 NARRATIVE SUMMARY
In August the Arena Park asphalt oarking overlay project was
completed. This combined with the removal of the white boundary
posts has drastically improved the park's appearances .
August also marked the end of a very successful summer. of

aproximate 445 people attending. Sunday, August 28, SEMO
Social Work Club and our department sponsored a Splash Party

The JayceP and Cape Swim Team concluded their summer programs
this month. rivate oarties were held on August 1 , 5 , 12 , 16,
18, 24, and 26 with an approximate 218 people attending.
Programs will continue through Monday, September 5 .
DAN MUSER, PARK SUPERINTENDENT
 TERRILL WEAVER, CEMETERY FOREMAN
This month consisted of mainly mowing grass, with some tree
trimming. Most of the tree trimming was due to the wind storm
early in the month. This storm caused the loss of six large
trees , the limbs were stripPed from the trunks , and an
additional 20 large limbs torn from the remaining trees .
Several hours were used for the finishing of oainting of the
fences around the family plots , at Fairmount and New Lorimier
Cemeteries . There are two fences in Old Lorimier Cemetery still
to be painted, first the damage must be repaired caused by years
of vandalism.
Over the weekend of the ZOth through the 21st, seven mouments
were overturned in New Lorimier causing the destruction of 2
vases valued at 75 each. Over the weekend of the 27th to the
29th some 50 plus monuments were vandalized at Old Lorimier
Cemetery, most of them were just overturned, but at least te
stones were broken into several pieces. These stones apPear to
have been broken by the use of other stones or other hard large
objects. The repair of this vandalism will require about $1 , 025
or more for labor and equipment use and about $50 for materials.
When re-erecting these larger monuments some additional damage
will be caused, when using chains and equipment. Many of these
same stones are damaged time after time, this has completely
destroyed many of them, leaving only the sandstone bases.
These episodes of vandalism have shown a pattern of occuring
during the first two to three weeks that the university is back
in session for the fall .

The month of August required a large number of hours for grave
digging and dirt removal . We had 17 burials , 14 adult, 2
infants and 1 cremeation. We sold 32 grave plots .
 GOLF COURSE DIVISION
Joe Herzog, Gotf Superintendent
The first part of August was spent sodding tee boxes . Number 1 ,
2 , and 5 tee baxes were sodded and have been returned to play.
The majority of the time spent in the middle of the month was
spent on mowing, trimming and general aesthetics of the course,
and preparing for our anual tournament.
The tournament itself was a big success . With sixty participants
we made a gross income o $5,322.38. The overall feeling of
oarticipants was oositive. Many felt that we should have
another tournament earlier in the year.
The last of the month, we spent preparing the temporary greens
for winter use.
 PRO-SHOP
The month of August started off with the J . C. Municipal Golf
Course adies League Tournament on August 2. There were a few
days of rain this month which were welcomed. Towards the end of
the month the weather was cooler and more pleasant.
We bought a golf practice net or the golfers to use outside.
They have enjoyed usino it, and a few commented that the golf
course is really beginning to improve.
There are two new emoloyees in the proshop: Thelma Chappell and
Kirn Hamilton. They have bth been a big help to us and we ail
look forward to working with them more n the future.
Our Parks and Recreation tournament also went very smoothly this
year. Some of the golfers complained about the orivate golf
cart fee that we charged. We also had a problem with different
teams using the same orivate cart and only payig for one. All
in all , we thought we had a nice turnout.
We've got two tournaments for private organizations scheduled in
September.

