Private development is street and sewer improvements that an individual  wishes to construct and turn over to the City for maintenance. The design and construction follows the requirements of the City, but the improvement is not a part of a subdivision.  City Projects are those items that arise in day to day operations that require a degree of engineering design and support. Special assessment  projects make up the bulk of these. Capital Improvement Projects are those designated in the City's budget plans as capital improvements, but not including projects which are funded  through a variety of grants. Department work includes the support activities to other City Departments  and Divisions, such as the survey of a right-of-way line for the Police Department or a driveway permit consultation with Planning and Inspection. Various asphalt projects, Broadway Widening, Silver Springs Road, Siemers  Drive, and the Corps of Engineers flood control project occupied a lot of time this quarter. Lexington la and the Dana Block Grant improvements were completed during the quarter. Progress was made in construction of the  improvements at Carolewood III Subdivision and Siemers Drive in the Cape West Business Park. A total of 53 different projects, exclusive of assistance to the various city departments and divisions, were worked on in  the quarter. ,K      Page -3-   FINANC$ DEPARTMENT ACTIVITY REPORT  i8T Quarter 1990-1991  PROPERTY TAXES As of September 30, 1990, property tax collections are as follows:  SAME QUARTER FY 1990-91 FY 1989-90  Real Estate -0- -0- Personal Property Tax -0- -0- Property Surtax - Business -0- -0- Railroad/Utility -0- -0-  Yearly Total -0- -0- Delinquent Taxes 15, 618 .27 20 , 674 . 23 Yearly Total $ 15, 618. 27 $ 20, 674 . 23  INVESTMENTS Interest Interest  Budgeted Collected 1990-91 Year-to-Date Overnight Deposits $406, 135. 00 $ 59, 792 . 31 T-Bills -0- 46, 170.54   LICENSE ACTIVITY AND PAYABLE TRANSACTIONS THIS THIS QUARTER THIS YEAR LAST YEAR  QUARTER LAST YEAR TO DATE TO DATE City Licenses Merchants 332 325 332 325  Liquor 28 22 28 22 Security 53 45 53 45 Animal 6 6 6 6 Pool Table 12 15 12 15  Hotel/Motel/Rest. 259 256 259 256 Accounts Payable:  Checks Issued 1, 672 1, 607 1, 672 1, 607 Invoices Expensed 3,940 3,591 3 ,940 3 , 591  Payroll: Checks Issued 2, 692 2, 627 2, 692 2 , 627  Utility Mailing: Bills Mailed 38, 156 37, 081 38 , 156 37, 081   Page -4-  . . .  - -- ---------- -- — — --- -_- -- --_ — --- -- -— --- --- _,.., . .,.,_ . a _ .. a. ,._ , .. - . _. -- ----- --- -- ----- .. _ ,. . ,:  ao -_ - -- .. _ ._ ..  . , ,., . . -- _ _ ... ...:<. . ::a aa =• . o, : .  _. ....., . . . . . .. .. a., .o. o.   d   i ,  j Z VVl dN t`11 P Y) Ohh I P t + N?'f m I 1 WZ m1 1h1 1t I h hl I f1 P VPD tI IQ I I I 1  a  1 1 ' i i i i i I i i  i i i • i i u ' 1 Y1ry 1.1.f9 I P mtN 1 P I 0• 0.pDON1 Vi t I m II  1 Nf OCO N 1 m a (Y'N 1 et I f hrt1h+Ot O 1 I O N  i w n.• a o io  m.oo i m i a  n n m i i d imo  i i . i u I L0 PN tha P t0 . C)fUV I O 1 N (9 O N +I I O11 I W? 01 Otll1l 0 I P h QIOh I U I O CO P h I I m 11 I- N M -1 a ,0 N N I M I "N I I -li a i _ i . ' v i n w i.. i..i  i u \ N i i i _ i i ii i i   i , - i , r,u i an rmo i o P NNV1 i.o i ,o 0 oC'i,o ;o i i on i K Om +P7 C1 I O mPm I0 I I N O 0 I I N II I W +m 0h,0 v I Cl 0 Ot I h I !U N 1 vn 0 I I O11 1 I I , 1 I II  1 Lm nh 1f7P O 10 m R'm' t0 I O  Om Y1 t I O 11 I WU hf'1 mf'IN N Cl •OCIP t N I V1 N + +1 I II IF-.• v N.+ -•i•+ 0 f N i V N N  'JI I pli m ia i.. i.. i i u ] 1 N I   I I 1 11 N 1 I  ' I  I I /'. . r1 I 11  q I Z O I+ 10- NON 1 N  MNN 1 In I f'1 0 OON U I t.I VI W P 1 P 00 Uah IU OfhN 10 I 0 0 hNG I I OI KJ 1.P•O 70 n.+t 0;1 m Ont i V i h PhClt •+1 1 II WJ 1  (Da NNa v'1 m  hN(9 I itil 0 CO O.O 01 1 n U Q 1 OY +Q Otn. N 1 m t7 000' I0 I h N U N f'1 1 1 II ...p p p t..+ 00.+ MN N m+0 I0 I ( Ih N '• a I I l  -Z Cl t P  I I I V 1 I 11 Q I 1.+ 1 O N I a 1 'h I I V 11 1 1   I I 11 vU1JW 1  eWQw I  »S 1 . szw i i i i ,i  n w i o ...r ooa o i' .o on.. i n i h o 'omor ro i i u .>¢a i o nP ma... oi,o ,umm i a i t -• ocv vi i a u  7W W I P NN CIv1N a I0 CO a^O I f9 I n 0 "('1 Y1 1 O 11 uZN I I CIP 0(7CI O I P 0 NNO I N N VN 0 I •1 N li vliQO 1 UY 0+ Om 0-I0 ! 0.+0 1 t7 1 0 O •••• O W I CO f+ PPl N i u O Q1•+0 i P i f a ' I 'i V n q FG IP FI-W Z I•+ + I('1 N I f'1 I I 1 1 1 • 2U'W I I 1 1 I I I 11  '  I I . A total of nine  ' local, State and Federal law enforcement agencies participated in this year's event. The purpose of Law Enforcement Day is to provide law enforcement agencies the opportunity to display  vehicles, equipment and literature, and to provide representa- tives to respond to citizen inquiries concerning police oper- ations.  