Account 5410, Vehicles:
The current replacement schedule has dropped to three new
patrol cars a year which is inadequate to Cape unmarked units
operational in the police fleet. The Department requests that
auxiliary vehicles be replaced on a more frequent basis to
include:
1. Three Police Marked Units Annually For Five Years, Two
Replacement Motorcycles/Mounted Radios, $11,000 each. A
Prisoner Transport Van (The present transport van is worn
out and is causing problems due to it's unavailability.
The maintenance costs are extremely high. The Department
anticipates the purchase of a utility vehicle designed
specifically for prisoner transport in the cost of the
neighborhood of $17, 000. The priority for the prisoner
transport van is a Priority One in the 1993-1994 Budget
year. )
2. The Detective Vehicle Fleet: The unmarked vehicles used
currently by the Detective Division of the Cape Girardeau
Police Department are vehicles that have come out of the
Police Fleet and all have an excess of 100,000 miles on
them. Maintenance costs are exceedingly high. The
Department request that a fleet of used vehicles,
possibly from a rent-a-car fleet be purchased to replace
the detective's vehicles. The time has come to provide

our plain clothes detectives with vehicles that do not
resemble police cruisers. The priority on the
replacement of the Detective Division Vehicles is a
Priority One with a target date of the vehicles being
replaced completely by the 1994-1995 Budget year.
3. Telephone System: The Department anticipates the
replacement of our telephone system that was purchased in
1986. The Department anticipates a cost of $30, 000 to
replace the entire system in the Budget Year 1995-1996.
4. Outdoor Range Equipment: The City is currently
developing the old Central Packing Company property and
because the property lies in the flood plane, it will be
necessary to use portable range equipment that can be
moved when it is not used. It is anticipated that this
equipment will cost in the area of $10,000 and the
Department would place a Priority One with a 1993-1994
Budget Year deadline for acquisition.
5. Scrambled Radios: The Police Department anticipates the
immediate need for after market scrambled radio
capability. Recent events involving criminal activity
have revealed that persons committing burglaries and
armed robberies in the City of Cape. Girardeau are
monitoring our police frequencies, and the police have in
fact seized portable scanners from two separate groups
that have our complete frequency range installed in
portable scanners that are carried during criminal
activity. Scrambled radios are currently being used by
the Jackson Police Department, the Scott City Police
Department, the Scott County Sheriff's Department and the
Sikeston Department of Public Safety. The Department
anticipates in the initial stage of scrambled radio use
that only the mobil radios in the cars be replaced and
that the portable radios be acquired with scramble
capability as they are replaced toward the end of the
five year projected period. The anticipated cost to add
the scramble capability to the police mobile radios
presently in use is approximately $15, 000.
6. The Detective Division has voiced a need to acquire a
night vision scope at a cost of $3500. The scope would
have a Priority Two with a 1994-1995 budget deadline.
7. Cellular Telephones: The Department has an immediate
need for four Cellular Telephones. The telephones would
be issued to the Chief of Police, The Director of
Operations, The Chief of Detectives, and the Police
Supervisor on Duty. The anticipated cost for acquisition
of four telephones is approximately $800 with an
estimated service charge in the area of $17.50 each per
month.
