The City Council discussed issues relating to the Sales Tax Holiday approved by the State
Legislature, including the timing, the financial impact to the city, and the pros and cons to opting
out of the holiday. Mr. Leslie explained that in 2003 the legislature adopted a law that no sales tax
would be collected in the state on August 13-15, 2004 to cover a prime shopping period for back
to school purchases. The State has provided an option to cities and counties to opt of this
provision, which allow them to collect their local sales tax. The City Council must notify the State
by July 9 whether or not the city will be participating. The letter in the Council packet included
information from the Missouri Municipal League and the State Chamber of Commerce. These
sources indicated that the city could lose up to $9,000 in sales tax revenue or gain up to $15,000 in
additional sales that would not otherwise be made by consumers. Mr. Cunningham reviewed the

four areas that would be affected by the holiday: (1) clothing up to $100 per purchase, (2) school
supplies up to $50 per purchase, (3) computer software up to $200 per purchase, and (4)
computers up to $2,000 per purchase. Mayor Knudtson stated that the Chamber President
previously indicated he felt the Chamber Board would endorse the Sales Tax Holiday; however
they have not yet taken official action on this.
At the request of the Council, Ms. Joyce Hunter of Westfield Shopping Town discussed how the
sales tax holiday would affect retail stores as well as other merchants in town, especially
restaurants. In order to better plan for the event, most retailers would prefer to have a good
amount of time prior to the date of the holiday to plan their advertising campaigns and order stock.
At the request of the Mayor, Ms. Hunter agreed to gather information from other Westfield
Shoppingtowns in communities that have sales tax holidays, including information on increases in
sales on goods not included in the sales tax holiday. She will present this information to the
Council for its next meeting.
Following further discussion on issues that would affect the sales tax holiday, the Council agreed
to delay action on this issue until further information is received from Ms. Hunter, and a
recommendation is received from the Chamber Board. In addition, they felt they needed to make a
decision as soon as possible for the benefit of the local merchants. This issue will be placed on the
next agenda for further discussion.

Mayor Pro Tempore replacing Councilman White. The motion was approved upon the following
vote: ayes, Boardman, Herbst, Hopkins, Knudtson, Purcell, Ritter, White. Nays, none.

second, and the following vote: ayes, Boardman, Herbst, Hopkins, Knudtson, Purcell, Ritter,
White. Nays, none.
