Neumeyer, .lay Purcell, Frank Stoffregen and Hugh White present.
` ` The invocation was presented by Councilman Hugh White, and the Pledge of Allegiance was
recited.
The City Council convened in closed session prior to the regular• session for purposes of discussing
real estate acquisition and legal communications upon Mr. White's motion, Mr. Purcell's second,
and the following vote: Ayes, Eggimann, Hopkins, Neumeyer, Purcell, Spradling, Stoffregen,

Mr. AI Lowes, attorney, appeared on behalf of Michael Pryor regarding a liquor license for the
Taste Lounge on Good Hope Street. He stated that Mr. Pryor has cooperated with the Police
Department to help resolve issues. He discussed incidents that have occurred in and around Mr.
Pryor's business, and indicated that Mr. Pryor has made many improvements to his business. He
reyuested the City Council renew the liquor license.
City Council members questioned Mr. Pryor on many issues including security, the number of
incidents around his establishment, loitering in the streets and attempts by Mr. Pryor to disperse
crowds. Mr. Pryor indicated he has increased security in his business, including using a metal
detector wand on patrons. In addition, he stated he routinely attempts to disperse crowds by
asking them to leave the area, and that there should be a time limit for crowds to disperse once
they leave the bar. He did not agree that there is as big a problem at his bar as is portrayed by the
Police Department; the problem is in the street. The Council discussed issues relating to this
liquor license and agreed that city ordinances needed to be reviewed to assist in dispersing crowds.
Following discussion, Mayor Spradling made a motion, seconded by Mr. Eggimann, to
conditionally approve a retail liquor by the drink license for Pryor & Parker, Inc., d/b/a Taste
Restaurant and Lounge, 402 Good Hope, for a three month period ending March 31, 2001. Mr.
Neuneyer expressed concerns with approving this license. The motion was approved upon the
following roll call vote: Hopkins, aye; Neumeyer, nay; Purcell, aye; Spradling, aye; Stoffregen,
