 DEPARTMENT OF FINANCE
Month of October, 1984
 NARRATIVE SUMMARY
 Property Taxes
As of October 31, 1984 , property tax collections are $104,886. 03
or 12$ collected. November and December are heavy collection
months due to the fact that taxpayers prefer to pay County and
City taxes together. Beginning December 1, 1984, the City
Collector' s Office will be open from 8 : 00 A.M. to 12 :00 P.M. on
 Saturdays.
 Sewer Taxes
Sewer tax collections for the year ended June 30, 1984 were
lower while delinquents were hiqher. A major effort is being
 implemented to collect delinquents.
 Computer
Currently we are seeking bids from an outside consultant to
advise us of our future computer needs and capacity. Personnel
of the data processing department have been attending workshops
on computer equipment with plans to visit other cities which
have recently acquired new systems.

 CITY OF CAPE GIRARDEAU
POLICE DEPARTMENT MONTHLY REPORT
Month of October, 1984

NARRATIVE SUMMARY
The Region I Law Enforcement Training Academy conducted by the
Cape Girardeau Police Department began on October 1 with 15
police recruits in attendance. Seven of the recruits completed
the State Mandated 120 hour Basic Law Enforcement Course and
returned to their respective departments for assignment. The
remaining eight, all probationary officers of the Cape
Girardeau Police Department will continue in training toward
their completion of the 320 hour training program prior to
assignment as patrol officers. The academy, conducted once
each year, serves as the law enforcement training center for
the Southeast portion of the state, encompassing approximately
30 Missouri counties. Instructors for the Academy are drawn
from the ranks of local judges, attorneys, university
professors, agency heads and members of the Cape Girardeau
Police Department.
 Three department communication dispatchers successfully
completed the Computer Inquiry school in Sikeston, Missouri
during this month. The training was sponsored and conducted by
 the Missouri State Highway Patrol.
Chief Johnson was in Salt Lake City for the Annual
International Association of Chiefs of Police Conference. This
annual event is held at various locations throughout the
country and is attended by upwards of 5, 000 law enforcement
officials representing the United States and approximately 40
 foreign countries.
Several events of significant stature occurred during the month
of October. The Shriners ' Parade, which is an annual event,
was held on October 13th.
On October 15 , Vice President George Bush made his second visit
to Cape Girardeau within the past two years. The purpose of
the visit was to participate in a question and answer forum at
the Southeast Missouri State University. As in the case of all
visiting dignitaries, our department worked very closely with
the U.S. Secret Service' s Advanced Security Team and also in
providing security measures for the escort from the Municipal
Airport to the University and the Vice President' s return.
Mrs. Joan Mondale, wife of Democratic Presidential Candidate
Walter Mondale, also made a brief stop in Cape Girardeau while
en route to a speaking engagement in another city.

Again this month personnel changes were in abundance. Three
police officers resigned their commission. Ptlm. William
Bohnert resigned to accept employment with Proctor and Gamble
company. Ptlm. John Nelson accepted employment with the
Southeast Missouri State University Department of Public
Safety, and Ptlm. Brian Vick returned to his former employment
with a local fast food restaurant chain.
On the incoming side, Ms. Lauren Paulding was employed as a
dispatcher with our Communications Division and Mr. Gary Hurt,
a part-time City park employee, was employed as a part-time
basis as a weekend jailer.
As reflected in our October Statistical Report, DWI arrests are
up considerably for the month and for the calendar year. This
is the result of a continuing effort on our part to rid the
streets of the drinking driver, and our efforts have not been
in vain. Throughout the past year we have been successful in
reducing our nighttime alchohol related crashes by 35 percent;
a far greater success ration than any other city or law
enforcement jurisdiction in the state of Missouri. And this
year, as last, the Missouri Division of Highway Safety has
committed federal funding to our department for the continuing
of our sobrity checkpoint program. A total of twelve sobriety
checkpoints have been scheduled for the upcoming state fiscal
year.
Sgt. Kinnison, OIC of our Crime Prevention Unit, appeared on
the KFVS-TV Breakfast Show October 23 to share with the public
some safety tips on Halloween. In addition, he made numerous
appearances at various schools throughout the City, providing
safe Halloween tips and distributing 4 ,200 safety reflective
Halloween bags for children to use while trick-or-treating.
Other activities of the Crime Prevention Unit included a
continuation of our Child Fingerprint Program at the Venture
Store on October 13, and again at the Small World Pre-School on
October 26. Also a city-wide Neighborhood Watch meeting was
held on October 16 for the purpose of training and recruiting
new members into the Neighborhood Watch Program.
Efforts are continuing to further our Comprehensive Seat Belt
program designed at increasing seat belt usage among the
motoring public whroughout the City of Cape. Two committee
meetings were held Octoer 8 and again on October 29.
Statistics reveal that on the national and Missouri state
level, seat belt usage is constant at the 10$ mark amoung
motorists. However, an observation survey conducted within the
City limits of Cape Girardeau coupled with our accident
statistics reveal that only 4 of the City' s motorists regularly

CITY OF CAPE GIRARDEAU
 Street Division
Month of October, 1984
 NARRATIVE SUMMARY
Our efforts in the Street Department were impeded to a great
extent during the month due to excessive rain. Gravel streets
and alleys were a continuous problem due to washouts. The
multiple drop inlets in the 100 block of South Frederick were
completed. The street divider or island on North Spanish
Street at the Broadway intersection was removed. We finished
our concrete crack filling project for the season with a total
of 7. 55 street miles completed. Concrete repairs were made in
eleven (11 ) different locations for the month. Regular leaf
collection pickup is scheduled to start November 1.

CITY OF CAPE GIRARDEAU
 Fleet Management
Month of October, 1984
 NARRATIVE SUMMARY
The Fleet Management Department rebuilt the four (4 ) wheels on
the landfill compactor, which were 100$ worn out, instead of
replacing them at $12,292. 00 per wheel. This resulted in a
savings to the City of $40, 328 . 31. By checking all available
suppliers there was also a savings of $4, 923 . 53 on the cost of
parts to rebuild them by buying direct from the factory. If
this item had been replaced out of capital improvements instead
of out of the maintenance funds, our maintenance cost would be
$1, 003.56 less this month of October than it was in October,
1983.

Waste Disposal
 Month of October, 1984
NARRATIVE SUMMARY
The number of lugger containers placed and Wednesday special
pickups are back to about normal. Special time charge pickups
are about twice the normal amount. The number of new
commercial pickups for residential and commercial routes has
again risen slightly, resulting in an overall increase of
twenty-seven new commercial stops since January of this year.
Cubic yard collection done by the Sanitation Department is up
over last month by nearly twenty-five hundred cubic yards.
Refuse brought into the City' s landfill by contractors is up
over three thousand cubic yards from last month' s total. This
increased yardage plus an unusually heavy rainfall for the
month and a lot of equipment down-time resulted in a major
problem in keeping up with landfill operations. A construction
contractr, R.B. Potashnick, had to be called in to build new
roads and assist in compaction and covering operations until
normal functions can be resumed by existing equipment and
personnel.

TRANSIT PROGRAM
 Month of October, 1984
 NARRATIVE SUMMARY
During the month of October, the City of Cape Girardeau
provided 5,474 taxi rides. For the month of October, the City
will receive a reimbursement from the Missouri Highway and
Transportation Department of $3,492. 25 through the Section 18
Grant Program.
In October, all handicapped and elderly coupons were sold out
by the middle of the month. This seems to confirm the theory
that during the hot weather months ridership decreases while in
the colder weather months ridership increases.
