Snecial S@SSIOfI Januarv 30 19 _ S-taan SPECIAL SESSION - JANUARY 30, 1995 Council convened in special session on Monday, January 30, 1995, at 6:00 p.m. with Mayor A1 Spradling III presiding and Council Members Richard Eggimann, Melvin , Gateley, Tom Neumeyer, Jack Rickard and JJ Williamson present. Melvin Kasten was absent. Mayor Spradling stated the purpose of the meeting was to review the draft proposed Capital Improvements Program for 1995-2000. He explained the time table for adoption of the CIP. Mr. Eggimann questioned the position of the Council in forming ideas and participating in the preparation of the CIP. He approved of the projects listed but does not agree with the priorities set. He questioned if the previous Councils ever changed anything on the proposed CIP. Mayor Spradling responded that the CIP starts in the lower levels of government, including advisory boards and staff, who give guidance in the orderly development of the city. They formulate the proposal for the City Council, and then the Council makes the changesthey feel necessary. Mr. Gateley stated he was pleased to see that Brucher Street was added to the proposal. Results of the Vision 2000 Community Attitude Survey indicated that citizens felt that present city streets needed to be repaired before additional streets are constructed. Mr. Fischer explained that under the City Charter the City Manager is required to submit to the City Council a proposed CIP at least 150 days prior to the beginning of the fiscal year. The Council has February and March to make suggested changes. Last year's plan was used as a guideline in preparing this plan. Mr. Williamson questioned what projects were included in the overlay and asphalt paving programs, and stated he would like to see some of these improvements in his ward. Mr. Fischer explained that a list of proposed streets will be brought to the City Council for approval. Mr. Eggimann presented pictures of the Hopper Road bridge, Bloomfield Road bridge, the bridge at Arena park, and various other streets in need of repair. Regarding Kent Street, Mr. Gateley stated that in February of 1993 the Council approved a motion to proceed with engineering for the Kent Street extension and questioned why it is placed in the 98/99 fiscal year. He requested the staff to pull all information they have on Kent Street. Regarding the Good Hope Bridge and Morgan Oak Bridge, Mr. Gateley suggested that one bridge be placed in the 95/96 year and the other be placed in the 96/97 year. By putting off the Sprigg Street extension for a year, both of these projects could be accomplished. 132 Proceedings of the City Council, City of Cape Girardeau, Mo. Special _ SeSSIOtI January 30 1 g 95 S iaen Mayor Spradling explained there is one year left on the Lexington Ave. and North Sprigg St. extension projects. It has been in the program for five years and should be finished in the 95/96 year. These are the critical phases of the project to get traffic across town, especially with riverboat gambling coming. The Council should look at a transportation sales t to help fund many of these transportation projects. Mr. Fischer explained to the Council they need to look at the funding sources when changing priorities on the projects. He reviewed the funding sources for several of the projects listed. Mr. Eggimann stated he wanted the Bloomfield Rd. improvement from Kingshighway to I-55 and the Perryville Rd. reconstruction moved to the 95/96 year This could be accomplished by putting off for one year either the Lexington Ave. or Sprigg St. project. Mr. Kensey Russell, City Engineer, explained that the staff works from the city's master plans and gave the history of the Lexington Ave. and Sprigg St. projects, stating it was the intent of the projects to create a circular loop to connect all parts of the city. Mr. Williamson expressed his opposition to putting off the Lexington Ave. and Sprigg St. projects. Discussion followed by the Council on these two projects. Each of the council members then listed their priority projects as follows: Mr. Gateley: Hopper Rd. bridge reconstruction, Perryville Rd. reconstruction, Good Hope/Fountain bridge removal, Morgan Oak/Fountain bridge removal, Broadway widening, Bloomfield Rd. improvement, and Kent St. construction. He would like each of these projects moved up one year. Mayor Spradling: Lexington Ave., North Sprigg St. extension, street overlay program, and asphalt paving program. He would like to see the Kent St. connection moved to the 96/97 year. Mr. Williamson: Lexington Ave., North Sprigg St. extension, street overlay program and asphalt paving program. Mr. Neumeyer: Lexington Ave., street overlay program, asphalt paving program; and would like to see the Good Hope/Fountain bridge removal and Morgan Oak/Fountain bridge removal moved up one year. He also questioned the financing of connection streets, including Kent and Kenneth, and why these are being funded by the motor fuel tax and not special assessment. Mr. Fischer expla.ined that under state law, the property owner has to receive a direct benefit from the unprovement before any assessments can be issued. On these improvements, the property owners are not receiving a direct benefit. 