The purpose of the study session was for discussion ' of three items which re uired further review. `n 9 : The Commission discussed manufactured home guidelines, a topic vhich .: had previously been discussed. The Commissioners reviewed information + ; ::;;..... .....: : : :: provided by staff regarding amendmen±s to the Zoning Ordinance with regards : : ,, ,,,. to new and more detailed definitions for manufactured units, modular units, and , ' mobile homes. Also provided were possible requirements that could be adopted i i : for use for allowing manufactured (molhile) homes with a Special Use Permit. The final item reviewed was a "plain language" pamphlet draft which could be ; handed out to citizens inquiring about manufactured homes in residential areas = * other than in mobile home parks. ', Commissioners also discussed the possibility of creating an overlay zone which would allow conventionally built residences and manufactured homes as ' a use of right. After discussion of this possibility, the Commissioners felt that > < this tyne of zone would require extensive review in order to creats: the least ' " number of problems. ; , +i ,; The Commission also heard comments from Rick Murray, Inspection ' Services Supervisor, and Dan Wh?te, Fire Chief, regarding construction ; `: standards and fire hazards in manufactured homes. ! ( The Commission instructed the staff to prepare a draft ordinance for to S review at their next regular meeting with regards to adopting new definitions of manufactured (mobile) homes and business units, and modular homes, includng d ; other amendments to conform with the new definitians. ; ; The next item on the Commission's agenda for discussion was that ol sidewalks in new residential subdivision developments. Mark L,ester, City Engineer, indicated that his staff prefers a green space between the sidewalk and ;: curb. The main reasons for this preference is that it gets pedestrian traffic € farther away from the vehicular traffic, and it also allows for utility locations yvithin the right-of-way. Brian Strickland, Civil Engineer, distributed drawings showing two options for sidalk ]ocations. Mr. Lester indicated that from a traffic standpoint, Option A was best, and from a utility standpoint, Option B ;; was best. : +.., After further discussion, the staff was requested to prepare a draft ordinance requiring sidewalks to be placed on the Commission's next regular ` aoenda for review. ' ; > PLANNING AND ZONING COMMISSION MINUTES May 29, 1997 Page 2 The third item for discussion by the Cammission was that of utility easements in new subdivision developments. The various utilities (Union Electric, Southwestern Bell, TCI, and Alliance Water Resources) have met and have asked that utility easements be placed on new subdivisions as follows: 10 feet along the front pranerty line adjacent to the street right-of-way, 10 feet along the rear property line, and 5 feet along each side property line. Commissioners felt this was too much to request from developers. They felt the front and rear easements could be dealt with, but th.e side easements on each lot should not be allowed. A representative from Union Electric indicated that if the easements were not required, they could be released. Staff and Commissioners both agreed that this was a very time consuming matter, taking anywhere from one to three months to accomplish. The lengthy time period could cost the developer the loss of a potential sale in some instances. It was stated that these rypes of easements were being given in other cities, and to date had posed no particular problems. The Commission felt that there ma; not be any actual problems, but there could he perceived problems with the developers. Commissioners agreed that there was a need for additional utility easements, but that new developments were currently being made without serious problems in this regard. The Commission asked that this item also be placed on the agenda for their next regulr meeting for review. Respectfully submitted, 0 Thomas C.
