BILL NO. 2001-237 was given first reading as follows:
AN ORDINANCE AUTHORIZING THE EXECUTION OF A FIRST AMENDMENT TO
AMENDED AND RESTATED COOPERATION AGREEMENT FOR ST. VINCENT
SEMINARY PROPERTY BETWEEN SOUTHEAST MISSOURI STATE UNNERSITY AND
THE CITY OF CAPE GIl2ARDEAU
Mr. Neumeyer made a motion, seconded by Mr. Eggimann, to approve the first reading of BII.L
NO. 2001-237. Mr. Stoffregen stated that when this issue was originally presented to the voters,
there was a date established by which the money would be spent on this project, and in order to
keep the word to the people, he would oppose this ordinance. Mr. Purcell explained that he
supports the River Campus Project, and the 54 percent vote showed that the voters supported the
project as well. However, during the education campaign before the election, a deadline was set to
move forward with this project, and if the deadline was not met, the money would be spent to
retire the Show Me Center bonds. He stated that he felt the intent of establishing the deadline was
based on whether the University would raise its portion of the funds, and not whether the matter
would be delayed with a lawsuit. For that reason, and to support the wishes of the voters, he said
he would support this ordinance. The motion was approved upon the following vote: Ayes,
Eggimann, Hopkins, Neumeyer, Purcell, Spradling, White. Nays, Stoffregen. Mr. Sam Drusch
stood up after the Council voted and stated there had been very little publicity on this ordinance,
and he did not want his or Jim Drury's silence on the issue to indicate they consented to the
ordinance. During the City Council Study Session prior to the regular meeting, Dr. Ken Dobbins,
President of Southeast Missouri State University, reviewed the status of the private, state and
federal funding for the River Campus Project. In 1999 the State approved $4.6 million, and this
money is ready to be drawn upon contingent upon a 25% match from the City and a 25% match
from the University. In October of 2000, $11.95 million was approved by the state but was held
due to the status of the state budget. All of the state funding, and even the tax credits, are
contingent upon a 25% match from the city and a 25% match from the university. Regarding
private funding, the University should have over$5 million by the end of this year. On the federal
level, Dr. Nitzschke is working with Senators Bond and Kinder and Representative Emerson on
$2.6 million funding for the museum. In addition, a federal grant for $1.5 million is being
proposed for the city for infrastructure and roads, and the federal budget should be completed by
the end of December. Dr. Dobbins stated the total project cost is $35.6 million, with the city's
share being $8.9 million. He also stated that if it had not been for Mr. Drury's lawsuit, he felt that
sufficient funding to complete the project would have been raised by this time.
