Box 477 Cape Girardeau, M O 63702-0477 314-335-2579 R.Charles Grant Minister January 4 , 1993 Members of City Council : In my previous correspondence with you I stated my Church' s opposition to the introduction of riverboat yambling in Cape Girardeau . I need not rehearse our position now. I am also confident that others will come forward to present cogent arguments to buttress our position . I would like to add , however , that our opposition to riverboat gambling should NOT be construed as a judgement upon the character or motivation of those businessmen who are proposing this venture . We are opposed to the introduction of legalized gambling in our community - even if it is financially beneficial . Therefore , with regard to the matter before you this evening , I urge the City Council to : 1. RESOLVE TO PUBLICLY OPPOSE riverboat gambling in Cape Girardeau, and to take NO ENABLING ACTIONS on this matter . If you CANNOT AGREE on this position, I urge you to: 2 . TAKE NO ACTION on the request to call a special election, until such time as you have received the requisite number of signatures on a petition calling for such an election. Sincerely R, harles Grant , Exhibit B 13 CAPE GIRAIDEAU BAPTIST ASSOCIATION South Outer Road, Cape-Jackson Exit I-55 Route 2, Box 503-A Cape Girardeau, MO 63701 Roy H. Jones Office 314-334-3511 Director of Missions Residence 314-334-3353 January 4, 1993 Dear members of City Council, Please vote to give yourselves more time to consider the wisdom of taking a ballot on riverboat gambling. As a child 1 was given a rock that looked ►ike it contained gold. 1 thought ► was rich, but was told iYs fool's gold. 1 believe the gambling industry is promising economic possibilities that need to be carefully evaluated by you as elected represenfatives of our communify. For example, gambling, promises additional tax revenue, but what additional services such as police wi►1 be required to sustain this business. Gambling promises more jobs. Will they hire from our communify or bring in experienced workers from ofher casinos? They promise tourists, but with many other nearby cifies competing for the same market, is this fool's gold? If is important to the community to know who is supporting and paying for this proposed elecfion. 1 have not been able to discover any local organization that is supporting this initiafive. Therefore, 1 believe fhe councit should require a petition thaf would idenfify the citizens who believe that riverboat gambling is a positive step for Cape Girardeau. We have required this procedure on other controversiai issues. One of our churches has over 180 citizens who have petitioned fhat we nof have this gambling. Finalty, I have talked with long time citizens who tell me that gambling has been in our area in the past. However, thaf was not something done in Cape Girardeau. Our city's image is that of a place where you come to get educated, healed, find employment and/or purchase products that our merchants stand behind. The gambling iradustry has a few winners, but most are losers. 1 hope we can maintain a posifive community image of helping people arad being a place fhat is good for families. (Matthew 22: 39-40) and, WHEREAS the United Methodist Church has historically been opposed to gambling. The Social Principles states that: "Gambling is a menace to society, deadly to the best interests of moral, social, economic, and spiritual life, and destructive of good government. As an act of faith and love, Christians should abstain from gambling, and should strive to minister to those victimized by the practice. Community standards and personal lifestyle should be such as would make unnecessary and undesirable the resort to commercial gambling, including public lotteries, as a recreation, as an escape, or as a means of producing public revenue." . THEREFORE BE IT RESOLVED that in love for our neighbors we want to work against this social evil. and, THEREFORE BE IT FURTHER RESOLVED THAT we as members of the Administrative Council of Centenary United Methodist Church go on record against the proposed riverboat gambling development, and that this opposition be registered with the Mayor and City Council as soon as possible. 3 yES Council Chai B xo 0 ABSTAIN C?''/ Secretary 17 • . / ' 1 i i ' ' • . ` i i ' . .': t s / : +. .; : '. ,;. • ': ,,jhy .,:, : ... • ... . .• ,+ • eed5 r , , , /' ♦ f . . . ' \ +/ /.
