SPECIAL SESSION - APRIL 14, 1992
Council convened in special session on'hiesday, April 14, 1992, with Mayor Francis E.
� Rhodes presiding and Council members David Barklage, David Limbaugh, Doug
Richards, A1 Spradling III, Hugh White, and Mary Wulfers present.
Council canvassed the election returns and A1 Spradling III, Melvin C. Kasten, and
Melvin Gateley were declared elected upon Mr. Barklage's motion, Mr. White's second,
and the following vote: Ayes, Barklage, Limbaugh, Rhodes, Richards, Spradling,
White, Wulfers. Nays, none.
Mr. Barklage and Mr. White each made parting comments to their colleagues on the City
Council, the new City Council Members, the City staff, and the citizens of Cape
Girardeau.
Mayor Rhodes presented Mr. Barklage and Mr. White with plaques of recognition.
Mr. Spradling, Dr. Kasten, and Mr. Gateley were inducted into office by the Deputy
City Clerk.
There being no further business, the meeting adjourned upon Mr. Spradling's motion,
Mr. Richards' second, and the following vote: Ayes, Barklage, Limbaugh, Rhodes,
Richards, Spradling, White, Wulfers. Nays, none.

SPECIAL SESSION - APRIL 14, 1992
Council convened in special session on'hiesday, April 14, 1992, with Mayor Francis E.
Rhodes presiding and Council members Melvin Gateley, Melvin Kasten, David
Limbaugh, Doug Richards, A1 Spradling III, and Mary Wulfers present.
Mayor Rhodes welcomed the new members to the City Council.
Mr. Limbaugh was elected as Mayor Pro Tempore upon Mayor Rhodes' motion, Mr.
Gateley's second, and the following vote: Ayes, Gateley, Kasten, Limbaugh, Rhodes,
Richards, Spradling, Wulfers. Nays, none.
Council set a special meeting for 5:00 p.m. on Monday, April 27, 1992, in the City
' Manager's Office to discuss the annual operating budget.
There being no further business, the meeting adjourned upon Mrs. Wulfers' motion, Mr.
i Spradling's second, and the following vote: Ayes, Gateley, Kasten, Limbaugh, Rhodes,
I Richazds, Spradling, Wulfers. Nays, none.
