REGULAR SESSION—JLJNE 18, 2001
Council convened in regular session on Monday, June 18, 2001, at 7:00 p.m, with Mayor Albert
M. Spradling III presiding and Council Members Richard Eggimann, Matt Hopkins, Tom
Neumeyer, Jay Purcell, Frank Stoffregen and Hugh White present.
The invocation was presented by Vicar Jeremy Pekari of Hanover Lutheran Church, and the
Pledge of Allegiance was recited.
The minutes of the June 4, 2001, regular session was approved upon Mr. White's motion, Mr.
Eggimann's second, and the following vote: Ayes: Eggimann, Hopkins, Neumeyer, Purcell,
Spradling, Stoffregen, White. Nays, none.
The agenda was adopted as distributed upon Mr. Neumeyer's motion, Mr. Purcell's second, and
the following vote: Ayes, Eggimann, Hopkins, Neumeyer, Purcell, Spradling, Stoffregen, White.
Nays, none.
Mayor Spradling requested that Corporal Keith May and Sergeant Bradley Moore come before the
Council. He then read, in its entirety, BILL NO. 2001-133 as follows:
A RESOLUTION COMMENDING SERGEANT BRADLEY ELLIS MOORE AND
CORPORAL KEITH ALLEN MAY OF THE CAPE GIRARDEAU POLICE DEPARTMENT
The reading of BILL NO. 2001-133 was approved and the resolution adopted upon Mr.
Eggimann's motion, Mr. White's second, and the following vote: Ayes, Eggimann, Hopkins,
Neumeyer, Purcell, Spradling, Stoffregen, White. Nays, none. BILL NO. 2001-133 is
RESOLUTION NO. 1677.
This being the date set for a public hearing regarding the request of Dane Evans to rezone 545
Asher Street from R-3, two family residential district, to C-3, central business district, the hearing
was opened.
Mr. Dane Evans appeared and stated that this piece of property is too small for a house, and he
is therefore requesting it be rezoned.
Mr. David Jansen of Jansco Outdoor Advertising appeared and stated he is attempting to
purchase the property from Mr. Evans to be used as a location for a billboard. He is in the
process of applying for a state permit for the billboard; however, the property must be zoned C-
3 for the state permit. Upon questioning by Mayor Spradling, Mr. Jansen presented a zoning
map and explained that there is property on the east side of Asher Street that is zoned M-1; and
therefore this rezoning request would not be spot zoning.
Ms. Kathy Fish appeared and stated that she is the real estate agent that is handling the sale of
this property. The nature of this area of the city is changing due to the new Mississippi River
bridge, and the rezoning will increase the value of the property.
There being no further appearances, the hearing was closed.
