approval.
3 . That the request of Joseph J. and Hertha C. Russell
for a Special Use Permit to construct a facility for
the Cape County Ambulance Service at 1458 North

An informational hearing was also held at this meeting to
receive comments on the City's on-premise sign regulations and
possible changes to these regulations. Mr. Gene Diebold,
representing General Sign Company, appeared commenting that
clarification of the regulations was needed and consistency in
interpretation of the regulations. During discussion of the
comments presented, Mr. Bratton indicated that a draft ordinance
regarding the on-premise sign regulations would be prepared for
review by the Commission.
The Commission held discussions and received comments from
residents of the area and the developer concerning the matter of
the Kent Drive connection to Lexington Avenue remanded back to them
by the City Council at their meeting on August 6, 1990. After
hearing comments from all parties, the Commission voted to table
action on the request on the basis that the Commission could not
make a decision at this point in time. Comments concerning this
item to the Council concerning their request are as follows:
1. The Commission feels that the instructions civen to them
to select the alignment of Kent Drive is impossible for them
to act on, and feel that this is not within their jurisdiction
 to decide.
2 . The Commission asks whether or not the Council has heard
comments from all parties connected with this request. They
feel it is necessary that all sides be heard and understood.
3 . The Commission feels that City staff should be responsible for
examining alternatives regarding location and costs of
connections of Kent Drive to Lexington Avenue.
4 . That the Council be aware that if the street is put in, the
property will probabl have to be condemned and paving forced,
and that the church will not locateont this particular site
because the street will take up a substantial portion of the
proert which was planned for future expansion of church
facilities.
Res ectfully submitted,
