� Gentlemen:

� ; The Planning and Zoning Commission met in special session Wednesday, •
� November 6, 2002. The purpose of the meeting was to hold a public hearing, and
� review and make a recommendation regarding the Marquette Hotel and Parking
� � Areas Redevelopment Plan presented by the Marquette Plaza 353 Redevelopment
�
�. <� Corporation.

,� � Mr. Fred Lasfer, Lafser and Associates, presented the redevelopment plan
,� � for the Marquette Hotel and Parking Areas. The Commission asked questions �
cr re ardin the lan followin the resentation.

Mr. Charles Hutson, president of the Cape Girardeau Redevelopment
� ' Corporation, also appeared before the Commission to support and endorse the �
'�� ;:: preliminary redevelopment plan.
,� � �
� 0.'� Upon a motion by R. J. McKinney and second by Raymond Buhs, the
� � Commission unanimously found that the Marquette Hotel property at 338 Broadway
� � and Southeast Missouri University Foundation Property at 221 North Fountain
Street are both blighted areas and concurred with the Blight Study prepared by
�i� Lafser and Associates.

� A motion by Robert Blank and seconded by R. J. McKinney found that the
;�. :; Marquette Hotel and Parking Areas Preliminary Development Plan furthers the
� purposes of Chapter 28,Urban redevelopment, of the City Code.

� In other action the Commission unanimously elected Glenn W. Smallwood,
Jr. as temporary Vice-Chairman, and Raymond Buhs as temporary Secretary until
the regular election of officers at the Commission's January meeting.
The Commission also set the day and time of Noon on Tuesday prior to their
meetings for the bus rides for the winter.
