Regular $ession October 7, 9 91 S,1.9975 Mrs. Wulfers' read a prepared statement as follows: "Appromately three months ago, I received a phone call from someone I know who informed me that I, along with certain other Council members and staff inembers, was being watched very closely, and that I should be very careful with whom I acted friendly or with whom I spent time or even spoke. This prophecy has come true. Not only have I been followed, but my privacy at home has been violated via the telephone. I have, by the way, changed my telephone number in an effort to cut down on these nuisance calls. What I do not understand is that if someone on this Council has a question about my conduct or my alleged misconduct, why that concem has never been brought directly to me. I am quite honest. I think that everyone on this Council would agree that I am probably straight forward to a fault, and I would certainly have honestly answered any questions about the legality of certain social situations which I may have participated in. I have never participated in an illegal r meeting. I have no intentions of participating in one. But at the same time, I am not going to close myself off from the nice individuals that I am getting to know on the Council and on the staff. If anyone expects me to do that, then your expectations are unfair and unrealistic. Furthermore, if any member of this Council has a concern about my conduct, I would like to formally request that they speak about it directly with me." Mr. Barklage stated that he had received a letter from a resident at 1445 Rose Street regarding driveway access. He provided City Planner Kent Bratton with the letter and asked that he followup. I Mr. Barklage moved and Mrs. Wulfers seconded that the City of Cape Girardeau join the Southeast Missouri Coalition for Better Highways and appoint Mr. Al Spradling III as the City's representative on that body.
