The Planning and Zoning Commission met Wednesday, July 14,
2004. By majority vote, actual vote counted and in the file, we act and/or
recommend as follows:

,��� Permit to operate a chiropractic office at 226 Albert Street
�� � located in an R-2 Single Family Dwelling District be

- � recommended for approval for use as a chiropractic office only.

s .� The vote for the motion to approve was 10 in favor and 0 in

�` - opposition. No citizens appeared in opposition to this request.

2. That the request of Stifel, Nicolaus and Company, Inc. for a
�� Special Use Permit to install a sign at 2849 Independence,
located in a C-1 Light Commercial District, be recommended
� � for approval. The vote for the motion to approve was 10 in favor
. and 0 in opposition. No citizens appeared in opposition to tlus
�� request.

w 3. T'hat the request of Westminister Presbyterian Church for a

°=� Special Use Permit to install a sign at 1820 Perryville Road,
��$ � located in an R-1 Single Family Residential District, be
`� �' recommended for approval. The vote for the motion to approve
was 10 in favor and 0 in opposition. No citizens appeazed in
��� opposition to this request.

4. That the Record Plat of Rock Creek Meadows Townhouses
�"; Phase II Subdivision be recommended for approval. The vote on
�'� the motion to approve the plat was 10 in favor and 0 in
��� opposition. There were no citizens present in opposition to this
�� '` �� development.

e.�,;' Tom Meyer, Chamber of Commerce representative on the Planning and
�� � Zoning Commission's Sign Committee, reported on the proposed sign
ordinance. Review of the proposed ordinance was tabled at the stafPs
� � request and will be placed on the Commission's August or September
agenda for discussion.

'��` Chairman Skip Smallwood asked for two volunteers from the Commission
,�� ' to serve on a committee to research home-based businesses in Cape

_'� Girardeau. R.J. McKinney and Scott McClanahan volunteered to serve. The
'�, Chamber of Commerce appointed Buz Sutherland, Rick Sparks, Tom
"��' Higgins and John Mehner to their committee in June.

�� ,�F ���;� � Kent Bratton presented Option I of the three preliminary designs for
� `� ,� r';�, " Fountain Street Phase II to the Commission for a prepazatory approval
t� �x � ;� r before advancing any design further. Mr. Bratton reported on the meeting
