United States Code, to assist in funding and operating the city's taxi coupon public transit
program,the hearing was opened.
Ms. Miki Gudermuth of SEMO Alliance for Disability Independence (SADI) appeared before the
Council. She explained that SADI provides transportation services to people with disabilities.
SADI has applied for funding from MoDOT to assist in their efforts. She distributed a letter from
Kelley Transportation Company in opposition to SADI's request. Regarding the taxi coupon
program, she stated that there is a lack of accountability for services provided under the program
for people with disabilities. She expressed concerns with the current ti coupon program and
complaints regarding the current taxi provider. SADI would be willing to bid against the current
company for taxi service for the disabled; however, they are trying to get an additional van for
service. She questioned why the non-disabled and higher income are eligible to purchase taxi
coupons and why the taxi company is required to give 24 hour service. She felt that the current
taxi company should be more accountable for their actions. City Manager Michael Miller
explained that under the grant, the city is required to provide a certain percentage of coupons to the
elderly and disabled, and the remainder must be made available to the general public.
Mr. Chuck Hensey appeared and stated that he worked as a dispatcher at SADI. Disabled people
call daily for rides through their transportation service, and they are just asking for help for those
who cannot get out or who are disabled.
There being no further appearances, the hearing was closed.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO FII.E AN APPLICATION

Mr. David Hinton of Mi-Hi Properties appeared to appeal a decision of the City to withhold an
insurance payment relating to a home that burned. He gave the history of a house fire that
occurred at 838 South Ellis. Since the time of the fire, Mr. Hinton has sold the house. Pursuant to
Section 7-278 of the city code, the insurance company issued a check to the City and to Mr.
Hinton, and the city is withholding the check until the present owner improves the home. Mr.
Hinton requested the City Council act as the Building Commission to reverse the decision of the
city officials and reimburse the insurance money to him. Upon questioning by the Council, Mr.
Miller reviewed the requirements of the city ordinance relating to withholding the insurance
money and what it is to be used for. Once the improvements are complete, the money will be
released to Mr. Hinton. Following discussion by the Council, Mayor Knudtson called for question
whether the City Council wanted to change the action of the city staf£ There being no response,
the City Council let the decision stand.
Mr. Gilbert Logel, 1812 LaMesa, appeared regarding the funding for the River Campus Project.
He reviewed the history of the restaurant tax election and bond issue election, the contract with the
University for the project, and the lawsuit filed against the city. He stated that there is no support
for this project, there is no benefit to the city, and the University will build the project whether or

not the city participates in it. Mayor Knudtson explained that if there is any movement on the
project, there will be an education process for the citizens.
Mr. Herbst thanked Airport Manager Bruce Loy for his hard work on the Shawnee District Boy
Scout Jamboree which was held at the Airport. Nineteen troops participated in the event, which
was a great success.
City Manager Michael Miller introduced the Revenue Issues Team. He explained that this team
was formed to review additional revenue sources available to the city as compared to city needs.
He explained that the team's recommendation involves holding an election in August, and an
Ordinance will be presented on the next City Council Agenda for review and consideration.
On behalf of the team, Tim Gramling presented a proposal, including needs of the city, and
recommendations of the Revenue Issues Team. The team recommended submitting to the voters
in August a 1/2¢ parks/stormwater sales tax and a 1/4¢ fire sales tax. These will generate
approximately$6 million per year, which will provide funds for most of the identified needs in the
proposal.
Mayor Knudtson commended the team on their report. He stated that by putting an ordinance on
the next City Council agenda, the Council is not yet endorsing the project. It is necessary to
consider it at the next Council meeting in order to meet time constraints for an August election.
