at 7:00 p.m., at the Osage Centre. Any items that Commissioners wanted to place on the
agenda should be forwarded to Kent Bratton.
Chairman Smallwood asked for an update on the proposed sign ordinance. Beckie
Figliolo, Planning Technician, reported that staff was reviewing the ordinance with the
City Attorney and some changes are being made. She indicated that staff needed to make
a final review of the ordinance, and planned to submit the changes to the Commission for

 Minutes—September 15, 2005

Commissioner Hinckley voiced concerns about the site distance at the entrance to Timber
Creek Subdivision from Old Sprigg Street Road. He asked if it was possible to relocate
the entrance to a better location. Mr. Bratton indicated that the current location meets
City standards and was probably the best, as far as site distance was concerned, as other
locations had much less distance visibility.
Chairman Smallwood expressed concern about the number of driveway entrances onto
Kingshighway, and asked if we could recommend limiting the number of entrances.
Chris Koehler, Koehler Engineering and Land Surveying, was present at the meeting and
indicated, in working with MoDOT, by law they could not limit the access if the
entrances conformed to their standards.
Commissioner McKinney voiced concerns about the left turns into the business just north
of the Cape Rock Drive/Maria Louise Drive intersection, and asked if we could request
the median be extended. Kent Bratton, City Planner, said he would contact MoDOT in
this regard.
Chairman Smallwood asked if the signals at Morgan Oak and Sprigg Streets could be
changed to flashing yellow, until such time as the River Campus is complete and
additional traffic could possibly require that they be reactivated. Kent Bratton said he
would discuss this with Engineering and Public Works staff.
Commissioner Buhs commented about conflict of interest for Commissioners, and stated
he believed they would be remiss in not being aware of what would constitute a conflict
of interest. He asked about possibly meeting with the attorney to go over what
constitutes a conflict of interest, and possibly getting a definition. The staff indicated
they could send out copies of an earlier memo from the attorney regarding this
information.
Respectfully submitted,
