REGULAR SESSION-MARCH 18, 1996
Council convened in regular session on Monday, March 18, 1996, at 7:30 p.m. with Mayor Al
Spradling III presiding and Council Members Melvin Gateley, Melvin Kasten, Tom Neumeyer, Jack
Rickard and J.J. Williamson present. Richard Eggimann was absent.
The invocation was presented by Rev. Bill Burke, Pastor of First Church of the Nazarene, and the
Pledge of Allegiance was lead by Cub Scout Pack 8 from Trinity Lutheran Church.
The minutes of the March 4, 1996, regular and executive sessions, and the March 12, 1996, special
public hearing, were approved upon Dr. Kasten's motion, Mr. Williamson's second, and the following
vote: Ayes, Gateley, Kasten, Neumeyer, Rickard, Spradling, Williamson. Nays, none.
The agenda was adopted as distributed upon Dr. Kasten's motion, Mr. Williamson's second, and the
following vote: Ayes, Gateley, Kasten, Neumeyer, Rickard, Spradling, Williamson. Nays, none.
This being the date set for a public hearing to consider vacating the city's interest in easements for the
Upper Cape LaCroix Trunk Sewer Project, Phase 4, Sections I and II, the hearing was opened.
There being no appearances, the hearing was closed.
Mr. Bob Robbins presented the 1995 annual report of the Vision 2000 Community Relations Council
and introduced members of the committee. Mary Spell presented information on Friends of the Park
Day and Help Cape Shine Week, Martha Bender discussed the scholarship program, Harold Tilley
reviewed the Parents as Teachers Program and Adult Literacy Program, Bob Robins explained the
communiry-based economic development plan, information on public awareness was presented by
Mary Miller, Melvin Gateley discussed community input on various projects, streets and
transportation were reviewed by Doug Leslie, and Bob Robins listed the organizations that assisted
Vision 2000 this past year. Committee members presented a rose to each Council member.
Mr. Ron Scheper, 601 N. Sunset, appeared regarding parking in the 600 block of North Sunset. The
Police Department is proposing no parking on the east side of the street which will force all parking
to go to the west side. He suggested signs be posted for residential parking only and that hospital
employees be forced to parking in the garages provided.
Ms. Jaynee Browning appeared in opposition to establishing no parking on the east side of the 600
block of North Sunset. It would be more appropriate to establish residential parking only.
Mr. Dennis BrowYing, 613 N. Sunset, appeared in opposition to parldng restrictions in the 600 block
of North Sunset.
Mr. Dennis Meyer appeared on behalf of the Haarig Development Association to support the Old St.
Francis Hospital site as the location of the new federal building. If the Council votes to recommend
multiple sites, it should support the choice of the citizens by placing emphasis on the St. Francis site.
He requested Melvin Kasten abstain from any vote because Mary Kasten is worldng to establish state
offices at the St. Francis site. He requested the Council pass on to the GSA the will of the people and
the input received at the public hearing.
Dr. Kasten stated he intended to abstain on any vote. If the GSA does not pick this site, he questioned
whether the Haarig Association would support Representative Kasten in her quest to obtain the site
for state offices. Mr. Meyer responded they would.

Mr. John Heuer, 1424 Parkmor, appeared in support of the Old St. Francis Hospital site as the new
federal building.
Mr. Ted Coalter appeared regarding the federal building site and stated that if the Council entiorses
several sites and does not prioritize them, the public hearing was not necessary. '
Ms. Marlena Wheaton, 313 Independence, appeared in support of the Frederick Street site las the
loca6on of the new federal building. This would enhance security for Indian Park. ,
Mr. Ken Schaefer appeared and stated that the decision regarding the federal building should be'made
based upon the bottom line cost. The St. Francis Hospital site would have the lowest cos't. By
building in the other proposed areas, a great amount of tax revenue will be lost.
Mayor Spradling explained that the Council could pass on to the GSA ihe desire of the citizens Ibased
upon the results of the public hearing. Mr. Neumeyer made a motion, seconded by Mr. Willianson,
that we tell the GSA that we do want the new federal building and that we forward the inforation
presented at the March 12, 1996, public hearing to the General Services Administration; we tll the
GSA to give due deference to ihe input received from all the speakers; we recommed for
consideration all three sites, the old St: Francis Hospital, the Broadway site and the Frederick treet
site, without naming one site a first priority since each one has a unique combination of inerilts and
demerits.
Based on citizen input from the public hearing as well as the social, economic, environmen 1 and
cultural impact on the communiry, Mr. Gateley made an amending motion, seconded by Mr. Rikard,
that we list in rank order the three sites as follows: 1) the Old St. Francis Hospital, 2) the Frelerick
Street site, 3)the Broadway site. Mr. Neumeyer quoted a letter from John Oliver, who was the first
speaker at the public hearing. The Council represents all the citizens of the city, and if the C'uncil
chooses one site over another, this will put one group of citizens against another. We should gve all
information to the GSA with no ranking. After further discussion by the Council the amending nhotion
was approved upon the following vote: Ayes, Gateley, Kasten (abstain), Neumeyer, Rikard,
Spradling, Williamson. Nays, none. The original motion was approved as amended up n the
following vote: Ayes, Gateley, Kasten(abstain), Neumeyer, Rickard, Spradling, Williamson. Tays,
none.
Mr. Williamson questioned whether the golf course will be offering corporate fees at a discciunted
rate. Parks Director Dan Muser responded that the Golf Advisory Board has considere this;
however, they concluded that the existing fees are reasonably priced and the lowest in the regio, and
a reduction m fees is not in the best interest of the golf course. '
