AQUATIC DIVISION
 DAYNA MILES, AQUATICS SUPERINTENDENT
Lifeguard Yraining and Advanced Lifesaving classes were
completed during February. Youth lessons began on the 29th.
This beains our first of three three-week sessions during the
Spring.
Our laraest Winter event was held on the 26, 27, and 28, when we
hosted the "Great Times Meet" with 425 swimmers. One local
swimmer chieved a National Top 16 time in 100-yard backstroke.
We operated the concession stand each day.
We had one private oarty on the 21st. We also had our church
bulletin special . A family can swim FREE on Sundays durings
February with a church bulletin. 415 participated in this
special promotion.
 CEMETERY DIVISION
DAN MUSER, PARK SUPERINTENDENT
TERRILL WEAVER, CEMETERY FOREMAN
The main project for the month was becoming more familiar with
the tractor/backhoe, which was delivered on the seventeenth of
the month. The equipment was delivered twelve days earlier than
exected. The date for the crew to begin the in-house grave
opening will be March 21st. This day being after the end of the
agreement. with Mr . Lackamp, who has provided the service for the
Cemetery since June 21 , 1985. We have nothing but praise for
Mike Lackamp and regret the ending of the agreement, but we can
cut a substantial amount of money from the budget each year with
 this purchase.
With Spring fast approaching, the need for seasonal labor will
be here. The Cemetery needs seasonals by the middle of March to
begin the cleanup of limbs and trash, 1eve1 and fiil sunken
araves and low areas to ready thern for grass seeding. These
fleople are needed to clean old decorations off gravesites and
trim grass from around stones to prepare for herbicide spraying.
This needs to be done before the East.er decorations are placed
on the gravesites and regular mowing begins in April .
We had ten ( 10) burials this month, nine (9) adult and one ( 1 )
cremation, selling six (6) grave spaces .

GOLF COURSE DIVISION
Joe Herzog, Golf Superintendent
 Rosemary Gottleib, Pro-shop
To start with saying that February was a normal month woutd be a
bia understatement . Although we experienced some of the coldest
nights of the Winter early in the month, the last of the month
left us with high hopes that Spring wasn't far away.
Golf Superintendent, Joe Herzog was gone to Houston, Texas the
first nine (9) days for the National Golf Course
Superintendent's Association of America Convention. While
there, he attended many learning seminars and picked up on some
good ideas to include in this year' s activities.
The crew lined wash areas with rip rap, ad cleaned out around
greens ##17 and #13 this month.
A major accomplishrnent for us this month was getting sponsorship
of all 18 men' s tee signs . This will benefit the course in
aesthetics as well as low maintenance.
We also built a pi-ivacy fence for our two garbage cumpsters .
This wi ] 1 atso help aEsthetics and keep the trash from blowing
 around the course.
:nstallation of the collar on #10 culvert is complete and a
concrete protective collar was poured to help stop leakage.
As I mentioned earlier, the gret weather the last of the month
gave an opportunity for the course to dry out. This gave us the
chance to get to our sand traps, finish edging them out, putting
drain tile in them, and laying our barrier down. The next step
will be outting the sand in them.
 As was said before, it looks like Spring is quickly upcoming;
and with Spring will come the golfing season.
 PRO-SHOP
The month of February was very wet. We were closed four days .
When it wasn't raining, the carts couldn't go out due to the
mud. As a result of t.he nasty weather, revenue decreased from
 last year.
Reli Electric wilt be re-wiring some of the concession equipment
outlets. We are looking forward to better weather and
 ircreased play.

This month the office renovation work was restricted to a few
days due to a back order holdup on materials . With this
additional time we were able to build a large loft storage area
in the equipment barn at Arena and a storage room on the stage.
Non-flooding storage is at a premium here, so we are constantly
looking for new, economical areas to construct . We also built a
full size mockup of a 10 ft. by 10 ft . mini shelter with several
Alanned for use in the shelter poor parks .
Our program of tree trimming and removal continued this month
concentrating on dead wood removal and elevating.
The interior walls and floor of the bandshell were painted and
all of the benches at Riverfront Park were removed, restained
and seated.
We began where we left off in the Fall in our tree planting
program. We are planting trees for the first time in Missouri ,
Indian, and Groves Park. Six new memorial trees have been
planted in the parks since last fall and three more are
scheduled or this Spring.
 RECREATION DIVISION
Libby Webster, Enterprise/Youth Coordinator
Basically, the month of February went pretty smooth. Monday
night Bingo generated $1 ,521 .95 in revenue. There was a large
turn out or the February Senior Citizen Dance, 215 people
attended. The Recreation Division also sold concessions at the
Antique Flea Market and the Gospel Sing. These concessions
generated $ 1 , 011 . 67 in revenue. We are presently solicitating
for ernployees for our summer recreation programs. It looks like
it will be a great Summer.

POLICE DEPARTMENT
 Month of February, 1988
 NARRATIVE SUMMARY:
The Cape Girardeau Police Department initiated its first Police/
Community meeting on February 29 at Grace United Methodist Church.
Approximately 30 residents of the neighborhood surrounding Cape
Central High School attended the meeting. The purpose of the Police/
Community meetings is to generate dialogue between the police
department and residents within a particular neighborhood concerning
specific problems within that neighborhood. Methods of resolving
these problems are then discussed.
During the month of February, our department continued with the
police officer selection process that began in January. On February
6, 46 applicants competed in the physical fitness testing which
involved completing the police department's confidence course, and a
1/2 mile run. Thirty-six of the applicants successfully completed
this test and were scheduled for the written test on February 20. A
total of 14 applicants scoring a 70% or higher on the written test
have been scheduled to appear before an oral interview board on March
3 and 4.
The police Department is also continuing with the selection process
to hire a clerk in the Scientific Identification Unit. A total of
115 applications were received for the opening. Twenty-nine of those
were selected for testing which is scheduled for March 12.
Ouring the month of February, two items were added to the communi-
cations center which increased the City' s ISO Credits (for insurance
ratings) . On February 5, each 9- 1- 1 telephone line was equipped with
a "call check" which allows dispatchers to instantly play back a
particular call to check information. Prior to the call check, it
would take ihe dispatchers approximtely 5 minutes to retrieve the
same information from tFe 24 hour recorder. On February 15, a
supervisory system was added to the ringdown lines established
between the communictions center in the police department and each
fire station. The purpose of the supervisory system is to alert
cor►munications personnel to problems with any of these telephone
 lines.
A Panel Conference was held February 5 at Holiday Inn for area
judges, social services and law enforcement agencies concerning the
new Abuse and Lose Drug Law. Crime Prevention Officer Kevin Orr
served as one of the three panelists, along with Cape Girardeau
County Prosecuting Attorney Morley Swingle and Missouri State Nighway
Patrol Sergeant Ed Moses. The panel discussion was coordinated by
the Koala Center.
On February 17 and February 24, 46 members of the department attended
an in-service training entitled Courtroom Testimony. The in-service
training session was instructed by Assistant Prosecuting Attorney
Kenny Holshof and discussed proper methods of testifying in court.

On February 18, local school administrator called Capt. Howard Boyd
and advised Capt . Boyd that he had received an invoice from a company
that he thought did not exist. Upon further investigation by Capt.
Boyd, it was determined that the company did, in fact, not exist, and
that the invoice was apparently part of a statewide mail fraud scam.
With this inormation, Capt. Boyd contacted all law enforcement
agencies in the State of Missouri and advised thern of the potential
scam. It was later determined that someone had apparently billed
several hundred school districts throughout the state for products
that they did not receive. On February 26, our department arrested a
person for the fraudulent statewide scam. Capt. Boyd' s quick actions
not only saved school districts throughout the State of Missouri
thousands of dollars, but also led to the arrest of the offender. To
this date, our department has received over 200 of the ficticious in-
voices that were received by school districts throughout the State of
 Missouri .

 PUBLIC WORKS DEPARTMENT
Month of FEBRUARY, 1988

The Street Division had a fairly typical month with the
exception of not having as much snow as normal which permitted
some repairs to be made on the portland cement concrete
pavements, trimming of low hanging tree limbs from over street
pavements , cleaning of litter from isolated street right of
ways and the removal of gravel from the creek bed in Dennis
Scivally Park.
Wastewater activities were about the same this month as they
were for the same period last year with the exception that
several mandays were used to replace a collapsed 10 inch
sanitary sewer line at the intersection of Good Hope Street and
 ountain Street.
Solid waster collections by the City continued to increase a
small amount over what they were for the same period last year
while the amount brought to the landfill for disposal by
contractor's decreased about 23%. The street division hauled
approxirnately 378 additional tons of crushed rock to the
landfill to stabilize the haul road.
Fieet maintenance cost decreased approximately 14% when compared
to the same period as last year. The significient cost
decreases occurred in the Fire, Street, Engineering, Sanitation
and Park operations while the Sewer and Golf operations
 increasea.
Independence Street plans, specifications and easements were
submitted to the State Highway and Transportation Department for
 review.
The Engineering Oivision now has their Nuclear Regulatory
Commission license for the operation of the Nuclear Density
Guage when taking materials density tests.

ENGINEERING DIVISION
 Month of February, 1988
 NARRATIVE SUMMARY
Sewer construction continued sporadically throughout the
mnth on both private construction and the economic development
grant. construction. The Phase III trunk sewer easement offers
were all made and follow-up contacts made.
Independece Street plans , specifications and easements
were submitted to the State Highway Department for review under
the FAU program and in conjunction with their project on the
Inoependence/Highway 61 intersection.
Bids were received and a contract issued for the
constructin of a new footbridge in Shawnee Park.
The construction inspection staff completed the filming of
a training video for the testing of fresh concrete. The video
was then presented to the seasonal inspection staff as a part
of ari in-house training program. This will become a part of
 the engineering training library.
The Engineering Division received their Nuclear Regulatory
Commission license, enabling them to take possession of, and
operate the Nuciear Density Gauge recentty purchased. The
gauge speeds the testing of granular and soil materials for
compaction and moisture. It also allows testing of asphalt
compaction, something the division has not been able to do
directiy in the past.
Alt the supervisory personnel and others who come into
regular contact with the public began the customer relations
training program at City Hall .

 DEPARTMENT OF PUBLIC WORKS
SANITATION DIVISION
Month of February, 1988
 NARRATIVE SUMMARY
As was the case for February, 1987, the number of Wednesday
special pick-ups is down for February of this year from
January's total . Special time charge pick-ups are down from
this month last year but are slightly above last month' s total .
The Presicient ' s Day holiday observed this month plus it being a
short month, would account for the drop in the number of
Wednesdsay special pick-ups requested.
The instability of ore of the main service roads used at the
landfill caused the depletion of our stockpile of creek gravel
and required the hauling in of approximately 378 additional tons
of crushea rock, done by the Street Division, to resurface and
stabilize it enough to support the heavy landfill traffic.
With a warming trend toward the end of the month, we are hopeful
that seed bed preperation, fertilizing and seeding can be
accompiisned during the first part of March.
