3. That the request of Sherman and Syvilla Swan and Frank and Rebecca Stinnett for a
Special Use Permit for a group home day care for up to twenty (20) children at 1200
Ranney Avenue, located in an R-2, Single Family Residential District, be tabled to the
August meeting. Frank Stinnett and Tamara Nunley presented the request. The Stinnetts
want to purchase the property and operate a day care center for up to forty (40) children
at this location. The Commission asked that the application be amended to reflect that
information, and that the adjoining property owners be renotified prior to the August
meeting because of the increase in the number of children that would be attending the day
care. The vote on the motion to table the request was 9 in favor and 0 in opposition.
4. That the minor record plat of DSWD Independence Subdivision No. 3 be recommended
for approval. The vote on the motion to approve the plat was 9 in favor and 0 in
opposition.
5. That the preliminary plat of Cape Rock Woods be recommended for approval. The vote
on the motion to approve the plat was 8 in favor and 0 in opposition, with 1 abstention.
Commissioner Rhodes abstained as owner of the property.
� Chairman Smallwood reminded the Commissioners about the upcoming election on
August 2"d. The TTF-3 proposition is on the ballot at this election.
Chairman Smallwood appointed himself, R. J. McKinney, and Greg Williams to serve on
the Commission's long-range strategic planning committee to meet with Councilwomen Debra
Tracey and Marcia Ritter in this regard.
Kent Bratton, City Planner, distributed a proposed addition to the C-2, General
Commercial District, regulations to allow assembly of electrical, electronic or plastic
components as a use of right, with some restrictions. The addition will be placed on the
Commission's agenda for August l Oth for discussion.
Mr. Bratton also asked that the Major Street Plan be placed on the August agenda for
review and that the Commission's traffic committee consisting of Skip Smallwood, Scott
McClanahan, and Bill Hinckley be available to meet with staff to work on proposed changes.
