SPECIAL SESSION — OCTOBER 27, 2003
The Cape Girardeau City Council convened in special session on Monday, October 27, 2003, at 12
noon with Mayor Jay B. Knudtson presiding and Council Members Evelyn Boardman, Charles
Herbst, Matthew Hopkins, Jay Purcell, Marcia Ritter and Hugh White present.
BILL NO. 03-185 was presented as follows:
A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONSULTING
AGREEMENT WITH CBIZ BENEFITS & INSURANCE SERVICES, INC. FOR CITY
EMPLOYEE BENEFIT PROGRAMS
Mr. Purcell made a motion, seconded by Mr. Hopkins, to approve the reading of BILL NO. 03-185
and to adopt the resolution. Upon the request of the Council, Finance Director John Richbourg
and Interim Human Resources Manager reviewed what has transpired on this issue since the last
City Council meeting.
Mr. Richbourg explained that staff met with representatives of Finch-Temples-Marchbanks, CBS
and CBIZ to further clarify their response to the scope of services previously submitted. They
reviewed with each group the scope of services line by line to determine whether their proposal
met these requirements. Following this review, each firm was asked to present a new scope of
service with additional documentation to show their ability to provide all the required services.
This information was presented by each firm to the city on Thursday, and the staff has thoroughly
reviewed this information.
Ms. Brooks reviewed with the Council the revised scope of services from each of the three firms.
CBS had several areas that they had not provided services for in the past, but it was felt that the
city could work with them to provide an acceptable service. In addition, they also had several
levels of service they the city did not feel they could not provide. The initial cost of CBS was
between two to three percent, but with their increase in scope of services, their cost would come in
at three percent.
The meeting with Finch indicated that they did not understand why the long-term planning or
regulatory affairs were important to the city. When they were asked to provide supporting
information, they provided copies of web pages from other companies and other types of
documents created by carriers. City staff gave the Finch firm a list of 12 items to address, and
unfortunately the city did not receive an adequate response to all 12 items. In addition, the firm
indicated they could complete all necessary requirements but it would not raise their bid, which
raised concerns by Staff.
The CBIZ proposal clearly shows they can provide all the required services above and beyond
these two companies. Ms. Brooks displayed for the Council materials they would provide to the
city regarding regulatory areas and federal laws.
Mayor Knudtson stated he did not understand why the Council had to take action on this because
they had not in the past. He questioned whether the staff still feels as confident with CBIZ as they
did with their first recommendation. Ms. Brooks responded that after reviewing all the additional
information, she is more confident with awarding the contract to CBIZ. Upon questioning by Mr.
White, she continued that CBIZ will provide more management oversight and monitoring of
claims.
