POLICE DEPARTMENT
 MONTHLY REPORT
Month of April, 1986
 NARRATIVE SUMMARY
A new micro-computer system designed to enhance our alarm
monitoring abilities was connected to the current Vari-Tech
alarm receiver system this month. The new system automatically
provides information necessary to make police assignments and '
owner/manager notification when an alarm sounds. Additionally,
information concerning the location of the building, the
location of entrances and exits and/or any other pecularities
inside or outside of the building will be readily available to
responding officers . Information files for each alarm
subscriber have also been updated as a result of an alarm
monitoring information form which was mailed to each subscriber
 last month.
Recently, the National Crime Information Center (NCIC) Advisory
Board approved the implementation of a Biennial Audit program
to assess the compliance and the effectiveness of NCIC
operations within each state. The Cape Girardeau Police
Department was among 20 Missouri agencies selected to be
audited. On April 14, the audit was conducted by members of
the NCIC audit committee. The result of the audit indicated
that our department was in complete comliance with all NCIC
 standards!
Semi-annual firearms qualifications for the police department
were held on April 15 and 16. All officers shot the course and
qualified. Although the national average and standard for
qualifying is to shoot a score of 70$ or better, three officers
not shooting at least 85$ on their first course have been
 scheduled for firearms retraining.
Members of the Crime Prevention Division participated in the
annual Criminal Justice Day activities at Southeast Missouri
State University on Wednesday, April 2, 1986 . The purpose of
the day-long event was to acquaint students with the field of
criminal justice, and answer questions f rom students interested
in law enforcement careers. Additionally, our Crime Prevention
Officer provided three workshops on sexual assault prevention
to approximately 200 women from Southern Missouri who met at
Drury Lodge on April 18 and 19 for their annual Diocesan
Council of Catholic Women Conference for the Springfield, Cape
Girardeau Diocese. Members of the Crime Prevention Division
also fingerprinted about 35 children at the Easter Seals
Society Early Learning Center on April 18 , participated in the
Jefferson School carnival on April 10, and conducted five Crime
Prevention/Community Safety Programs and three tours of the
building during the month of April.

April 21-25 was identified as Bicycle Safety Week across the
nation by the Optimist International Club. In Cape Girardeau,
members of our Traffic Division conducted bicycle safety
programs at nine public and private elementary schools in Cape
Girardeau. Approximately 2,800 students attended these
programs . Members of the Traffic Division also participated in
a Health Fair held at the Arena Building on April 18 and (
provided information concerning bicycle safety.
April 6-12 was designated as National Telecommunicators Week.
To celebrate, an interdepartmental party (cake and ice cream)
was held on April 11 to honor our department's communicators,
at which time they were issued new communication shirt badges.
Our department was also featured in a Southeast Missourian
newspaper article concerning the vital role communicators play
 within an emergency agency.
In the area of training, 49 officers attended a report writing
training session, which was conducted at police headquarters on
April 28 and 29. The report writing session was conducted by
Lt. Stephen Strong, in conjunction with Cape Girardeau County
Prosecuting Attorney' s Office. The session discussed methods of
completing departmental paperwork and provided a taped
interview with a mock crime victim. Each participating officer
then wrote an offense report in reference to the mock crime and
turned it in to the Prosecuting Attorney' s Office for comments.
On April 10, representatives from our department again assisted
with the Special Olympics held on the campus of Southeast
Missouri State University. Twelve of our officers donated
their time to help coordinate and time some of the athletic
events. This year' s participation marks the second year that
members of our department have assisted with the Cap Girardeau
Special Olympics.

 WASTE DISPOSAL
MONTHLY REPORT
 Month of April, 1986
 NARRATIVE SUMMARY
The number of rear door pickups is still on the decline. We
have ten fewer stops now than this month last year. The number
of Wednesday Special Pickups is up considerably. This is due
to continuing warm weather and spring cleanup. Cape Shine Week
aided in larger trash volumes picked up by the City and rubbish
brought to the landfill. The number of lugger containers
placed is lower, due to the vehicle being broken down for two
weeks. All scheduled placings are being rescheduled.
Some seeding was completed at the landfill and grounds cleanup
is still in progress. A D.N.R. inspection on May llth
indicated all daily operations were being done properly, but a
small area did need more intermediate cover material on it.
This cover has been applied since the inspection. An area has
been identified as needing considerable work to keep it from
eroding further and steps are being taken to solve this problem.