PARKS DIVISION
 DAN MUSER, PARK SUPERINTENDENT
The major project for August was the asphalting of parkino areas
in Arena Park. All of the grader work and site preparation was
oerformed by the oarks division personnel .
Ballfield fences were removed after the conclusion of league
olay and some of the bleachers were moved to the soccer fieds
at Shawnee Park, in preparaton o the beginning of soccer
season. We began the constructon of concrete ramps on the
footbridge at Shawnee Park, which was dedicated this month.
We completed the installation of carpet in the Arena building
 lobby.
The rock wall at City Hall was tuckpointed and repaired where
needed.
We also started painting the park restroom interiors in a
continuation from last summer' s oroject.
We started construction of the first of several trash container
enclosures to be built in some o the parks .
 RECREATION DIVISION
Rosie Gottlieb, Recreation Coordinator
The month of August went by fairly smoothly. The last day for
summer programs was August 4. There was a picnic in Arena Park
for the piayground children. Some of the highlights of the day
were water balloons , and a water slide accompanied by lots of
ood. The three interns; Scott Williams, Paul McIntire, and
Kathy Jackson finished their program on August 5. Scott
Williams will stay on and assist in recreational planning.
Arena Concessions went well at the August 7th Flea Market, WW
Whiskey Concert (August 12) , and the Senior Citizen Dance
 (Auaust,.,„)_..w i th a combi ned revenue of $629.51 .
The department passed out ouestionnaires to the senior citizens
at this months dance to find out some of the activities they
would like to participate i . The most requested areas were:
dance classes , dance contests, cards and field trips .
Preparations are being made for the fall recreation program. At

AIRPORT DIVISION
MONTH OF AUGUST, 1988
 NARRATIVE SUMMARY
In addition to the normal terminal maintenance and the mowing of the
property, the following activities were performed at the Municipal
Airport during the month.
Installed an entrance sign on the terminal building to assist the
deplaning passengers to find their way into the terminal building.
The Street Division made a joint repair in a portland cement
concrete runway and a taxiway.
Continued painting of the chain link fence around the terminal
building by the East Missouri Action Agency employee when grass
mowing around the terminal was caught up.
An old galvanized water pipe that may have served the terminal
building some time ago and possibly some structures that the Army
Air Corps had on the site developed a leak by the Cape Central
Airways fuel tanks. With the assistance of Union Electric Company
and the Street Division the line was located. P..E. Birk and Son
cut the old galvanized line off the water system since there
weren't any users on the line.
The circular asphalt drive that serves the terminal building, Cape
Central Airways Building and others were repaired by a street
 division crew.
Several ditches and other hard to get to areas were mowed by the
 Street Division boom mower.

 DEPARTMENT OF PUBLIC WORKS
SANITATION DIVISION
Month of August , 1988
 NARRATIVE SUMMARY
The amount of Wednesday special pick-ups is up from last year
this month, mainly due to there being five Wednesdays this year
and just four last year in August. Lugger containers placed are
at about normal but the number of special time charge pick-ups
is up considerably from last month and August of last year .
Part of the increase is due to the University and Public and
Private schools cleaning up and stocking in preparation for the
new school year. The rest are various s1:ecials such as for
Schnucks preparing for the Food Fair at the Show Me Center and
Pepsi Cola moving out of their warehouse. Most other totals are
 at normal .
Cubic yards of refuse collected by City Vehicles are up
substantially from last month and from August of last year as is
the total average daily cubic yards received at the landfill .
Apparently, the waste stream in Cape Girardeau is on the steady
increase.

DEPARTMENT OF PUBLIC WORKS
 STREET DIVISION
Month of AUGUST, 1988
 NARRATIVE SUMMARY
The division activities were about the same as last month.
The construction crew made several repairs to portland
cement concrete streets. They also made some portland
cememt concrete repairs on a runway and taxiway at the
Municipal Airport.
Joint sealing on portland cement concrete streets was down
some for this month. However, due to rain showers this
crew sprayed weed killer around bridge ends and other areas
on street right-of-ways that are difficult to mow. They
also had to cut weeds a few days.
Received another tanker load of emulsified oil (EA-300)
for use in making skin patches on asphaltic surfaced
streets, tack coating on New Madrid Street from Perry
Avenue to just east of Forrest Street, and resealing
 cracks in asphalt pavements.
Late in the month the overdue shipment of street striping
paint arrived. To try and catch up on the street paint-
ing, the painting crew started coming in early (4:00 AM)
to miss some of the traffic.
The division's two (2) mowers were able to mow the street
right-of-ways twice this month. Additionally, the boom
mower did some mowing at the Municipal Airport and mowed
the creek banks in Arena Park.
The asphalt repair crew made some repairs to the entrance
drive to the Municipal Airport.
