SPECIAL SFSSION - SEPTENIBER 1, 1992
Council convened in special session on T�esday, September l, 1992, at 11:15 a.m. with
Mayor Francis E. Rhodes presiding and Council Members Melvin Gateley, Melvin
Kasten, David Limbaugh, Doug Richards, and A1 Spradling III present. Mary Wulfers
was absent.
BILL NO. 92-177 was given first, second, and third readings as follows:
AN ORDINANCE CALLING AN ELECTION IN TI�CITY OF CAPE GIRARDEAU,
MISSOURI, ON THE QUESTION WHETI�R TI� CITY CHARTER OF CAPE
GIRARDEAU, MISSOURI, SHALL BE AMENDED; DE5IGNATING T��TIIVIE OF
HOLDING THE ELECTION; AUTHORIZING AND DIRECTING Tf�CITY CLERK
TO GIVE NOTICE OF THE ELECTION
A motion was made by Mr. Gateley and seconded by Mr. Richards to declare BILL NO.
92-177 an emergency measure and approve all three readings. The motion was approved
upon the following vote: Ayes, Gateley, Kasten, Limbaugh, Rhodes, Richards,
Spradling. Nays, none. BILL NO. 92-177 is ORDINANCE NO. 1225.
There being no further business, the Council adjourned into executive session for
purposes of discussing personnel matters upon Mr. Spradling's motion, Mr. Richards'
second, and the following vote: Ayes, Gateley, Kasten, Limbaugh, Rhodes, Richards,
Spradling. Nays, none.
