REGULAR SESSION—SEPTEMBER 17,2001
Council convened in regular session on Monday, September 17, 2001, at 7:00 p.m. with Mayor
Albert M. Spradling III presiding and Council Members, Matt Hopkins, Tom Neumeyer, Jay
Purcell,Frank Stoffregen and Hugh White present. Richard Eggimann was absent.
The invocation was presented by Rev. Derek Staples, Lynwood Baptist Church, and the Pledge of
Allegiance was recited. A moment of silence was observed to reflect on the recent tragedies that
have occurred in the United States.
The minutes of the September 4, 2001, regular and closed sessions were approved upon Mr.
Hopkins' motion, Mr. Purcell's second, and the following vote: Ayes, Hopkins, Neumeyer,
Purcell, Spradling, Stoffregen, White. Nays,none.
The agenda was adopted as distributed upon Mr. Neumeyer's motion, Mr. Purcell's second, and
the following vote: Ayes,Hopkins,Neumeyer,Purcell, Spradling, Stoffregen, White. Nays, none.
The Mayor read a letter from PFC Jacob Kennedy, 82°d Airborne Division, United States Army,
Ft. Bragg, North Carolina, regarding the tragedy that struck the United States on September 11,
2001. PFC Kennedy is from the Cape Girardeau area, and he encouraged all citizens to pray for
the victims of the tragedy, and for them to know that they are safe and that this country will
prevail.
Mayor Spradling presented a plaque to Marblin Bird recognizing and honoring him for his 25
years of service to the city, and wished him well in his retirement.
Mr. Pat Ruopp appeared on behalf of the Historical Association of Greater Cape Girardeau for an
annual contribution of$15,000 from the motel, hotel and restaurant tax monies for the purpose of
tourism. He presented background information regarding the Glenn House and explained that the
House is in need of $50,000 to $70,000 in repairs. He stated that the Association received
$25,000 from an anonymous donor, and has applied for three separate grants; however, no
response has been received. He stated that the Association approached the Convention and
Visitors Advisory Board and asked for a hearing;however, the board indicated it had no additional
funds to appropriate for this purpose. Mayor Spradling stated that the Association will need to
make a presentation to the CVB Board, and they will in turn make a recommendation to the City
Council. He explained that the budget for this year is complete; however, the Board can review
the request for future funding.
Mr. Jeremy Wells reviewed a list of needed repairs to the Glenn House and Reynolds House. He
stated that because the Association did not have money to do smaller repairs, they have turned into
much larger and more expensive repairs. He explained that the Glenn House is open for public
tours, but the Reynolds House is not. Mr. Purcell suggested that the Association track where
visitors are from that come to the Glenn House.
Upon questioning by Mr. Stoffregen, Mr. Roupp stated that there are an average of 600 tours per
year through the Glenn House, including scouts, bus tours, and riverboat passengers. The
Association collects approximately$1,800 per year from the tours.

Ms. Loretta Schneider, Vice President of the Historical Association, explained that they need help
with marketing the home. The house is open to the public through volunteer efforts, and it is
difficult to have extended hours with only volunteers. Ms. Schneider stated she was on the City
Council when the hotel/moteUrestaurant tax was implemented. She thought it was the intent of the
ordinance to have funds available for tourism and historic sites, and the citizens deserve to know
where this money is being spent. When the Convention and Visitors Bureau was originally
established, there was a process for entities to apply for funds. When she requested forms from the
bureau, she was told there were no forms anymore and no one requested funds from the Board.
The Association was denied a hearing by the Board. She explained that a portion of the Vision
2020 Strategic Plan involves historic preservation in downtown Cape.
Mr. Bill Green reviewed the Vision 2020 Strategic Plan, and explained that in the six visions,
there are two strategic plans relating to historical buildings and homes in Cape Girardeau.
Mr.Neumeyer requested a show of hands of the people in the audience who were at the meeting in
support of the request of the Historical Association. He stated that the number one tourist
destination in Cape Girardeau is the riverfront, and the Association is in need of funds.
Following discussion,Mayor Spradling stated that the next meeting of the Convention and Visitors
Advisory Board is Thursday, September 20, and the Historical Association could review their
request with the board at that time.
Mr. Richard Bolwerk, 1537 Parksite, appeared regarding a drainage problem on Parksite as a
result of a drainage culvert from Cherokee Park that drains under the street and into his backyard.
He stated that the city has increased the size of the pipe over the years, and it collects water from
most of the park. Last week the city completed an overlay of the street through the park and now
more water drains off the street and causes erosion in his back yard. He presented pictures of his
backyard to the City Council. It was his opinion that solutions to the problem could include: (1)
connecting the drainage culvert to an underground storm sewer; (2) construct a drainage ditch
between his and his neighbors homes to allow the water to drain to Parksite; (3) take out the
drainage culvert and let the water from the park flow naturally over the road; (4) put in a smaller
drainage culvert to help hold the water back in the park. Mayor Spradling responded that the city
staff will review the situation and contact him.
