 CITY OF CAPE GIRARDEAU
POLICE DEPARTMENT MONTHLY REPORT
 Month of July, 1984
NARRATIVE SUMMARY
On July 14 , we held our third annual Law Enforcement Day at the
West Park Mall. Thirteen local law enforcement agencies
participated in the program, displaying various items of police
related equipment, such as vehicles, weapons, police
memorabilia, etc. In conjunction with the display, our
department, assisted by the Breakfast Optimist Club,
fingerprinted approximately 200 children for identification
purposes as a continuation of our earlier missing child program.
Sgt. Kinnison, the officer in charge of our Crime Prevention
Unit, taped two television shows this month. The first dealt
with safety tips for vacationers and the second, a 30 minute
seqment for airing on KFVS's "Perspective, " was on home
security and covered such items as alarms, locks, etc. Also,
on July 31 , a Neighborhood Watch program was held, and an
additional 70 plus residents were signed up for our
Neighborhood Watch program which continues to grow.
Our department assisted the City Recreation Department in
conducting a bicycle and child safety program during July. The
program was attended by 83 children and 24 adults. Crime Dog
McGruff was also on hand for the program.

Training
One officer attended a week long Armorer ' s School in St. Louis,
Missouri, sponsored by the Smith and Wesson Company. With the
completion of this training, our department now has two
officers who are certified to perform routine maintenance and
repair work on our department owned weapons.
Two officers attended a Survival Tactics-Reactive Emergency
shooting situation school (stress ) - Red Handle Gun Program -
at the Highway Patrol Academy, which would enable them to
develop and implement a similar training program for our
regular and reserve officers. This training technique creates
stress situations in Shoot-don't Shoot confrontations,
simulating armed encounters both day and night. The program
was developed to get officers to "React-Do Something" and has
been credited in the State of Ohio and now Missouri with the
saving of police officer' s lives. When to shoot, how to
respond in shooting situations, proper shooting techniques when
fired upon, and what to do when the officer is himself shot are
the basic areas of study. Wearing protective vests, modified
weapons and blank ammunition with cotton wads, each officer is

 i
i
actually placed in shooting situations and is shot with the
modified ammunition. This creates a very realistic situation
and frame of mind that an officer may find himself forced to
deal with in the performance of his duty. Each encounter is
video taped for later critique as a learning tool.
 Personnel
Two department employees tendered their resignations during the
month of July. Officer Gerald Neels has resigned his
commission with the department and has accepted a position with
the St. Louis County Police Department. Dispatcher Judith
"Penny" Weaver resigned to accept employment in Illinois.
We are currently involved in the process of recruiting and
selecting candidates for the dispatching position, which should
be finalized during the month of August. Our process for
police officers also is continuing and at this point, following
the administering of the physical exam and the written exam, we
have a field of 19 candidates that are now undergoing a
background investigation. The next step in the hiring process
for police officer is the oral review board which has been
scheduled for August. It is anticipated that the process will
have been completed and the successful candidates selected for
appointment and attendance at the October 1, 1984, Law
Enforcement Academy. , t .,. n

Month of July, 1984
 NARRATIVE SUMMARY
Other than the work reflected on the activity sheet, we picked
up limbs from the storm of June 22, 1984 the entire month of
July. We also hauled limbs from Fountain Street to the
landfill for two full days. In addition, we constructed a
catch basin and laid an outfall line for a storm line in
Village on the Green. Due to the location of this project,
which was in a 14 foot fill, it required the use of a backhoe,
crawler highlift, and four to five dump trucks. This project
took five days to complete.

 Month of July, 1984
 NARRATIVE SUMMARY
Construction activities have continued to increase.
Nip Kelley Construction Co. , Inc. continued making good
progress on its hauling contract for cover material to the
existing landfill site. R.B. Potashnick Company, Inc.
continued to make excellent progress with the State Department
of Natural Resources (DNR) required corrections at the existing
landfill . All corrections should be completed next month.
Preconstruction conference was held with Alpha Materials, Inc.
on the Red Star Block grant street project. Actual field work
should begin during the latter part of August. We have also
received several applications for the housing rehabilitation
portion of the project.
Improvements that Girardeau Contractors, Inc. are performing at
the Municipal Airport are progressing very well with the
exception of the box culvert. The high river level is creating
a high water table in the area of the culvert that has
temporarily halted that phase of the proje t.

