4. Doug Leslie, Cape Girardeau's City Manager, discussed the possible interconnection
between the Cape and Jackson water systems along Lampe Road. They are also looking
at other areas for interconnection as a means to maintain water for emergency purposes.
Mr. Leslie indicated that Cape Girardeau has also had similar discussion for an
interconnection with Scott City's water system near the Regional Airport. He also
indicated that Scott City representatives had discussed some time of funding assistance
that may be available for the interconnection. Chairman Proffer from Jackson asked if
there had been any discussions about interconnecting sewer systems. Mr. Leslie stated
no discussions had taken place at this time, but we may look into that possibility in the
next 15 to 20 years.
Commissioner Kenneth Ruff of Jackson asked if the Cape Girardeau Commission had
looked into the possibility of assessing impact fees for new developments. He indicated that the
impact fees would take some of the burden off of citizens for infrastructure improvements in
some areas. Jay Stencel, Cape Girardeau's City Engineer, indicated that where he had recently
been employed, they had impact fees for roads, and the County had impact fees on top of the
city's fees.
� After discussion, both Commissions felt it would be good to get together and discuss the
possibility of implementing impact fees. They did feel that both communities should work
together and implement fees of the same type if this were to be done. Both Commissions also
felt that it would be beneficial to include Scott City in any discussions on this matter. They all
felt that the matter should be discussed with the Council or Board of Aldermen first and see if
they would be favorable to investigating this further.
The last recommendation from both Commissions was that joint meetings of the two
Commissions should be held on a yearly basis.
