Our department and the St. Louis and local office of the federal A.T.F. agency co-sponsored a 40 hour training session on Arson for Profit. The session was attended by 28 police/fire personnel from the Southeast area of the state including members of this police department and the City fire department. Chief Johnson, Captain Boyd, and Lt. Ratliff attended a one day briefing session in St. Louis on paramilitary group activities in the state. The activities of such groups have become a real threat and Missouri is the center of their acti- vities, as reported by the Federal authorities and the Missouri Department of Public Safety, who sponsored the 8 statewide program. In-Service training for the month centered around the use of the I.A.C.P. "On Guard" video cassette roll-call training program on Police Liability. Also con- siderable emphasis awas placed on report writing training for all personnel. Of the 160 motor vehicle accidents handled by our department during January, 11 involved child passengers under the age of four. In all but one case, the child was properly restrained as required by the new state law. Chief Johnson is serving on a committee with representatives of the medical/service club community that meets monthly, promoting public awareness of the new law. By far, the majority of the motoring public seems to be complying voluntarily with this law and its requirements. We have begun compiling our departments 1983 annual report and have targeted the end of February as the date for completion and distribution. Also our com- pletely revised Written Directive Manual should be ready for distribution about the middle of February. The Missouri Police Chief's Association annual confezence will be held April 8-11, 1984. One of tfie training topics on the agenda is Fleet Service Management. A request has been made that Sante Davidson serve on a 3 member presentation/panel discussion one afternoon of the conference. Chief Johnson will be providing addi- tional in£ormation when more detailed plans are formulated. Recently a department directive was issued requiring all drivers and passengers of department vehicles to wear their seat belts. A recent motor vehicle accident involving a patrol car that resulted in $4000 in damages and no inuries, strength- ens our confictions in the wearing of seat belts. The Police Department's repre- sentative to the City Safety Committee will be bringing up for discussion the matter of seat belts as a possible recommendation for all city employees. Dr. Briner of the SEMO Regional Crime Lab and Chief Johnson have co-authored an article regardint eh Police Department's assignment o£ a police officer to tem- porary duty in tfie Crime Lab. "Police Chief", the publication o the I.A.C.P. , has expressed an interest in printing the article in a near uture issue. The attached offense chart reflects the crime/incident occurrance rate for January, and compares the figures in the various classifications with January of last year. Year-to-Date Totals also are shown, and will become more meaningful as additional monthly totals are gathered. In addition, clearance rates (number of crimes solved) are shown monthly and as Year-to-Date Totals. =' : V 1 , ;' il. 1U,.__- tay Jonso , Chie 'of Police . . %. /'f . . \./ CAPE GIRARDEAU POLICE DEPARTMENT MONTHLY REPORT .Tanuary , 19 84 OFFENSES REPORTED OFFENSES TOTAL TO DATE CLEARED OFFENSE 1983 1984 ± 1983 1984 ± Month Year + Murder 0 0 0 0 0 0 Manslau hter (ne l 0 0 0 0 0 0 Forcible Ra e 0 0 0 0 0 0 Sexual Assault 0 0 0 0 0 ' 0 Robber 5 3 - 5 3 - 1 1 - Assault 15 30 + 15 30 + 14 14 + Burglary Residential 14 19 + 14 19 + 4 4 + Commercial 5 14 + 5 14 + Larceny Over $150 58 26 - 58 26 - 1 1 + Under $150 29 52 + 29 52 + 37 37 + Motor Vehicle Theft 6 5 - 6 5 - 1 1 + Recovered • 2 3 + 2 3 + - Arson 1 0 - 1 0 0 0 Worthless Documents 44 60 + 44 60 + 24 24 + Vandalism 48 42 - 48 42 - 3 3 - Narcotic Violations 5 6 -F 5 6 + 6 6 + DWI 28 . 21 - 28 21 - 21 21 - Motor Vehicle Accident Re orts 159 16Q + 159 160 + Other _ Re orts 159 168 + 159 16$ + 84 84 TOTAL 578 . 609 + 578 609 + 280 280 + ADULT ARRESTS . 