the City of Cape Girardeau, Missouri, commonly known as Minnesota Avenue
Fxtension, the hearing was opened. Mr. Charles Blattner appeared before the Council
stating he had no objections to the improvements on South Minnesota Avenue. However,

Development Commission gave a presentation to the Council regarding the Transit Study
for Cape Girardeau. The present taxi coupon program is meeting the needs of
appromately 60 percent of the handicapped, elderly and other disadvantagedin the area.
He recommended that the City continue to investigate the options with 5outheast
Missouri State University and the Community Counseling Center. In addition, a fleble
fixed route system needs to be considered which would serve more needs of the people
in the area. This system could be accomplished for approximately $280,000 to$300,000
per year using three small van units. He also suggested the City look into the one-half
cent transportation tax at some point in the future, which would generate approxirnately
$2.5 million per year.
