 POLICE DEPARTMENT
MONTHLY REPORT
Month of August, 1985
* NARRATIVE SUMMARY
The application process for the hiring of additional police
officers was initiated in August. Written applications were
accepted, and the physical fitness test was scheduled for
August 24 . Rain, however, postponed the physical fitness test
and it was rescheduled for September 7. In addition to the
physical fitness test, successful applicants will complete a
written test, an oral interview, a polygraph test, a written
and oral psychological evaluation, and a medical exam.
Currently, five vacancies exist within the department.
Individuals hired to fill these vacancies will begin training
 on October 21.
One of the vacancies in the Communications Unit was filled
through the lateral entry process. Rhonda Yarbrough, formerly
a dispatcher for the Department of Public Safety in Sikeston,
Missouri, was hired and is scheduled to begin employment
September 3. Rhonda has also been scheduled to attend Basic
Communications School at the Missouri Highway Patrol Academy on
September 23. Two positions remain open in the Communications
Unit and should be filled in September or October.
The City of Cape Girardeau participated in the National Night
Out Campaign on Tuesday, August 13, from 8 : 00 p.m. to 9 : 00
p.m. By participating in the anti-crime campaign, Cape
Girardeau residents were asked to turn on their porch lights
during that time period to indicate their willingess to work
together to prevent crime. The department' s Crime Prevention
Officer served as a regional coordinator for the event. In
Cape Girareau, a proclamation was signed, and McGruff the Crime
Dog visited neighborhoods where groups of citizens were
participating in the campaign. It was estimated that
approximately 40 of the households in Cape Girardeau
participated by turning on the porchlights.
A promotional process was initiated and completed during the
month of August. The process consisted of a physical fitness
test, a written test, and an oral assessment center consisting
of a 10 minute oral resume, an "in-out" basket, and a job
knowledge assessment. The interviewing board consisted of
members of the police department, one member from the City
Manager' s staff, and two members from the Chamber of Commerce.
Officer Robert Sander and Officer A.T. Lemonds finished with
the highest scores and were both promoted to the rank of
sergeant. As a result, Officer Sander has been reassigned from
the Detective Division to the Patrol Division, and Officer
Lemonds has been reassigned from the Scientific Identification

MONTHLY REPORT
Month of August, 1985
 NARRATIVE SUMMARY
The number of rear door pickups is still on the decline.
Wednesday Special Pickups were down considerably from this
month last year but are in line with last month' s total. New
residential route pickups are still on the incline as are new
commercial route pickups. Special time charge pickups are
above last month's total but below this month last year's total.
Despite a three-inch rainfall received on August 5th, the
landfill operated at normal. Preparations are being made to
use the last of the excavated area as soon as approval from the
D.N.R. is received. Current life for our present landfill is
estimated to be around the last of January, 1986 .

 CITY OF CAPE GIRARDEAU
PARKS AND RECREATION DEPARTMENT
MONTHLY REPORT
 Month of August, 1985
 NARRATIVE SUMMARY
August marks the first month for the new Parks and Recreation
Director, Stephen G. Bone. Steve hopes to build upon the
excellent foundation that the City has provided for its Parks
and Recreation Department.
 PARKS
A unified community effort resulted in the complete makeover of
the Capaha -field in preparation for the 1985 American Legion
Central Plains Regional Tournament that was held on August
21-25. Donations were made by local businesses and civic
groups in putting on the first ever regional to be played in
Cape Girardeau. The Parks and Recreation Department
sandblasted the bleachers, re-roofed the bathrooms, reworked
the backstop, replaced boards on bleachers, painted where
needed and added a new sign to Capaha Field.
RECREATION
The majority of the recreation programs ended on August 16. In
spite of several rainy days, the third session went well with
enrollment and attendance only slightly lower than the two
 previous sessions.
The weightroom at City Hall remains open on Monday, Wednesday
 and Friday evenings from 3:30 to 8 :00 p.m. , with a good steady
attendance.
The duplicate bridge program is also continuing on he second
and fourth Friday nights of each month. They also met the
first Friday in August for a regional tournament.
 AQUATICS
Routine repairs and maintenance were the norm at Central and
 Capaha Pools.
On August 3, 1985, Central Pool was the site of the Mississippi
West Swim Conference. The top 16 swimmers in each event and
age groups competed for conference honors. Swimmers from 14
different communities in Missouri, Arkansas and Kentucky
competed. There were approximately 350 in attendance.

GOLF
Mr. James Moore, a representative from the U.S.G.A. , spent the
morning of August lst touring the golf course with Director
Stephen Bone; Superintendent of Golf, Leroy Coryea; Dr. Charles
Korns; and Assistant Golf Superintendent, Paul Cline. A report
has been received from the U.S.G.A. stating what improvements
have been done on the course and what items would help to
 improve course play.
The Cape Chipaways held their annual Ladies Tournament on
August 6. There were 82 ladies present. There was a luncheon
following the 18-hole tournament.
August 26th was the Cape Jaycee's Rooster Day. From 3 o'clock
on the Jaycee 's resumed possession of the golf course for their
annual event.
Also on the 26th, Mrs. Gary Kern, Golf Course Architect, was
gathering information to begin work on the course irrigation
system.
During the month of August the cart trails were completed and
new drainage put in around Tee #13, Green #13, Tee #7 and
Tee #15.
We had 4 days this month when we had v r 200 players in one
day.

lower cost, accountability, and convenience.
The second significant bid that occured was for tankwagon
delivered gasoline. This bid, which was awarded to Huckstep
Oil Compang, will enable the City to service its smaller tanks

10,000 gallons of gasoline purchased at a time) will be
purchased by transport load on the spot market.
The third significant bid was for the City' s annual chemical
requirements for both City pools. The lowest and best bid,
McKesson Chemical, will provide chlorine at 58¢ per gallon. We

for the year for its pool chemicals.

worn out stock. The lowest and best bidder was M gna Fab
Company with a bid of $23,150. 20. The' r nearest ompeti or