155 119 - 155 119 - 119 119 - JUVENILE ARRESTS 30 45 ' + 30 45 + 45 45 - TRAFFIC ACCIDENTS 159 160 + 159 160 + 160 160 + In uries ' 23 24 : + 24 2 24 + Fatalities 0 0 0 0 0 0 TRAFFIC SUhIIIONSES 488 729 + 488 729 + 729 729 + PARKING VIOLATIONS .466 481 + 466 481 + 481 481 + . . . , Prepared By: Louise Cole CITY OF CAPE GIRARDEAU FIRE DEPARTMENT MONTHLY REPORT January, 1984 NARRATIVE SUMMARY Responded to an alarm at 623 Emerald Street where a rental residence owned by Fred Dormeyer and occupied by Carol Lawrence received considerable damage to the kitchen and bedroom. It was necessary to use the K-12 and chain saw to gain access to the fire which is believed to have started in the wall by someone thawing water lines. Responded to an emergency call (extrication) on I-55, Mile 98, when an automobile slid off the ice-covered pavement. The three occupants were extricated from the automobile by the fire department and transported to the hospital by Cape County Ambulance Service. Responded to a residential fire at 1107 Giboney owned by Charles Dietiker. The fire apparently started when the flue attached to the wood stove was accidentally knocked loose. The residence and contents sustained heavy fire damage. Responded to an emergency request from the Austin Company. An employee of that company was sandblasting a 2,000,000 gallon empty gasoline tank when the scaffold- ing collapsed, causing the employee to fall approximately 40 feet. It was necessary for the department to breach the tank with a cutting torch in order to rescue the employee who was then transported to the hospital by Cape County Ambulance Service. Responded to an alarm at 307 North Frederick Street which was discovered to be a false alarm. Three children who were seen fleeing the area were apprehended by police and released to uvenile authorities. — .L--'Y- Charles Mills, Fire Chief CITY OF CAPE GIRARDEAU FIRE DEPARTMENT MONTHLY REPORT JANUARY, 1984 THIS THIS MONTH THIS YEAR LAST YEAR FIRE ALARM CLASSIFICATION MONTH LAST YEAR TO DATE T0 DATE Automobiles 7 9 7 9 Mall Business 4 4 4 4 Residential 27 28 27 28 Residential (Rental) 5 3 5 3 Apartments . 8 8 8 $ Aircraft 1 2 1 2 Parking Lots 1 0 1 0 Business 8 4 8 4 Day Care Centers 2 0 2 0 Fields 3 1 3 1 Schools 2 1 2 1 Churches 2 0 2 0 Dumpsters/Barrels 1 1 1 1 Hospitals 6 0 6 0 Manufacturing/Factories 1 2 1 2 Shed/Barn 1 0 1 0 House Trailers 1 0 1 0 Swimming Pool 1 0 1 0 Tanker Truck 1 . 0 1 0 Street Scenes 1 0 1 0 Automobile Extrication . 1 0 1 0 Nursing Homes 1 1 1 1 Rescue 1 0 1 0 Dp 1 0 1 0 University Dormitories 0 15 0 15 Private Clubs 0 1 0 1 Right of Way 1 0 1 0 Motel 1 0 1 0 TOTAL 89 76 89 76 CITY OF CAPE GIRARDEAU FIRE DEPARTMENT MONTHLY REPORT JANUARY, 1984 THIS THIS MONTH THIS YEAR LAST YEAR INCIDENT CAUSES MONTH LAST YEAR TO DATE TO DATE Propane and Natural Gas Investigation 11 0 11 0. Fuel usage is on the average auto. Police Department vehicles are averagin4 1 'i.05 miles per gallon, dump trucks are averaging 4.5 miles per gallon, and saiitation trucks are averaging 2.4 miles per gallon. It is evident that engine cost went up this month because of rebuilding a station wagon. This is a nonrecurring item. Golf Course did work themselves rebuilding lawn mowers which explains their rise in cost for January. Park Department costs are from the installation of a sander and the upgrading of equipment. Sewer Department increase in cost is due to repairs on the lugger truck used to carry waste to the landfill along with upgrading equipment. Sanitation Department Drivers have been enrolled in Vo-Tech for driver's training. Hopefully this will help improve safety and maintenance on Sanitation Department vehicles. We were unable to completely cover all the refuse wih dirt, but did manage to cover most with sand and dirt hauled in by the street department. On January 26, we completed and opened an all weather road to our working face of the landfill which greatly improved all operations at the landfill. This road was built mainly by the street department with the aid of the engineering department. Slick, icy roads were a definite problem this month for trash pickups, but so far we have not had to cancel or change any pickup schedules because of them. i ary Forshe Waste Disposal Superintendent WASTE DISPOSAL Month of January, 1984 THIS THIS MONTH THIS YEAR LAST YEAR MONTH LAST YEAR TO DATE TO DATE RESIDENTIAL ROUTES Number of Rear poor Pickups 183 Number of Commercial Pickups 503 Approx. Seasonal lull in puncases during cold weather months. Most major purchases occur in summer and spring months when major departmental work occurs. 2. Lack of major items requisitioned. The Purchasing Office only solicits bids on items over $100.00. 3. Sole source and emergency purchases. Approzimate savings to date documented amounts to $3,065.90. Most savings occurred in the commodities ice and snow control salt, drive chains, and light bulbs. The above figure is understated because all savings accrued during the period from July 1, 1983 to January 31, 1984 have yet to be fully documented. Future reports will include a more comprehensive and accurate savings figure. J.
