The crime of assault continued to increase this month as was the case for 1983 as a whole. As explained in the 1983 Annual Report, this is at least in part due to the fact that an original police report is made on all complaints as op- posed to our earlier practice of submitting these complaints to the Prosecuting Attorney for his review, independent of a police report. During February, two high school students completed a six week internship with our department. The students, who expressed an interest in our department and in law enforcement as a careeer, were scheduled at various dates and times for patrol ride-along and observed our officers in the performance of their duties. In addition, details are being worked out for two college student internships to be conducted over the summer months. This internship is an annual event conducted in cooperation with the Criminal Justice Department of Southeast Mis- souri State University. Ptlm. David Warren, who has been assigned to the SEMO Regional Crime Laboratory, has tendered his resignation effective March 15, 1984. Considerations are under- way to naming a replacement for Officer Warren. Detective Robert Sander of the Detective Division is spearheading an effort to establish a regional intelligence network of arson investigators to more efficiently combat the ever increasing problem of arson. The goals of the network will be to share information regarding arsonists and arson schemes in our area, to promote more training and education in the field of arson investigations, and developing and maintaining better working relationships between arson investigators from various jurisdictions. Our department and the Missouri Division of Health have developed and published a "Rape and Sexual Abuse" informational booklet for distribution to the co unity. Developed with federal and state funds, the booklet will be use as reso c material for rape prevention and related semi rs s o ored by o dep tm t. Ray Jo son, Chief P ice CAPE GIRARDEAU POLICE DEPARTMENT MONTHLY REPORT February 19 84 OFFENSES REPORTED OFFENSES TOTAL TO DATE CLEARED OFFENSE 1983 1984 ' 1983 1984 + Month Year + Murder 0 0 - 0 0 - 0 0 Manslau hter (ne 1) 0 0 - 0 0 - 0 0 Forcible Ra e 0 1 + 0 0 - 0 0 Sexual Assault 0 0 - 0 0 - 0 ' 0 Robber 0 1 + S 4 - 1 2 - Assault 10 21 + 25 51 + 6 20 + Burglary Residential 8 15 + 22 34 + 1 5 + Commercial + 2 + Larceny Over $150 ' 27 44 + 85 70 - 4 S - Under $150 56 34 - 85 86 + 13 50 + Motor Vehicle Theft 5 7 + 11 12 + 2 1 + Recovered • p 3 + 2 6 + 2 • 0 - Arson 2 1 - 3 1 - 0 0 - Worthless _ Documents 39 2g 83 8g + 19 43 + Vandalism 40 35 - 88 77 - 2 5 - Narcotic Violations 1•1 12 + 16 22 + 12 18 + DWI 32 . 37 + 60 58 - 37 58 + Motor Vehicle Accident Re orts 169 183 + 328 343 + 0 0 - Other _ Re orts 142 215 + 301 383 + 140 224 TOTAL 548 . 644 1124 1253 + 239 670 + ADULT ARRESTS . 165 183 + 320 302 - JUVENILE ARRESTS 29 • 43 + 59 88 + TRAFFIC ACCIDENTS . 169 183 + 328 343 + In uries 28 16 : - S1 0 - Fatalities 0 0 - 0 - ,TRAFFIC SUIAiONSES 376 691 + 864 1420 + PARKING VIOLATIONS 203 343 + 669 824 + ' . . . ; • Prepard By: Louise Cole CAPE GIRARJ)EAU POL. The amount of ready mixed concrete listed on the activity sheet was used in seven different locations which required removal and replacement. The amount of curb miles swept was again low, as the majority of the month at least one of the sweepers was in for repair, and the other was used on a 16 hour a day basis. In addition to the miles of snow plowed on the activity sheet, there was thirty hours grader time on snow removal. In addition to the safety training that all the department personnel participated in, the construction section conducted in house training on street construction. There were several street cuts that Union Electric Company had made during the extremely cold periods in order to make emergency repairs to gas and water lines that were not repaired last month. This month the weather conditions were such that the street repairs resulting from utility repairs were caught up. The only major construction project that had work performed on it during the month of February was the Riverfront Park project. The biannual inspection of all bridges on the Federal Aid Urban System that is maintained by the City was completed.
