Both were apprehended approximately ten days later; one in Oklahoma City, the other in Sikeston, Missouri. Measures are underway to add additional bars and to "cap off" the skylight with steel plates to prevent any similar escapes in the future. Sgt. Carl Kinnison and volunteer Crime Specialist Bettie Knoll attended a two-day Crime Analysis Seminar in Springfield, Missouri. The Springfield, Missouri Police Department is recognized as the leading department in the State in the area of Crime Analysis and much of what our department is currently doing in that area has been modeled after Springfield' s program. Our Crime Prevention Unit also conducted six Crime Prevention/Safety Programs during the month of January and conducted ten tours of our facility for various organizations. Hiring efforts under our lateral entry program continued during the month of January and three candidates successfully completed the process, all of which are currently serving as police officers; one in the Cape Girardeau County Sheriff ' s Department, one with the Glascow Police Department in the Kansas City area, and the third with the Oran Police ■ Department. They will all begin employment with our department on February 25. Also, three officers who previously resigned their employment with this department, have returned, or, are scheduled to return. Patrolman Gerald Neels resigned to accept a position with the St. Louis County Police Department; after completing the four-month training program at the Greater St. Louis Police Academy, Officer Neels returned to his former position with our department. Former police officers, Richard Fehr and William Bohnert, both of whom resigned late last year to accept employment in the private sector, have indicated their desire to return to our department and are scheduled to do so in February. Other intradepartmental personnel changes included the assignment of one patrolman to the detective division and another assigned the additional duties of Assistant Identification Officer, or Street Evidence Technician, as they are referred to in our department. Monthly Activity Report January, 1985 Page 2 In the area of training, one detective attended an IACP four-day seminar in Atlanta, Georgia on "Missing Children" . One officer attended a one-day seminar in Sikeston, Missouri on "Child Abuse and Neglect" . This training was provided by the 32nd Judicial Circuit Juvenile Court. Also, one officer attended a seminar at the local DFS office, "Working With Minorities" . Work is continuing toward the completion of our annual report and it is expected to be ready for distribution by March l. While the annual report will reflect some of the successes the department has experienced, there are a number of areas in which we remain unsatisfied with our progress. To assure creater success in future years, we have begun the formalization of departmental and division objectives. Each division head has been required to reduce to writing measurable goals that the division will strive to obtain during the calendar year 1985 . Al1 department members have been made aware of the objectives of the various divisions and progress toward accomplishment will be measured monthly. Although motor vehicle accident injuries were only up slightly during January, 1985, as compared with January, 1984 , motor vehicle accidents themselves took a tremendous jump. This can be attributed mostly to the severe weather conditions and the extended number of days of hazardous driving conditions during January.
