in an R-4, multiple family residential district, the hearing was opened. There being no appearances,

This being the date set for a public hearing regarding relocaUon assistance from the Commuruty
Development Block Grant Program for the flood buyout, the hearing was opened. Mr. Ken Eftink
and Mr. Steve Williams of the City Planning Services Oce explained that the city ►s eligible for
FEMA flood benefits and CDBG relocation benefits, including rental assistanceand replacement house
payment, in Red Star, Smelterville and on Highway 177. Priorities are based on lowest finished floor
elevation versus base flood elevation. In Red Star 38 homes are eligible and in Smelterville 11 homes
are eligible. If participation is poor, additional homes will be considered based on elevation. Two
options for payment are pre-flood value straight buyout without relocation or post flood value with
relocation, with a maximum payment of$22,500. Renters are also eligible for assistance, with a
maaumum payment of$5,250. The Grant Administrator will determine the elegible benefits for each
property owner.
Doyle Farmer, 1116 N. Spanish, questioned how long it will take for all offers to be made and what
happens if the city ru►is out of money before all eligible properUes are purchsed. Mr. Eftink stated
that all offers will be made by January 31, 1996, and property owners who are not bought out are still
elegible for flood insurance and FEMA assistance in the event of a flood.

Mr. Woody Sadler, 1407 N. Water, questioned if properry owners only receive assistance if they sell
their property outright. Mr. Eftink stated that only property owners who participate in the buyout
program are eligible for relocation assistance.
Mr. Randy Diebold questioned who is responsible for maintainenace of the properties that are
purchased in the buyout program. Mr. Eftink responded that the city will maintain them as open
space.
Mr. Ed Neace questioned whether structures that are not homes, such as garages, are included in the
buyout. Ken Eftink said they will be purchased if they are on the same property as the home.
Mayor Spradling announced that each owner who is eligible for the buyout program will receive
notice of a public meeting to be held the week of December 18.
After questioning from Mr. Gateley, Mr. Eftink explained that Meadowbrook was included in the
city's original application for funds. However, SEMA and FEMA did not provide funding for buyout
of tlus area. If there is not full participaUon from the other areas, the city can request approval from
SEMA for the funds to be used in this area.
Ms. Karla Cox stated that when SEMA came through the Meadowbrook area, the residents already
had their property cleaned up. Therefore, they did not see an accurate picture of how they were
affected during the flood.
Mr. Emil DeWrock questioned whether renters are eligible for benefits. Mr. Eftink stated they are
if the property owner sells the home.
Ms. Debbie Groves questioned whether the elevations will be made available to the public. Mr. Eftink
stated approximately 100 homes are being surveyed and these will be made available.
There being no further appearances, the hearing was closed.
Ms. Mary Robertson, Chairman of the Board of the Colonial Cape Girardeau Foundation, presented
a proposal to the City Council regarding the seminary project. The Foundation is a not-for-profit
corporation formed in 1992. They want the seminary project to be a community project, but need
assistance in three areas: 1) financial support, 2) physical support, and 3) political support. She
explained the condition of the building, what it can be used for, potential income, and status of their
fund drive. Mr. Kevin Spaeth, attorney for the Foundation, explained they have title to the property
secured by a note and deed of trust but still owe $600,000 on the note.
Mr. Gateley explained that Section IS-399 of the City Code clarifies the use of the CVB funds in three
phases: 1)pay off indebtedness on the Show Me Center; 2) promote tourism, conventions and other
related activites; and 3) promote programs for the fostering and develoment of manufacturing,
industrial, retail, scientific, educaUonal and business enterprise, and economic development in the city.
The city needs to take advantage of the third area, and a group of citizens is needed to make this
happen. Mr. Gateley then made the following motion, seconded by Mr. Egginann: That the City
Council appoint a Board of Governors consisting of five members with the following responsibilities
regarding the Convention and Visitor Fund:

1. The Board of Governors shall work cooperatively with all citizens, agencies and organizations
to implement programs for the fostering and development of manufacturing, industrial, retail,
scientic, educational and business enterprise, and economic development in the city, and
therefore will promote tourism, conventions and other related activities.
2. The Board of Governors shall formulate a master plan from said programs that will produce
a strategic approach for economic development and the enhancement of quality of life.
3. The Board of Governors shall ►nake recommendations to the City Council regarding the
funding of said programs on a public/private partnership basis. The available morues frorr
the Conven6on and Visitors und and matching funds (fund-raising efforts of the
organization) shall be considered as sources of funding as welf as additional methods of
funding.
Mr. Neumeyer expressed concerns that this is redundant because the city already has a Convenrion
and Visitors Advisory Board that can do this. ln addition, if CVB funds are used for historic
preservation, he questioned if the Historic Preservation Commission could work together with the
CVB Board. Mayor Spradling stated that the city needs information on the seminary"s budget,
including operation, maintenance and debt service, Vefore this matter can be acted upon. After further
discussion, Mr. IVeumeyer made a motion, seconded by Mr. VVilliamson, that approval of Mr.
