 CITY OF CAPE GIRARDEAU
POLICE DEPARTMENT MONTHLY REPORT
Month of November, 1984

NARRATIVE SUMMARY ,
On November l, considerable portions of the City were
threatened by flash flooding and numerous businesses sustained
considerable water damage. A special thanks to the various
City department employees and particularly the Fire Department
personnel for their cooperation and assistance in controlling
and diverting traffic around the flooded areas, helping keep
confusion and congestion to a minimum.
On November 3, the Police Department and Police Reserve Force
provided traffic and crowd control for the annual Southeast
Missouri Homecoming Parade. For the most part, all
participants and spectators conducted themselves in an orderly
fashion and no incidents of a significant nature were reported.
Eight (8 ) probationary police officers completed their 320 hour
training with the Regional Law Enforcement Training Academy.
For a period of four weeks, the probationary officers will be
assigned to field training officers and will work a rotating
assignment exposing them to the various divisions within the
department, such as Traffic Enforcement, Criminal
Investigations, Crime Prevention, Communications and Records,
Evidence, and Patrol. This compliment of eight (8 ) new
officers takes our manpower strength to 53 ; 1 short of our
 authorized strength of 54 .
Some good investigative police work on the part of our criminal
investigation division and particularly Det. Cpl. Ed Barker,
resulted in several arrests and the breaking of a major local
burglary ring. Two persons, a mother and a son, were arrested
and convicted on burglary charges and sentenced to 20 years
each in the State Penitentiary. In addition to the crimes
cleared here in Cape Girardeu, the arrests and subsequent
information also resulted in the clearing of several crimes of

The Crime Prevention Unit was very active during the month. On
November 7 , Sgt. Kinnison was the subject of 30 minute
Perspective program taped and aired by KFVS TV. The emphasis
of the program was seat belt usage and dealt with information

formed to promote seat belt usage of motorists throughout the
City.
November 12-16 was Youth Appreciation Week as recognized by the
local Optimist Club. Our Crime Prevention Unit visited all
elementary schools in the City and provided safety programs

school. In addition, seven other programs were provided

related topics. Det. Karen Sullinger, who heads our sexual
assaults and child abuse investigations, gave two presentations

The Police Department and the City Prosecuting Attorney Gary
Earlywine met on November 8, with representatives of the Cape
Cable TV Company. The purpose of the meeting was to discuss
ways of developing a coordinated effort aimed at curbing the
theft of cable TV service. There has been a steady increase in

here in Cape Girardeau was timed to coincide with a National
Public Awareness campaign aimed at educating the public toward

Month of November, 1984
 NARRATIVE SUMMARY
The end of November, 1984 report compared to the end of
November, 1983 shows that we spent $440. 92 less in November,
1984 on repair parts than the previous year same time period.
Included in this cost is the rebuilding of the vactor section
of the sewer vehicle. Had this unit been replaced instead of
rebuilt it would cost over $100, 000. 00 more. The repaired
vehicle has a life expectancy of five more years, with normal

Month of November, 1984 ,

NARRATIVE SUMMARY
Construction activities decreased this month primarily due to
the unusually wet weather. Deer hunting normally interferes
with construction work during the month of November. However,
there was very little lost time on any project this year due to
the workers taking off for deer hunting. There were plenty of
construction activities to be performed, but the weather
 hampered all types of construction.
Construction activities generally are the heaviest during
September, October, and November, because everyone is trying to
complete as much work as possible before wet and cold weather
conditions stop most outside construction activities.

Waste Disposal
 Month of November, 1984
 NARRATIVE SUMMARY
The month of November again shows an increase for new
commercial pickups for both residential and commercial routes.
Although it shows a marked decrease for lugger containers
placed and Wednesday special pickups, this is mainly due to the
two holidays observed this month, Veteran ' s Day and
Thanksgiving. Our special time charge pickups are up again
this month and this is partly due to cleanups made after the
flash flood we experienced on November lst, and may also be due
to businesses gearing up for the holiday season.
The landfill report shows a decrease in cubic yards received
for this month compared to last month but this is due to being
closed for the two holidays and is still not below our normal
average.
Again this month we have encountered problems with heavy
rainfall and equipment downtime resulting in assistance from
R.B. Potashnick being required until normal "in house"
 operations could be resumed.