On July 24 , Sgt. Carl Kinnison participated in a poster photograph in Jefferson City. The photograph was taken to be used to promote a new statewide seat belt program designed to  increase the seat belt usage rate throughout the State of Mis- souri. The program is being referred to as the "Thumbs Up" program, and involves police officers throughout the State giv- ing a "thumbs up" sign to those people properly belted in their   vehicles, and to tug on their seat belt to indicate to motorists that are not belted that they should buckle their seat belt. The "Thumbs Up" program was officially kicked off over the Labor  Day weekend. On August 31, Chief Howard Boyd retired from the United  States Naval Reserve. Chief Boyd began his military service at the age of 17 when he joined the local Naval Reserve Unit as a recruit. His most recent assignments were as an iristructor with a nuclear weapons training group in San Diego, and he served as  a technical observer with the Navy Seals Elite "Red Cell" Anti- Terrorist Unit. Chief Warrant Officer Boyd also served as com- manding officer of the Mobile Mine Assembly Unit 2218, augment-  ing MOMAG Unit 9, Subic Bay, Republic of the Phillipines. During the month of August, the Police Department began its  selection process to fill two vacancies within the Special Re- sponse Team. The selection process consists of firearms test- ing, physical fitness testing, rappelling, and an oral review board. The Special Response Team, which was established in  April, 1989, consists of six officers that have been trained to respond to high-risk incidents, e.g. , barricaded gunman, hostage situations, service of an arrest/search warrant where armed  resistance is expected, manhunts, etc. A total of seven offi- cers applied for the two vacancies.  During the week of August 6 through August 10, members of the Police Department participated in an in-service firearms training program at our range. The purpose of the training was simply to allow officers to maintain familiarity with their  handgun. This training is in addition to the semi-annual fire- arms qualifications in October and April.  Page -49-  POLICE DEPARTMENT QUARTERLY REPORT  JULY, AUGUST, SEPTEMBER, 1990 Page 2 During the week of September 4 throu h Se tember 7 a  9 P , representative of Business Information Systems was here to pro- vide training for members of our department on a new computer-  aided dispatch software that our department is upgrading to: . While here, the representative also provided training to members ' of the Fire Department on the new fire records software. It is  hoped that by January, 1991, we will be up and running with the new application software. During the month of September, the selection process was  initiated to hire two officers to fill two vacancies within our department. The deadline for applications was September 14 . Those persons applying that had at least one year's prior law  enforcement experience, and who are certified in the State of Missouri as police officers, continued in the selection process and competed in the physical fitness testing on September 29.  On October 11, ten of the applicants competed in the oral inter- view process. It is anticipated that the two new applicants will begin working the second week of November. A total of 80 persons applied for the two positions.  , .1 During the month of September, Capt. Steve Strong and Spec- ial Officer Bettie Knoll were appointed to the board of direc-  tors for the establishment of a new safe house in Cape Girar- deau. Since the closing of Wiser, Incorporated, there has been no facility for battered women and their children. A board of  directors has been established to look into the possibility of opening a similar facility within the near future. During the past quarter, personnel from our department  ! attended training seminars on the following topics: Testimony - and Courtroom Demeanor; Juveniles in Custody; Police Operations Leading to Improved Children and Youth Services; and a variety  of training for members of the department's Special Response Team. In the area of personnel, Ptlm. Charles Doerge, a five-year  veteran of the Police Department, resigned to accept a position with the United States Marshal's Service. Cpl. Sam Light was transferred from the Patrol Division to the Municipal Court to  serve as bailiff and warrant server. Additionally, Jan McGhee began working for the Police Department on September 17 as a clerk-typist for the Detective Division.   !
