Only one officer failed to qualify on the first attempt. The officer was provided with additional training and instruction and subsequently met the qualification stand- ards on the second effort. 56.9% of all officers tested scored between the 96 and 100 percent range, with four officers scoring a perfect 100. Although 70% is con- sidered the qualifying score, those individual offi.cers firing below the 85 percent mark will receive remedial training and instruction so as to improve their firearms capability. One officer from the Department's Detective Division attended a two-week drug iden- tification seminar in Kansas City, Missouri. The program was sponsored by the Federal Agency Drug Enforcement Administration. This officer will serve as the liaison between our Department and other state, local and federal agencies in the investigation of drug-related criminal activities throughout the City. Our Department was informed by the Missouri Division of Highway Safety that we have been selected as a microcomputer test site and that with our concurrence, a microcomputer would be installed within the Cape Girardeau Police Department. The computer, to be used primarily for the collection, comparison and utilization of traffic accident statistics, would be funded 75% by the Division of Highway Safety and 25% by our agency. Total costs of our Department are estimated at approximately $2200. An implementation date of August has been targeted for this project. Chief Johnson was in Jefferson City two days this month as part of an eight man state-wide Task Force appointed by the Department of Public Safety to redesign the 120 Hour State Mandated Law Enforcement Officer Training Program. The Task Force has been assigned the responsibility of reviewing a 3ob task analysis and develop- ing a 120 hour training program that will relate specifically to job per.formances of police officers throughout the State. The Department, in conjunction with the Southeast Missourian Newspaper, has imple- mented a "Crime Watch" program. Under this program, rewards will be publicly offered in exchange for information leading to the solving of certain crimes. Re- ward monies are being solicited from the general public and will be administered by a four man board of directors consisting of Mr. Mike Sexton of the Southeast Missourian, Mr. Tom Siemers of First Federal Savings and Loan, Mr. John Shine of KFVS-TV, and Chief Ray Johnson of the Police Department. Representatives from the Family Learning Center conducted an In-Service Training Program for members of our Department. Each officer was asked to respond to a questionnaire on "How I Feel about Parents who Abuse their Children" both before and after the presentation. The questionnaire results indicated that the presenta- tion was very effective in clarifying the facts and dismissing the myths that surround child abuse and neglect. It clearly was an effective program in helping educate the members of our Department to this ever increasing community problem. Representatives from outside agencies are brought in on a monthly basis for presen- tations to members of our Department. Not only has this enabled our Department members to be more aware of other agency functions and efforts, but has also dra- matically improved the working relationship between our Department and the other agencies involved. Our Department was represented at the Annual Criminal Justice Day held at SEMO University on April 11, 1984. Sgt. Kinnison appeared on a panel discussion ex- plaining our Department's sobriety checkpoints. , ! This was a thirty- five hour course in welding. The second phase beginning the first of May will be auto air conditioning. After the completion of all twelve phases in this course, the City of Cape Girardeau maintenance people will take a test and upon completion of this will be certified as mechanics by the State of Missouri. Our parts room supervisor was the first woman to complete welding at the Vocational-Technical School in this course and did it while completing Accounting I and First Aid. These individuals go to school on their own time in order to do a better job for the City. One refuse rear loading truck will be finished with the remanufacture process the first week of May. This process gives an additional five-year life expectancy, same as a new one, at half the cost. _ ` ,eL: ,_. i Sante David on, Fleet Manager • FLEET COST PARTS Month of April, 1984 % UP or DOWN UNIT MILES PARTS LABOR UP DO[N Police 39,115 3,608.30 203.7 .55 Fire 2,846 1,394.86 25.8 .77 Street 7,769 7,091.40 386.1 .24 Fleet 1,618 1,225.33 .32 .23 Engineering 5,328 165.38 16 .62 Sanitation 10,033 5,130.56 252.20 .74 Cemetery 8.49 3.7 .58 Park 6,120 2,249.06 131.3 .27 Sewer 5,032 487.00 46 .72 Golf 1,007.34 217.90 .97 Health 4,483 9.42 8 .07 Administration 72.36 3 .94 TOTAL 22 459.50 1,325.7 .3 For April, 1984 I ' CITY OF CAPE GIRARDEAU ENGINEERING DEPARTMENT Month of April, 1984 NARRATIVE SUMMARY Construction activities have started to increase. The incident was reported to the police. It happened once again on April 2, rocks were thrown inside the fence and in the auger. This caused a belt to burn off of the auger gearbox. A police report was also made on this incident. There has not been any further problems with vandalism during April. The north pump at Hawthorne lift station was repaired. It was pulled out of the lift station, and the packing glands were redrilled and tapped. Also, a repaired pump shaft was installed on the north pump. Two pumps at College and Henderson grit station had rebuilt impellers installed. Wastewater Plant: During the month of April the north comminutor drive unit was repaired. The recirculation line controls were worked on by Durkin Equipment. The printed circuit boards for the flow meter and recirculation line have been sent into the factory to be repaired. The sonar sensors have been sent in also to be checked out. A new teledialer was installed in the emergency alarm system. The south coilfilter and equipment were painted during April. Two industries were sampled and tested. The flood pumps were turned on March 20th and remain on as of April 30, due to Mississippi River flooding. April 25th at 9:00 p.m. the road into the wastewater plant was flooded. At 4:00 p.m. the 25th, we started doubling up on shifts. This means that there are two men at the plant on evening and night shifts, and the day shift on weekends. The river went down enough to drive in April 29th.
