Proceedings of the City Council, City of Cape Girardeau, Mo.
Special S@SSIOt1 June 16, 2000

SPECIAL SESSION—JUNE 16, 2000
Council convened in special session on Friday, June 16, 2000, with Mayor Albert M. Spradling,
III presiding and Council Members Richard Eggimann, Jay Purcell, Frank Stoffregen and Hugh
White present. Matt Hopkins and Tom Neumeyer were absent.
BILL NO. 2000-152 was given the first reading as follows:
AN ORDINANCE ELECTING A CHANGE IN THE MISSOURI LOCAL GOVERNMENT
EMPLOYEES' RETIREMENT SYSTEM TO ADOPT THE LT-8(65) PLAN
Mr. Eggimann made a motion, seconded by Mr. Purcell, to approve the first reading of BILL
NO. 2000-152. City Manager Michael Miller explained that the Budget Team had originally
recommended that a three percent cost of living increase be given to all full-time employees in the
next budget year. However, after meeting with the department meet and confer groups, an
alternate was suggested to upgrade the employee retirement program instead of giving a cost of
living raise. The four comparative cities used in the salary surveys all have a better retirement
program than Cape Girardeau. The cost to upgrade the retirement program is approximately the
same as a three percent cost of living raise. The Budget Team discussed this issue at length and
recommended that the city's retirement system be upgraded. The motion was approved upon the
following vote: Ayes, Eggimann, Purcell, Spradling, Stoffregen, White. Nays, none.
There being no further business, the Council adjourned upon Mr. Eggimann's motion, Mr.
White's second, and the following vote: Ayes, Eggimann, Purcell, Spradling, Stoffregen, White.
Nays, none.
. . Spradling III, Mayor
