SPECIAL SESSION—SEPTEMBER 23,2002
The Cape Girardeau City Council convened in special session on Monday, September 23, 2002, at
5:30 p.m. with Mayor Jay B. Knudtson presiding and Council Members Evelyn Boardman,
Charles Herbst,Matthew Hopkins, Jay Purcell, Marcia Ritter and Hugh White present.
The agenda was adopted as distributed upon Mr. White's motion, Mr. Purcell's second, and the
following vote: Ayes, Boardman,Herbst,Hopkins, Knudtson,Purcell,Ritter, White. Nays,none.
BILL NO. 02-197 was given first, second and third readings as follows:
AN ORDINANCE DECLARING IT NECESSARY TO MAKE SEWER IMPROVEMENTS IN
LATERAL SEWER DISTRICT NO. 14-K-7, A SUBDNISION OF TRUNK SEWER
DISTRICT NO. 14-K, TO SERVE CERTAIN PROPERTIES ALONG PERRYVILLE ROAD,
1N THE CITY OF CAPE GIRARDEAU,MISSOURI
The first, second and third readings of BILL NO 02-197 were approved and the ordinance adopted
upon Mr. White's motion, Mr. Hopkins' second, and the following vote: Ayes, Boardman,
Herbst, Hopkins, Knudtson, Purcell, Ritter, White. Nays, none. BILL NO. 02-197 is
ORDINANCE NO. 3057.
BILL NO. 02-198 was given first reading as follows:
AN ORDINANCE AMENDING SCHEDULE A OF SECTION 26-228 OF THE CITY CODE,
REPEALING CERTAIN SPEED LIMITS ON VILLAGE DRIVE AND ESTABLISHING NEW
SPEED LIMITS ON VII,LAGE DRIVE, IN THE CITY OF CAPE GIRARDEAU, MISSOURI
The first reading of BILL NO. 02-198 was approved upon Mr. Herbst's motion, Mr. Hopkiz�s'
second, and the following vote: Ayes, Boardman, Herbst, Hopkins, Knudtson, Purcell, Ritter,
White. Nays,none.
BILL NO. 02-199 was given first reading as follows:
AN ORDINANCE AMENDING SCHEDULE F OF SECTION 26-247 OF THE CITY CODE,
REPEALING NO PARKING ON VILLAGE DRIVE AND ESTABLISHING NEW NO
PARKING ON VILLAGE DRIVE, IN THE CITY OF CAPE GIRARDEAU, MISSOURI
The first reading of BILL NO. 02-199 was approved upon Mr. Herbst's motion, Ms. Boardman's
second, and the following vote: Ayes, Boardman, Herbst, Hopkins, Knudtson, Purcell, Ritter,
White. Nays,none.
Mayor Knudtson requested that Finance Director John Richbourg summarize the financial
information that was presented to the City Council at the September 16 meeting.
Mr. Richbourg reviewed the expense summary and revenue summary of funds supported by the
general fund. He explained that the sales tax revenue figures received in September are actually
receipts for money collected by the State during August. He will continue to try to have a report
prepared for the first City Council meeting of each month.

Regarding the revenue for municipal court fines, the report shows a favorable balance for the
months of July and August compared to the previous year; however, last year at this time the
Police Department was not fully staffed and the number of tickets issued were significantly down.
Mr. Hopkins questioned whether figures were available comparing expenses for last year to date
i versus current year to date. Ms. Ritter requested a listing of the budgets for each department and a
comparison of current expenses with the current budget.
Mr. Miller explained there will be a quarterly report outlining this type of information, and the
City Council can review the information at their regular meeting.
There being no further business, the Council adjourned upon Mr. Purcell's motion, Mr. Hopkins'
second, and the following vote: Ayes, Boardman, Herbst, Hopkins, Knudtson, Purcell, Ritter,
White. Nays,none.
