Although enplanements were down for the third quarte, the March 2005 enplanements were only one passenger away from matching the March figures for 2004. We are hopeful that these numbers indicate an end to the passenger boarding slide we have seen since American's downsizing out of St. Louis. American downsized in November of 2003 by decreasing their operations and destinations offered out of St. Louis. As a result, the enplanement numbers since last quarter should become more comparable. Aircraft traffic comparisons for the second quarter were down by 13%with 4,190 aircraft operations as compared to 4,856 operations for the same period last year. instrument Operations were down 6%with 976 aircraft operations as compared to 1,042 operations for the same period last year. ---- FLeI sales-tracked-with a slight decrease-forape Aviation, rith total salesiown 4%-for the quarter froms393 -- - - gallons last year compared to 66,642 gallons this year. Sales of Jet A were up 2%from 49,603 gallons last year compared to 50,460 this year and 100 Low Lead sales were down 18%from 19,790 galions last year compared to 16,182 gallons this year. The slight down trend is most likely the result of higher fuel prices. The Airport staff and the Airport Board presented a recommendation to the City Council to continue our Essential Air Service with RegionsAir, previously named Corporate Airlines, for four(4)daily scheduled round-trip flights between Cape Girardeau and St.Louis. The Airport Board reviewed three proposals from RegionsAir, Mesa Air Group, and Great Lakes Aviation. A variety of reasons were provided for choosing to continue with RegionsAir,however, the main advantages are the ability to code share with American Airlines(which results in cheaper fares).the shorter stage length between Cape Girardeau and St. Louis, and the convenience for connecting flights out of St. Louis. The recommendation was approved by the City Council and a letter forwarded to the United States Department of Transportation. The Airport has been in contact with Senator Bond's,Senator TalenYs,and Representative Emerson's offices regarding the Small Community Air Service Development Grant in an attempt to receive the fourth round-trip through the avenue of the EAS program (noted above),versus the City having to pay the$125,000 match through the grant program. The remaining work for the Runway Rehabilitation project was nearly completed this quarter. Preliminary inspections were being scheduled at the end of the quater after the underdrains wee installed and the remaining earthworlc completed in the safety areas. The inspection will result in a punch list of items for the conVactor to complete. The Airport has inGuded$33,000 in our 2005 budget as a 10%match for$330,000 of state funds to complete renovations to the Cape Aviation facility. Potential federal budget cuts could be a roadblock to this plan. By the end of the quarter, Renaissance had removed all but a few items from the hangar. The Airport is working _- anrith=Mitchobirsonanrith-MAGNE,nirpcf#ppraiser,nd-aommercialealtoroarket=the=facilitr=— - - - _ Mr. Loy has been working with Senator Jason Crowell to push the approval of Senate Bill#396,which will provide and extension of the State Jet Fuel Tax sunset law and will increase our annual control tower expense reimbursement from$125,000 to$167,000. A new,five-year term agricultural lease was awarded to the high bidder, H and B Farms. ! // ✓ • 1 Bruce W. A review of these projects reveal that thirty were A Development or Subdivision related projects, fourteen were Grant funded projects, twenty-five were CIP or other city related projects, and eighteen were Water Expansion projects. During this quarter, one construction contract was awarded, fifty-one projects were started, two projects were closed out and twelve city projects were continued. During the Third Quarter, the Division logged over 678 citizen requests for information. The trend for the Third Quarter shows a substantial increase in Private Development work, Water Main Extensions throughout the City from the same time last year. We are now over 90% complete on our smoke testing of the city mains. A major cross connection was identified and corrected on West End Blvd., south of Broadway. Work was also done to remove gutter drains and identify more leaks. Dutch Enterprises did a sewer relining in the 2500 block of Lynwood which was badly in need of repairs. The line was between 16 and 18 feet deep and was situated in the middle of the street. Sewer main repairs were also done on North Kingshighway and on Middle Street and Morgan Oak. However, this is not necessarily reflective of our service delivery capabilities. If, out of ten responses, our response time was finro minutes, eight times; and 10 minutes, two times, our average response time ' would be over 3 and one-half minutes. However, we would actually be arriving on the scene in two minutes 80% of the time. Today, it is becoming common and more accurate to express response times in fractile measurements, which depicts how often response time is within a given time frame.