Waste Disposal
Month of July, 1984
 NARRATIVE SUMMARY
New commercial pickups for residential and commercial routes
have again increased slightly; but with very few cancellations
to offset them this month. Wednesday Special pikcups were down
for the month becasue of the 4th of July holiday. Special time
charge pickups were down slightly but are still above normal.
Lugger container scheduling is into November, 1984, and we are
scheduling Wednesday Special pickups two weeks in advance.
Cubic yard collection by the City was down considerably for the
month and we are not sure what the reasons for this are. All
landfill work is proceeding well and we expect excavation to be
terminated sometime in August, 1984. Final cover material
being hauled into the landfill is expected to be terminated
 sometime in August also.

Sewer Division
Month of July, 1984
 NARRATIVE SUMMARY
 Sewer System:
The lines from the pumps to the classifier at College and
Henderson grit station were cleaned out twice during July.
weeds were sprayed at all of the lift stations and package
treatment plants. On the 26th, sludge was pumped out of the
settling tank at San Dangaro package treatment plant for
disposal. Installed a pump at Leming sawmill lift station that
had been out for repair. The sewer maintenance crew laid 1, 217
feet of 4" leachate line at the landfill from July lst to the
 23rd.
Wastewater Plant:
During the month of July, the motors, reducers, and couplings
for the screw pumps were painted. Rebuilt sprockets and new
drive chains were installed on the old east primary clarifier.
Sprayed weeds on the outside of the levee surrounding the
plant. Installed a new grease pump on the south screw pump.
Trickling filter nozzles were all removed and steam cleaned on
the 24th. The flood pumps were turned on from June 12 to July
13 due to Mississippi River flooding. They had been on from
March 20 to June 4 previously. The above was done in addition
to routine cleaning, routine maintenance, checking of
equipment, sludge disposal, and laboratory testing.

CITY OF CAPE GIRARDEAU
 TRANSIT PROGRAM
Month of July, 1984
 NARRATIVE SUMMARY
During the month of July, the City of Cape Girardeau provided
4,134 taxi rides. This is the first month of the second year
that the City has received Federal Section 18 funds to pay 1/2
of the expenses to operate the City demand reponse cab coupon
program. For the month of July, the City will receive a
reimbursement from the Missouri Highway and Transportation
Department of $2, 505.
In the month of July, the City Collectors Office began
redeeming unused expired 1983-84 taxi coupons for 1984-85 taxi
coupons. The Missouri Highway & Transportation Department
required a time limit on the validity of coupons funded by the
Section 18 program. The time limit printed on each coupon was
June 30, 1984 .
For the convenience of our participants, the City Collector' s
office redeemed these expired coupons for valid coupons. The
redemption program explains the large number of coupons issued
during July. The redemption program will cease on August 31,
1984.

CITY OF CAPE GIRARDEAU
 PURCHASING OFFICE
Month of July, 1984
 NARRATIVE SUMMARY
The annual refuse container bid was awarded to Magna-Fab Ltd.
They were determined to be the lowest and best bid with a bid
of $13,500. Magna-Fab' s nearest competitors bid was $1, 993
more. Magna-Fab has been our refuse container supplier the
past several years and was determined to remain our supplier.
The Wang word processing equipment purchased during the month
of June was delivered in July.
Installation of the new card-controlled fuel management system
purchased during May was completed. The new system will assist
in the City's preventive maintenance program, will increase
accountability, and help save money on fuel. The system will
provide superior recordkeeping capability to assist in the
preventive maintenance program and to insure accountability.
It will help save money because the City will be able to
purchase fuel on demand from the spot market after the current
fuel bid expires. The system enables the City to centralize
its fuel supply thereby permitting transport load purchases
from the spot market.