133 Proceedings of the City Council, City of Cape Girardeau, Mo. Special _ $eSS1011 January 30 1 g 95 S-taen Mr. Rickard: Perryville Rd. reconstruction and Bloomfield Rd. improvements are priorities, but they cannot be completed with aust an overlay. Mr. Eggimann: Hopper Rd. bridge reconstruction, Perryville Rd. reconstruction, Good Hope/Fountain Bridge removal, Morgan Oak/Fountain Bridge removal, and Bloomfield Rd. reconstruction. He stated the funding for these could come from moving back one year the Lexington Ave. or North Sprigg St. extension project. Regarding the section of Kingshighway from Broadway to Cape Rock, Mr. Rickard questioned what improvements could be done to relieve the traffic problem in this area. Mr. Russell explained that this has been discussed with the State Highway Department, and they have it on their list of projects. However, they are presently spending most of their money on Route K improvements at I-55 and on the new bridge route. He will contact them again on this project. The Council discussed the priorities presented by each council member and reached a consensus on the following: Perryville Rd. reconstruction: The cost of engineering will be placed in the 95/96 year. Bloomfield Rd. reconstruction, Kingshighway to I-55: The cost of engineering will be placed in the 95/96 year. Good Hope/Fountain Bridge removal and Morgan Oak/Fountain bridge removal: One of the projects will be placed in the 95/96 year, and the other in the 96/97 year. The City Engineering Department will determine the priority based on which is in more need of repair. Kent St. connection: Move this project to the 96/97 year. Mr. Neumeyer questioned the extension of Lorimier to the new bridge route and whether the property owners will be assessed for this improvement. He does not want an assessment placed against the Colonial Cape Foundation. Kent Bratton, City Planner, stated this connection will probably not be made until around the time the new Mississippi River bridge is built. Mr. Eggimann stated he had no problems with any other sections of the CIP. The Council reviewed the Parks and Recreation projects listed and questioned what is meant by General Park Development. Dan Muser, Parks & Recreation Director, stated that this would include projects 1 through 11 listed on the unfunded needs list, and includes Indian and Washington Parks. Jim Grebing, Advisory Board Chairman, stated these projects are supported by community groups and will work with these groups in completing these projects. In addition, many service organizations make donations for park shelters and other park improvements. 134 Proceedings of the City Council, City of Cape Girardeau, Mo. Special _ S@SSIOf1 Januarv 30 1 g 95 -- s-iaen Mr. Neumeyer questioned if additional money from the general fund could be earmarked for specific parks projects. John Richbourg, Finance Director, explained that if the sales tac rate continues to grow at a 3-5% rate, the city can commit $300,000 to $500,000 from the general fund for capital equipment, and anything for park pmjects would come from this amount. Mr. Neumeyer also stated there are many grants, and possibly ISTEA funds, available for parks, but the city would be required to supply matching funds. Mr. Fischer stated that if the grants are received, the Council could approve a budget adjustment at that time. Regarding the park maintenance building, Mr. Gateley questioned whether $10,000 is enough for these improvements. Mr. Muser responded that this is a continuing fund each ' year and will cover the necessary improvements. The changes agreed to by the Council will be incorporated into the proposed CIP and submitted to the Council with their February 6 agenda packet. The public hearing on the CIP will be on February 21. There being no further business, the meeting adjourned. A. . Spradling III, Mayor ti n , s=.L;r'f c,?t C.7ayle Conrad, Deputy City Clerk
