Interest rates have been declining, reducing the potential
yields available. It has been a past practice of the City to
invest funds over a period of 30,60 , or 90 days in Certificates

funds have been invested overnight and over the weekends .
(Idle funds represent daily receipts collected from one
investment period to the next. ) In December, 1985 , the Finance

CITY OF CAPE GIRARDEAU
 POLICE DEPARTMENT
MONTHLY REPORT
Month of January, 1986
 NARRATIVE SUMMARY
On January 8 , the Police Department installed a Superprint
Teletypewriter within the Communications Division. The
teletypewriter, which is similar to a small typewriter, has an
accoustical device which allows deaf persons to communicate
with police dispatchers by typing a message on a similar device
in their home. The message is then displayed and printed on
" the Superprint at Police Headquarters. Currently, there are
approximately 15 to 20 devices in use throughout the
community. Both the Cape Girardeau Sheriff ' s Department and
the City Police Department are now equipped with this device.
The process to hire three additional police officers through
the lateral entry program was initiated in January. Through
the lateral entry program, experienced police officers who have
either received or are eligible to receive their state
certification are hired to fill vacant positions. The officers
hired undergo physical fitness training, an oral review board,
a polygraph test, psychological evaluations, medical exams and
an extensive background investigation. The hiring process
should be complete in February at which time the new officers
will be assigned to a 30-day field training period.
On January 23, the Police Department, in conjunction with the
Cape Girardeau Chamber of Commerce, conducted two Robbery
Prevention Seminars at the Drury Lodge for local businesses,
one in the morning and one in the evening. The seminars
consisted of explaining the law concerning robbery in addition
to providing the participants with ideas on how they could
reduce their chances of being robbed and what they should do in
case of a robbery. Two of the speakers at the seminar included
a robbery victim who had twice been the victim of an armed
robbery (once in Cape Girardeau and once in Southern
Califvrnia ) , and a convicted felon who had committed a number
of armed robberies throughout his criminal career. From their
different perspectives, both were able to provide valuable
insights into the crime of robbery. Approximately 160 people
attended the two seminars. In addition to the Robbery
Prevention Seminar, the Crime Prevention Division conducted a
Neighborhood Watch meeting and two tours of the building during
the month of January.

In an effort to increase the support for the ongoing seatbelt
campaign, the Police Department, in conjunction with the Easter
Seal Society, sponsored a luncheon for local service station
owners. The purpose of the luncheon was to educate the service
station owners on the importance on wearing seat belts, and to
solicit their assistnance in the ongoinq campaign. Five
thousand ice scrapers and other seat belt literature were
distributed to the service station owners to pass out to their
customers . It is hoped that this information will reach a
segment of the driving public that has not already been reached
through the seatbelt campaign.
During the month of January, we continued training officers in
the use of the PR-24 Police Baton. Fourteen officers completed
the fourteen hours of training in January, and fourteen other
officers have been scheduled to attend the training in
February. The training was conducted by Officer Robert E.
McCoy, Jr. , who is certified to instruct the officers in the
use of the baton. Also in the area of training, arrangements
have been made with the Cape Girardeau County Prosecuting
Attorney' s Office to develop a training video concerning report
writing. Once the video is complete, officers will be able to
review the video tape in an effort to further train all
officers in the area of proper report writing procedures.
Work is nearly complete on our annual report and it is expected
to be ready for distribution by the middle of February. In
addition to this, a considerable amount o time and e rt was
spent this month on preparation of the n ual dge. wh s
been submitted to the City Manager.

WASTE DISPOSAL
 MONTHLY REPORT
Month of January, 1986
 NARRATIVE SUMMARY
Fair weather with moderate temperatures were the rule for
January this year. A small 1/2 inch snow on the 2IIth posed a
problem for any of our operations. The totals for residential
and commercial routes are consistent with last month ' s.
The landfill ' s average daily cubic yards is up some, possibly
due to Christmas debris and holiday cleanup. Several loads of
rock and gravel were hauled to the landfill to prepare roads
for wet weather. All landfill operations were kept at normal
again this month. Approval was received from the D.N.R. for
use of the last excavated pit at the landfill. This is the
last of the fill a.rea we can use at this time and estimate
landfill life to be only three months .

CITY OF CAPE GIRARDEAU
 PARKS AND RECREATION DEPARTMENT
MONTHLY REPORT
Month of January, 1986
 NARRATIVE SUMMARY
 PARKS
Most of the activity this month was spent on Arena Building
maintenance. This included painting the inside of the
building, stripping, and waxing the main floor and installing
new electrical wiring in the office.
Other activities included filling post holes at Cherokee Park
and partial removal of willows around the pond at Shawnee
Park. A considerable amount of graffiti was removed from the
bridge at Dennis Scivally and the flood wall at Riverfront.
Vandalism repairs were alsc made at Shawnee.
 RECREATION
In January, the Recreation Division added 2 more classes to the
program and started the Men ' s Basketball League. The additions
are an Adapted Exercise class for those with physical and/or
mental disabilities, which now meet two mornings a week, and a
additional hour of Aerobics on Wednesday nights. The adapted
class is being done in conjunction with the Lou Masterman
Center, St. Francis Mental Health Center Apartment Living
Program and the Women ' s Center and Safe House.
Because the evening Aerobics class has had as many as 82 people
in attendance, we added on additional hour on Wednesday nights
to help with the overflow. This time period was made possible
because the Men ' s basketball league meets at the Jr. High on
Wednesdays.
The basketball league got off to a booming success in January
with twelve teams registering before the deadline and 4 teams
on the waiting list. They play on Monday nights at the City
Hall gym and Wednesday nights at Central Jr. High School
Bids were opened and equipment was ordered for the Cape Youth
Baseball League this month. This department annually supplies
this league with $3, 000 . 00 worth of equipment.
A grant application was sent to the Missouri Arts Council for
funding of a series of concerts in the Park. A total of
$2 ,650. 00 was requested to be matched locally by donations,
 gifts-of-kind and sponsorships .
