At the close of the application acceptance deadline, June 25, 40 prospective candidates had applied. In addition, ten applications had been previously submitted for a total of 50 candidates now under consideration for employment. Candidates for the Police Department must undergo a physical fitness test; a written examination; a psychological evaluation, both written and a one- on-one interview with a local psychologist; a thorough background investigation; a polygraph examination; a medical examination; and appear before an oral review board. Currently the Department is five officers short of its authorized strength of 54 commissioned officers. Those selected for appointment will begin a 120 hour basic law enforcement training program scheduled for October 1, 1984. A Firearms Retraining session was held during the month of June. This training was in addition to our semi-annual qualifications requirement of all Department officers and included those officers who had fired less than 85% on their last qualification attempt. A total of 15 police officers were involved in, the training. The program was wel.l received by the officers involved and all were successful in increasing their firearms qualification scores considerably. During June the Department took delivery of five new police vehicles. The new vehicles are 1984 Chevrolet Impalas complete with a police equipment package, and enabled the Department to phase out of its fleet five vehicles, most of which were operating with an excess of 100,000 miles per unit. To increase police presence and visibility all the new vehicles are white in color and equipped with dark blue reflective striping. The Cape Girardeau County Major Case Squad has been in effect now for more than a year. Although put to the test only once since its inception, it has proven to be rather successful, both from the perspective of its investigative abili- ties and also regarding the manner in which it has created a cohesive atmosphere among the law enforcement community in this County. Other agencies in this portion of the State are now considering an effort to expand on our local con- cept. Members of our Department met recently with a committee of the Southeast Missouri Peace Officers Association which represents some 14 counties in South- east Missouri. The purpose of the meeting was to study the feasability of a Regional Major Case Squad, encompassing all 14 counties represented by the organization. The tone of the meeting was rather positive and further research is now underway. Questionnaires are being sent to all agencies within this region to ascertain their interest in such a joint effort. More information on this should be available within the next two to three months. On Saturda , June 2, the first annual Intra-City Athletic Competition was held. Y A total of five departments participated, including the Police Department, Fire Department, Public Works, City Hall staff, and Parks and Recreation. The Police Department took first place in the overall competition, accumulating a total of 54 points for the seven sporting events involved. Second place in the competi- tion went to the Public Works Department with a total of 46 points. The 8th Annual Missouri State Police Olympics was held on June 5 thru June 10 in the City of Columbia, Missouri. Seven officers from our Department partici- pated and won a total of 14 medals. The Police Olympics is a state-wide police athletic competition event involving 22 different sporting events ranging from archery to wrestling. Considerable preparation and training is required of the officers competing and this serves as an incentive to the officers to maintain a high degree of physical fitness throughout the year. On June 7, following an 18 month investigation, our Department, working with 10 local, state, and federal law enforcement agencies, arrested 31 individuals on federal and state arrest warrants charging violation of the Missouri Controlled Substance Act (Narcotics Violations) . Our agency served as the process point for the operation which constituted the largest drug violation roundup in the history of Southeast Missouri. While many of those arrested have been released on bond, several remain in the custody of the Cape Girardeau Police Department and Cape Girardeau County Sheriff's Department. Many known major drug dealers were apprehended, which should slow down considerably the drug trafficking in the City. / \\ , j ` / _ '`, , . .. , -, ,; Ray John n, ief Police + ✓ \ _ CAPE GIRARDEAU POLICE DEPARTMENT MONTHLY REPORT JUNE , 19 84 OF ENSES REPORTED OFFENSES — TOT L TO DATE CLEARED OFFENSE 1983 1984 ± 1983 ± 1984 f Month Year ± Murder 0 0 0 1_ + 1 + Manslau hter (ne 1) 0 0 0 0 0 - Forcible Ra e 1 0 - 5 3 1 3 - Sexual Assault 2 0 - 5 5 - 1 5 + Robber 1 0 - 13 9 - __ 5 - Assault 14 34 + 62 155 + 15 62 + Burglary Residential 11 ' 24 + 128 113 - 1 _ 15 + Commercial _ ` ..3._.`. - Larceny Over $150 35 39 + 217 211 - - _ Under $150 80 103 + 412 - + Motor Vehicle Theft 5 5 37 1 + Recovered 1 4 + 10 19 + Arson - 5 3 - 10 9 - 1 - Worthless _ _ _ Documents 53 40 351 216 25 Vandalism 53 ' 65 + 313 274 _ + 8 - Narcotic Violations 3 21 + 37 64 + 20 + DWI 10 25 + 139 203 + 25 + Motor Vehicle Accident Reports 145 176 + 992 1059 + _ - Other _ _ _ Re orts 325 204 1107 1087 82 TOTAL 766 753 - 3879 3904 + 206 _123— - ADULT ARRESTS 122 130 + 852 + JW ENILE ARRESTS 36 60 + 172 238 + TRAFFIC ACCIDENTS 145 176 + 992 1065 + Injuries 17 11 - — Fatalities 0 - TRAFFIC SUMMONSES 4 - PARKING VIOLATIONS 239 250 + • 1730 1911 + Prepared by: Louise Cole __ CITY OF CAPE GIRARDEAU FIRE DEPARTMENT MONTHLY REPORT JUNE, 1984 NARRATIVE SUMMARY Responded to an alarm at 215 R.
