 CITY ATTORNEY REPORT
August, 1984
 PENDING LITIGATION
Union Electric Rate Case : The City Attorney attended a two
day prehearing conference in Jefferson City on the issue of
rate design. The Public Service Commission will hold hearings
on this issue in September of 1984.
A public hearing on the rate case was held in Cape at the
Arena Building on August 27, 1984. All five commission members
attended . Councilman Strohmeyer addressed the commission
stating the impact the proposed rate increases would have on
the City government. The meeting was well attended by members
of the public. No one seemed to want higher electric bills.
The public hearing in Cape was the first of a series of public
hearings to be held throughout the service area. A company
official described later hearings as mild compared to Cape.

CITY OF CAPE GIRARDEAU
 POLICE DEPARTMENT MONTHLY REPORT
Month of August, 1984
 NARRATIVE SUMMARY
On August 25-30 instructors from the Missouri Safety Center at
Central Missouri State University Warrensburg were in Cape
Girardeau to conduct a driver' s training program. A total of
60 City employees completed the 12 hour course in accident
avoidance driving techniques. The driving portion of the
instruction was conducted at the Cape Girardeau Municipal
Airport and involved the use of serpentine obstacles , backing
and maneuvering, and skid recovery. In addition, two members
of the police department were trained as instructors for the
course and will serve as instructors for the monthly program to
be implemented for other City employees. Funding for the
training was provided in the form of a 70/30 matching share by
the Missouri Division of Highway Safety.
On August 13 the revised law dealing with the administrative
revocation of driver ' s licenses went into effect. Much
training for the month centered around this new law which now
requires that all DWI offenses adjudicated in Municipal Court
be accompanied by the officer ' s seizure and revocation of the
violator ' s drivers license. Prior to the 13th, only those DWI
violations written into State court could generate the
 administrative revocation.
The recruitment and selection process for police officer
candidates continued throughout the month of August.
Applicants for the position were administered physical agility
tests, written examinations, and underwent extensive background
investigations. Al1 qualified candidates appeared before a
selection review board comprised of department members, city
government representatives, and outside agencies who aided in
the selection process. Scheduled for September are the
psychological testings, the polygraph examinations and the
medical examinations . Selection of the most qualified
candidates will be made by mid-September with a Police Academy
date scheduled for October l .
In conjunction with the selection and recruitment process for
police candidates, the department is simultaneously conducting
lateral entry examinations in hopes of employing experienced
officers from other departments. At the present time at least
two experienced officers are under consideration for employment.
Miss Kim Burris, a dispatcher, was employed on Augsut 27 to
fill the vacancy created by the resignation of Dispatcher
Weaver earlier in the month.

Ms. Betty Knoll, a Cape Girardeau resident, is serving as a
volunteer with the Cape Girardeau Police Department' s Crime
Prevention/Crime Analysis Unit. Ms. Knoll , who for sometime
has headed the Neighborhood Watch Program, began this month a
four day per week, four hour per day work schedule on a
voluntary basis assisting Sgt. Carl Kinnison in he analysis of
crime patterns and trends. This information is then reduced to
a weekly publication that is distributed throughout the
department and used in our selective fo c nt tactic .

Fleet Management
Month of August, 1984
 NARRATIVE SUMMARY
The enclosed table reflects the cost of maintenance to the City
of Cape Girardeau fleet. They are listed both by department
and by type unit. The fuel cost per mile is from our computer
system. Due to some equipment only fueling once in this
period, they are not recorded as yet. One underground gas tank
was installed at the golf course and soon a diesel tank will
also be in place. This will eliminate the fire hazzard that
 exists with outstanding tanks.

 CITY OF CAPE GIRARDEAU
ENGINEERING DEPARTMENT
 Month of August, 1984
 NARRATIVE SUMMARY
Construction activities about the same as last month with the
exception of increase on the Red Star Block Grant Project and
the Municipal Airport project.
The Mississippi River has receded to a level that has permitted
Girardeau Contractors, Inc. to make excellent progress on the
box culvert at the Municipal Airport. However, Alpha
Materials, Inc. has not installed as much storm pipe on the Red
Star Block Grant as they had planned on due to delays while
waiting on utilities to be relocated.

DEPARTMENT OF PUBLIC WORKS
 Waste Disposal
Month of August, 1984
 NARRATIVE SUMMARY
Wednesday Special pickups were at an all time high for the year
so far and the special time charge pickups nearly tripled this
month. These large increases are due mainly to cleanup
preparations being made before schools resume classes in
September. New commercial pickups have again increased for the
month and the number of lugger containers placed this month
increased also.
Cubic yard collection by the City is back to slightly above
normal, a possible computer malfunction may be the reason for
the low amount shown on the report for last month. Final
excavation for landfill life extension was completed August
28 . Due to some weather delays, the final cover material
hauling operation will continue into September. The last
leachate collection system pipe was installed at the landfill
in August and use of the newly excavated disposal area will
begin in September.
