump pump in the east primary
pump building was also replaced. The three plant generators fuel tanks were filled up.
The drive shaft and replaceable teeth on the drag sprockets for the primary#2 were
replaced. Welch Electric worked on the trickling filter pump PLC controls. He found a
number of loose electrical connections. We installed conduit and electrical wiring from
the trickling filter PLC controller to the SCADA computer. This is so we can monitor the
trickling filter alarm system from the SCADA computer. Mettler-Toledo did the annual
service on some of the lab equipment. They calibrated the analytical balance and four
thermometers. They also certified the lab weight set. Southeast Machine cut up the north
coil filter drum. We cleaned and painted the ceiling, walls, and floor in the north coil
filter room. We also painted the ceiling, walls and floor in the old chemical room. `In-
house' training classes were held in March. Bob Schwartz and Rick Randol attended a
"Basic Electricity" class in New Madrid on the 19`on January. Steve Cook and Dennis
Hale attended the MWEA/AWWA meeting at the Lake of the Ozarks on the 26'thru the
29'of March. Seven tours were given to SEMO Universiiy students in March. We
installed a shut off valve on the discharge line at the Cape Rock lift station. Mid-America
Electric Motor Sales repaired the submersible pumps for Kingsway and Themis Street lift
stations. We replaced the level sensor pressure switch at lift station#1. We had a thunder
storm with high winds on the 16'of February. This caused an electrical power outage in
the area near lift station#1. The lift station stand-by generator came on and ran from
7:00 pm ti118:45 pm. We replaced the air compressor at Boulder Crest lift station. We
had the lift sta.tion generators fuel tanks refueled. We did a walk thru inspection of lift
station#1 and#6 at Dalhousie Subdivision on the 16`of March. Weekly "Tool Box"
meetings were held and a monthly safety meeting was done.
 Sludge:
There were 2391oads of sludge hauled to the Vince Hulshof farm in Scott County off
County Road#506.
The glass electrode and reference kit for the contact tank's ph probe were replaced. We
took possession of the new International tractor#281 and turned in the old Ford tractor
#270 to the shop in March. Rick Brown was promoted to Wastewater Treatment
Operator/Truck Driver in March. There were nine loads of leachate hauled from the
Transfer Station to the Wastewater Plant for processing.

r Historically, response times have always been expressed in averages. However, this is not
necessarily reflective of our service delivery capabilities. If, out of ten responses, our response
time was two minutes, eight times; and 10 minutes, two times, our average response time
would be over 3 and one-half minutes. However, we would actually be arriving on the scene in
finro minutes 80% of the time. Today, it is becoming common and more accurate to express
"' response times in fractile measurements, which depicts how often response time is within a
given time frame.

F
Using this method we found that our response times in the last quarter were:
 Fire EMS
less than 4 minutes 51.10% 55.20% of the time
less than 5 minutes 65.20% 73.80% of the time
' less than 6 minutes 77.00% 84.50% of the time
less than 7 minutes 84.60% 90.40% of the time
less than 8 minutes 88.80% 93.50% of the time 78
