SPECIAL SESSION — DECEMBER 9, 2002
The City Council convened in special joint session with the City of Jackson Board of Aldermen on
Monday, December 9, 2002, 7:00 p.m., at the Osage Community Centre with Cape Girardeau
Mayor Jay B. Knudtson and Jackson Mayor Paul W. Sander presiding. Cape Girardeau City
Council Members present were Evelyn Boardman, Jay Purcell, Marcia Ritter and Hugh White.
Jackson Board of Aldermen present were Joe Bob Baker, Larry Cunningham, Larry Hall, Kerry
Hoffman, Barbara Lohr, Phil Penzel, David Reiminger, and Valerie Tuschhoff.
Mayor Sander reported on current projects for the City of Jackson, including the comprehensive
traffic study and street projects to be completed, water distribution projects, sanitary sewer
projects, electrical distribution projects, discussions with the school district on a joint community
center, the 60 acre industrial tract on the north side of the city, and the East Main interchange at
Interstate 55. Mayor Knudtson reported on the status of current projects and issues for the City of
Cape Girardeau, including the Marquette Hotel development, the new federal building project, the
Bill Emerson Memorial Bridge, the River Campus project, the I-66 corridor project, the transition
of the Convention and Visitors Bureau to the Chamber of Commerce, and the proposed TIF
project. Cape Girardeau City Manager Michael Miller reported on the city's water plant
expansion, sewer projects, and street improvement projects.
Attorney Jim Mello gave a presentation on the concept of establishing a Transportation
Development District for the East Main Street/Coker Road/I-55 improvement. He reviewed what
a TDD is, what projects can be covered by a TDD, how a project is approved, and how a TDD
pays for a project. The key participants in the TDD would be MoDOT, Southeast Missouri State
University, Cape Girardeau County, the Cities of Jackson and Cape Girardeau, and other affected
property owners. Mr. Mello reviewed the requirements of a TDD, including an intergovernmental
cooperation agreement, a MoDOT agreement, and the financial structure. Mayor Sander stated
that he discussed this concept with Mr. Mello, and the goal of the City of Jackson is for all entities
to meet and discuss this concept.
Mr. Earl Norman questioned whether any federal funds would be involved in a TDD. Mr. Tom
Kelsey inquired whether the only revenue source would be a sales tax. Mr. Mello explained for
this project, only MoDOT funds would be involved. There could be a sales tax up to one percent,
with additional revenues from property assessments, property taxes and business license taxes. All
taxes must be approved by the affected property owners and can be used only for transportation
projects within the district. Mr. Mello further explained that the TDD is governed by a five to 15
member board elected by the affected property owners on a per acre voting basis.
CAPE GIRARDEAU BILL NO. 02-277 was presented as follows:
A JOINT RESOLUTION OF THE BOARD OF ALDERMEN OF THE CITY OF JACKSON,
MISSOURI, AND THE CITY COUNCIL OF THE CITY OF CAPE GIRARDEAU, MISSOURI,
