Mayor Knudtson reported on the following:
1. There is a planning meeting with city staff and others scheduled for March 19 to revisit issues
relating to Center Junction.
2. He recently visited the Wastewater Treatment Plant facility, and he thanked the staff that
assisted him on the tour.
3. Youth in Government Day is scheduled for May 5. This is an opportunity for students from
area high schools to serve in the positions of the City Council and department heads and to learn
how city government functions. All Council members need to advise Gayle whether or not they
will be attending.
City Manager Doug Leslie introduced Rick Ennis as the new Fire Chief. He began his duties on
Monday, March 8. Chief Ennis discussed his family's history in the fire service and stated his
satisfaction with making the decision to come to Cape Girardeau.
Ms. Tiffany Keller and Ms. Wendy Pennington appeared regarding their request for a special use
permit at 832 Rear S. Sprigg. They indicated the house in the rear of the property did not meet the
state licensing requirements, and they requested to use the main house at 832 S. Sprigg for the
daycare instead. City Planner Kent Bratton stated that the Planning and Zoning Commission only
reviewed the rear property for the daycare and did not consider the main house. Following
discussion, Mr. Herbst made a motion, seconded by Ms. Boardman, to remove BILL NO. 04-44
from the agenda and to refer back to the Planning and Zoning Commission the request of Dennis
and Wendy Pennington for a special use permit to operate a daycare group home for up to 20
