Mr. Holdman reviewed the enplanement trends for the airport. In comparison to
'I previous years, TWE boardings are on an upward trend. A graph of boarding trends is
', attached hereto and made a part of these minutes (Exhibit A).
A draft marketing plan for the Cape Girardeau Municipal Airport was introduced to the
Council. The goals of the marketing plan are to maximize current commercial service,
introduce a second carrier, and recruit a third carrier to service the southern United
States. Currently Mr. Holdman is working on preparing a three minute video with
information about the airport, and he will be distributing this along with the market plan
to commercial industries.
The essential air service funding status was reviewed. The EAS Program is funded for
fiscal year 1994 at $33.4 million, which is $5.2 million than the previous fiscal year.
Eleven cities have been eliminated under the current program. The airport had this
subsidy last year and will have it aga.in this year. However, it is not a guaranteed
program, and we need to work toward the goal of operating without subsidy.
The Airport Board members discussed the possibility of adopting minimum operating
standards for business and commercial services at the airport
(Mary Wulfers left the meeting).
Mr. Bill Walker, Airport Board Chairman, discussed further the trends in boardings at
the airport. Although the TWE boardings are on the upswing, private aviation is flat.
The Council thanked the Airport Board for the work they have done to promote the
airport. Mr. Fischer stated that the conf'idence of the City Council to invest funds in the
airport is significant, which is apparent by all the improvements that are taking place at
the airport.
Pursuant to Section 7.09(a) of the City Charter, Council canvassed the returns and
declared the results of the November 2, 1993, election regarding riverboat gambling upon
Mr. Gateley's motion, Mr. Spradling's second, and the following vote: Ayes, Gateley,
Kasten, Limbaugh, Rhodes, Richards, Spradling. Nays, none.
Regarding riverboat gambling, Mayor Rhodes suggested that a committee be formed to
establish a format for companies that want to make a bid to the city. The names he
suggested for the committee were Mitch Robinson, John Mehner, Walt Wildman, Melvin
Gateley, Evelyn Boardman, Bill Walker, and Dennis Vollink.

Mr. Spradling stated he felt staff should prepare the request for proposals, the council
should give objectives to the staff as to what the city is looking for; and a timetable
should be prepared giving the dates for a public meeting on the issue and the date by
which a final decision will be made. The ultimate decision should be made by the
_. Council and not by a committee. He suggested that the goals be discussed at the
December 6 City Council meeting, and make a decision by March 1.
Mayor Rhodes suggested that the committee report back to the Council at the second City
Council meeting in December. In addition, the committee should visit Minneapolis-St.
Paul, Minnesota, to see how they went about the issue of riverboat gambling.
Mr. Limbaugh stated he did not object to having a committee, but that applications
should be submitted to the Council by persons interested in serving on the committee.
In response to all the council members comments, Mr. Fischer responded that the staff
is waiting on direction from the City Council on how to proceed. This item will be put
on the November 15 City Council agenda for discussion.
Bill No. 93-263 was presented as follows:
